Responsibilities & Context:
∎ The MEAL Officer will play role for the development of M&E framework, work plan and implementation of monitoring system of NABAPALLAB project in the field.
∎ The incumbent will also be responsible for the implementation of MEAL framework ensuring alignment with project goals, donor requirements, and sector standards.
∎ Implement of monitoring tools, including data collection instruments, tracking systems, and reporting templates, to measure project progress and outcomes following instructions of MEAL focal of friendship and MEAL lead of the Consortium.
∎ The MEAL Officer will work in collaboration with consortium partners to establish common indicators, data collection methodologies, and reporting mechanisms.
∎ Support program teams in defining key performance indicators (KPIs) and targets for monitoring program outcomes.
∎ Oversee the monitoring and evaluation activities of the NABAPALLAB project, ensuring timely and accurate data collection, analysis, and reporting.
∎ Conduct regular field visits to consortium project sites to ensure data quality, provide technical support, and identify areas for improvement.
∎ Establish mechanisms for beneficiary and stakeholder feedback, ensuring active participation and representation in project decision-making processes.
∎ Coordinate regular accountability assessments and reviews to identify gaps and ensure adherence to accountability standards and best practices.
∎ Promote a culture of learning within the consortium, facilitating knowledge exchange, documentation of lessons learned, and the adoption of innovative approaches.
∎ Prepare high-quality project reports, including progress updates, performance indicators, and impact assessments, for internal and external stakeholders.
∎ Contribute to the production of consortium-wide reports, consolidating data and insights from individual projects to showcase collective achievements and lessons learned.
∎ Collaborate with the communication team to disseminate project results, success stories, and key findings through various channels.
∎ M&E framework establish at project management;
∎ Design different tools and ensure regular data collection, use and reporting;
∎ Tracking Action Plan and deliverables as well as regular update;
∎ Support to prepare quantitative and quality report & documentation.
∎ Bachelors or Master's degree in a relevant field (International Development, Statistics, Social Sciences, Urban and Rural Development)
∎ having at least 5 years of experience in a similar role, preferably in the context of coastal climate resilience or Nature Based Adaptation Project.
∎ Demonstrated knowledge of Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks, tools, and methodologies.
∎ Experience in designing and implementing monitoring systems for a particular project.
∎ Good understanding of monitoring and evaluation principles, tools, and methodologies.
∎ Familiarity with international standards and best practices related to MEAL in the development sector.
∎ Strong proficiency in quantitative and qualitative data collection techniques.
∎ Proficient in using statistical software for data analysis.
∎ Competence in establishing and managing data management processes.
∎ Ability to work collaboratively and build relationships with diverse stakeholders, including partner organizations and project beneficiaries.
∎ Proven ability to provide technical support to partner organizations in the context of MEAL.
∎ Experience in capacity building and training related to MEAL practices.
∎ Excellent interpersonal and communication skills.
∎ Ability to meet deadlines in a complex and fast-paced environment.
∎ Fluency in both written and spoken English.Good quality report preparation and presentation skill.
∎ Willingness to travel to consortium members locations and project sites as required for monitoring and support activities.
