∎ COMPETENCIES:
∎ • Good understanding of participatory MEAL methods and tools.
∎ • Excellent analytical skills with good knowledge and experience in research and MEAL methods (qualitative and/or quantitative).
∎ • Excellent in using quantitative (SPSS, STATA, KoBo, Excel) and qualitative software for data analysis.
∎ • Ability to summarize complex information and effectively deliver information to a diverse audience.
∎ • Able to work with stakeholders at all levels and ability to inspire people to support MEAL work.
∎ • Have good interpersonal and intercultural communication skills.
∎ • Fluency in spoken and written English. Excellent writing skills demonstrated by a record of evaluation reports and publications.
∎ • Competency in the local language (Chittagongor Cox’s Bazar) and/or Rohingya language- understanding and conversation is preferred.
∎ • Understanding and work experience in GIS based data visualization would be an added advantage.
∎ • Ability to differentiate priorities and execute activities on time and in collaboration with others.
∎ • Ability to work as a team member and coordinate with others.


Responsibilities & Context:
∎ Lead the development and implementation of MEAL plan, targeting and tracking indicators, assessments, learning activities and reporting in compliance with the requirements provided in the activity contract, Government policies, donor regulations and standards.
∎ Contribute to establish and manage a cloud-based MEAL system and ensure data requirements are integrated into project management processes.
∎ Provide oversight to MEAL colleagues including the partners on data collection and analysis, and to ensure the timely completion of MEAL activities.
∎ Ensures projects MEAL/Q&A initiatives such as gender equality, fairness and “do no harm”. In particular, protects confidential data, applies the principles of informed consent, and protects children during the completion of projects in his/her area of expertise·
∎ Ensures the optimal allocation, utilization, and proper management of the MEAL resources (including financial, logistical, technical and human resources) following a periodic plan.
∎ Provide methodological and technical support while developing and writing MEAL and Q&A sections (logical framework, indicators, budgets and organisational measures) to develop quality project proposal.
∎ Lead the development of ToR and coordination for: needs assessment, project evaluation, situation analyses, impact analysis and specific assessments.
∎ Work closely with the consultants to make ensure that the studies and assessments are done ensuring quality.
∎ Informs the Field Coordinators, Managers and Coordinators of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.
∎ Provides advice and methodological support during the recruitment of MEAL staffs for projects (by drafting terms of reference and recruiting and supporting consultants)
∎ Make sure the complaint, response and feedback mechanism for the projects functional and ensure that the system works effectively keeping in mind the best interest of the project participants and community people.
∎ Based on the assessment and evaluation findings prepare informative and qualitative reports and present key issues with the project managers, coordinators, and management.
∎ Perform data analysis using statistical software’s (SPSS, STATA, Excel) and interpret statistical and qualitative data for use in decision-making.
∎ Produce and support high quality, evidence-based reports in a timely manner including donor reports indicating key results, challenges, successes, and progress to accurately reflect field level conditions and project progress.
∎ Support team (including partners) in developing and maintaining an effective information database (including mobile based data collection system), assisting in developing data entry, storage and analysis templates.
∎ Monitor the programme activities and indicators on a regular basis and ensure all data are valid and easily traceable for tracking and monitoring of reports.
∎ Lead the Tdh annual reporting process and beneficiary counting process for projects being implemented in Teknaf.
∎ Arrange orientation and training for the partner on MEAL tools, techniques, data collection process, report preparation and presentation accordingly.
∎ Organize/facilitate training to improve teams’ skills in MEAL.
∎ Provide coaching/mentoring staff and on-the-job training to improve skills of staff in MEAL including partners.
∎ Facilitate the project review, reflection and learning workshops to document lessons learned, gaps, challenges and recommendations and prepare learning report to support decision making process and capitalize learning.
∎ Takes part in discussions with actors, authorities, and sectors in Teknaf that are related to the MEAL activities.
∎ Takes part in discussions on MEAL and Q&A with Tdh teams in Cox’s Bazar and/or head office
