Job Context:
∎ Terre des hommes Foundation (Tdh) is the Swiss leading organization focusing on child rights, based in Lausanne (Switzerland). It is active in more than 40 countries with development and emergency projects. Tdh focuses its action on the following areas of intervention: Migration, Child Labour, Access to Justice and Health (with WASH components), with a focus on protection of particularly vulnerable children. Modern management and communication tools ensure the quality of Tdh’s projects. The Foundation constantly aims to improve its services.
∎ Context:
∎ Tdh has been present and active in Bangladesh since 1974 and focuses its work on Migration, tackling child labour, health, child protection, WASH, Access to Justice and humanitarian aid. We are currently working in Dhaka, Cox’s Bazar, Ukhia, Teknaf and Kurigram.
∎ Tdh has been a key player in Kurigram during those past decades, notably on areas such as health and child protection. The Country Representative is the coordinator for the activities implemented in Dhaka and Kurigram locations, funded by different Donors such as FCDO and the Olympic Refugee Foundation.
∎ Tdh seeks qualified candidates for three-year ORF funded Sports for Protection, Resilience and Transformation (SPIRIT) project that aims to promote the inclusion and empowerment of adolescent and youth who are displaced or at risk of climate-induced displacement in Kurigram district and Dhaka slums. The person also has to contribute to research-based development programme CLARISSA (Child Labour: Action-Research-Innovation in South and South-Eastern Asia) that focuses on surfacing key drivers of the worst forms of child labour and developing interventions to counteract them (preventing push factors at community, family and individual level and pull factors from unethical business). The MEAL Manager will be based in Dhaka with frequent visits to the Kurigram field.

Job Responsibilities:
∎ The MEAL Manager entails to contribute and provide direct support in the development and harmonization of effective monitoring and evaluation tools and systems; the treatment, analysis and reporting of data related to implemented projects; develop survey tools and methodologies. The MEAL Manager will be involved in and provide support to capacity building and training activities on M&E topics, promote the development, adaptation, testing and mainstreaming of good practices in needs assessment, implementation, monitoring and evaluation, accountability and learning throughout the projects.
∎ Main Responsibilities:
∎ 1. Strategic management
∎ Lead the development and implementation of MEAL plan outlining M&E systems for data collection, targeting and tracking indicators, assessments, learning activities and reporting in compliance with the requirements provided in the activity contract, donor regulations and standards
∎ Contribute to establish and manage a cloud-based MEL system and ensure data requirements are integrated into project management processes.
∎ Provide oversight to M&E colleagues including the partners on data collection and analysis, and to ensure the timely completion of M&E activities
∎ Ensures projects MEAL/Q&A initiatives respect approaches such as gender equality, fairness and “do no harm”. In particular, protects confidential data, applies the principles of informed consent, and protects children during the completion of projects in his/her area of expertise
∎ Ensures the optimal allocation and proper management of the MEAL resources (including financial, logistical, technical and human resources)
∎ 2. Support to project and programme teams: Situation analyses, strategy and accountability
∎ Provides methodological and technical support while developing and writing MEAL and Q&A sections (logical framework, M&E indicators, budgets and organisational measures) in project proposals submitted to donors
∎ Lead the development of ToR for: project evaluation, situation analyses, and specific assessments
∎ Work closely with the consultants to ensure that the studies and assessments are done ensuring quality
∎ Informs the Project Managers and Coordinators of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries
∎ Provides advice and methodological support during the recruitment of M&E staffs for projects (by drafting terms of reference and recruiting and supporting consultants)
∎ Establish complaint, response and feedback mechanism for the projects and ensure that the system works effectively keeping in mind the best interest of the project participants and community people
∎ 3. Data Collection, data analysis and reporting
∎ Perform data analysis using statistical software’s (SPSS, STATA, Excel) and interpret statistical and qualitative data for use in decision-making
∎ Produce and support high quality, evidence-based reports in a timely manner including donor reports indicating key results, challenges, successes, and progress to accurately reflect field level conditions and project progress
∎ Support team (including partners) in developing and maintaining an effective information database (including mobile based data collection system), assisting in developing data entry, storage and analysis templates
∎ Monitor the programme activities and indicators on a regular basis and ensure all data are valid and easily traceable for tracking and monitoring of reports
∎ Lead the Tdh annual reporting process for projects being implemented in Dhaka and Kurigram
∎ 4. Learning and training
∎ Organize/facilitate training to improve teams’ skills in M&E
∎ Provide coaching/mentoring staff and on-the-job training to improve skills of staff in M&E including partners
∎ Facilitate the project review, reflection and learning workshops to document lessons learned, gaps, challenges and recommendations and prepare learning report to inform decision making and capitalize learning.
∎ 5. Internal and external networking
∎ Takes part in discussions on MEAL with actors involved in this field in the country concerned.
∎ Takes part in discussions on MEAL and Q&A with Tdh teams in the zone concerned and/or head office
∎ 6. Security and child safety
∎ Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies
∎ 7. Other
∎ Accept new responsibilities as and when those are assigned by the line supervisor

Additional Requirements:
∎ Age 30 to 45 years
∎ At least 3-5 years’ experience in similar position preferably with international non-government organizations in projects related to protection, migration, youth empowerment and health
∎ Good understanding of participatory M&E methods and tools
∎ Excellent analytical skills with good knowledge and experience in research and M&E methods (qualitative and/or quantitative)
∎ Excellent in using computer, and quantitative (SPSS, STATA, KoBo, Excel) and qualitative software (Atlas.ti/NVivo) for data analysis
∎ Ability to summarize complex information and effectively deliver information to a diverse audience
∎ Able to work with stakeholders at all levels and ability to inspire people to support our work
∎ Have good interpersonal and intercultural communication skills
∎ Fluency in spoken and written English. Excellent writing skills demonstrated by a record of evaluation reports and publications
∎ Ability to differentiate priorities and execute intended activities on time and in collaboration with others
∎ Ability to work as a team member and coordinate with others.
