∎ Physical Demands
∎ Field visits play a large part in the incumbent’s activities; as such, it is expected that the incumbent is willing and able to take part in such activities as and when needed and sometimes within short notice.
Responsibilities & Context:
∎ Develop advocacy strategy tailored to influence national level stakeholders such as Secretary-Medical Education, Bangladesh Nursing & Midwifery Council (BNMC), Directorate General of Medical Education (DGME), Directorate General of Health Services (DGHS), Community Clinic Trust as well as policy implementers at regional and local level.
∎ Coordinate and maintain relationship with project stakeholders (e.g., Community Paramedic Training Institute Alliance) to identify and prioritize key advocacy goals and objectives.
∎ Ensure timely implementation of panned activities.
∎ Conduct comprehensive research and analysis of existing healthcare policies to assess the current healthcare policy landscape and integrate the Community Paramedic concept within the existing framework.
∎ Provide strategic insights and recommendations based on policy trends, gaps, and opportunities for intervention.
∎ Develop and maintain strategic relationships with government agencies, NGOs, Civil Society Organisations (CSOs), academia, and other stakeholders.
∎ Organise and facilitate stakeholder consultations, workshops, and meetings to build consensus and accumulate support for advocacy initiatives.
∎ Represent ASTHA in high-level policy dialogues, conferences, and working groups.
∎ Lead the efforts to establish and nurture advocacy coalitions and alliances to amplify the voices of Community Paramedic Training Institutes (CPTIs) and Community Paramedics (CPs).
∎ Foster collaboration and coordination among diverse stakeholders to advocate for systemic changes in healthcare policy.
∎ Mobilize support from partner organizations and influential individuals to advance shared advocacy goals.
∎ Organise different types of events (internal and external) e.g. meeting, seminar, workshop, training, day celebration etc.
∎ Supervise and build capacity of 02 team members: Senior Officer-Communications and Officer-Learning, Research and Development.
∎ Support the tasks of other functions of the project, especially Knowledge management, capitalisation and business development efforts.
∎ Any other task as mutually agreed by supervisor and the employee.
∎ Swisscontact was established in 1959 as an independent foundation by notable figures from the worlds of commerce and science in Switzerland. It is exclusively involved in international development co-operation and has carried out its own and mandated projects since 1961. ∎ As an initiative to support Bangladesh in reaching the target of ensuring quality healthcare services at rural communities, Swisscontact is implementing the ASTHA (Achieving Sustainability Towards Healthcare Access) project. The project facilitates the development and integration of Community Paramedic services in rural Bangladesh. This project is financed by Novartis International AG, Laguna Foundation, Evi Diethelm-Winteler-Stiftung among other donors. It is part of the Swisscontact Development Programme, co-financed by the Swiss Agency for Development and Cooperation (SDC), the Federal Department of Foreign Affairs (FDFA).
∎ ASTHA is now in its Phase III and operates in 12 districts, namely, Bogura, Lalmonirhat, Nilphamari, Rangpur,Dinajpur and Gaibandha in the north, Moulvibajar, Sunamganj and Sylhet in the north-east, and Barguna, Barisal, and Patuakhali in the south. Phase III started in January 2023 and will continue till December 2026.
∎ Swisscontact is inviting applications from development professionals, willing to be a part of ASTHA team in the following position:
∎ Employment start: Earliest start date as per convenience
∎ Contract duration: 1 year initially, with the possibility of extension based on the performance.
∎ Place of work: Dhaka, Bangladesh with occasional visits to field locations.
∎ Reporting Structure: The Manager/Coordinator of Policy and Advocacy will report directly to the Team Leader. The incumbent will supervise 02 team members: Senior Officer-Communications and Officer-Learning, Research and Development.
∎ Essential Functions and Responsibilities
∎ A. Advocacy Strategy Development:
