Job Context:
∎ Community Development Association (CDA), Dinajpur based NGDO, accountable to facilitate to ensure Land Rights among the rural land less poor men & women including ethnic communities in the Northern Region of Bangladesh. CDA has been implementing "Sustainable Organization for Land Rights and Agrarian Reform (SOLAR) an integrated long term patriotic program for Agrarian people requires the following experience on Land Rights Activism & qualified Women (only) candidates having good command in English, report writing and speaking as well as able to pick up ideas from the field level staying with the Rural poor and contribute to achieve the ESCR, Civil & Political Rights.

∎ Accountable to: Executive Director;
∎ Reportable to: Deputy Director
∎ Manager (Women Empowerment, Gender & Development) is accountable to the Executive Director and reportable to Deputy Director Responsible to plan implement and operate the organisational program/ projects and policies with good practices according to the concept as designed from the particular context in relation with women and the relationship in between men and women (Gender) for their Gender equality, empowerment and development towards social change. She is assigned to study & design the program followed by the contextual needs especially for the women linking with CDA`s vision, mission, objectives to achieve the goal of the specific program and developing the competences with mindset of the entire organizational staff to ensure the women human rights by implementing Sustainable Organization for Land Rights and Agrarian Reform in consultation with Program Operation Cell (POC) meeting.

Job Responsibilities:
∎ Associated Activities (follow SMART principles)
∎ Planning level:
∎ Develop and review operational plan of the integrated program for the women folk and access to Land Rights activities, management, graduation & transformation, supervise & follow up entire field level activities as implemented by the region wise staff & provide necessary support & suggestions to the respective coordinators along with other associates in a consultative manner. Develop different project proposals and plan for women's entrepreneurship based on access to right to land within the village organization as the Peoples Cooperative and promote leadership for the market channel and monitoring and assist to ensure the value chain.
∎ Top Management level:
∎ Responsible to maintain the integrated approach along with team building attitude all the times in a positive manner.
∎ Deal with Visitors/ Donors/ representatives/Evaluators and explain the designed projects led by women desk.
∎ Responsible to implement any program activities/ Projects as per needs from the end of the grass roots in consultation with the Deputy Director as well as with the respective Program desk(s), if required consult with ED.
∎ Responsible for women Staff career planning, leadership/ performance appraisal / mid-term review and other staff development activities in associations with HRD/HRM.
∎ Participate in different workshops & trainings to be organised by CDA or other organisations.
∎ Able to analyze the macro - environmental situation in and around organisation in terms of program design & implementation.
∎ Any program is taken / designed by the organisation prior to implement should be analyzed rationally in the eyes of cost effectiveness / benefits as well as for qualitative & quantitative control in relation with women and gender equality.
∎ POC level:
∎ Attend National anthem as schedule & POC meeting regularly & practice the organisational values/ belief / principles as set out by the management.
∎ Initiate to conduct POC & Coordination meeting in a timely manner/ guidelines.
∎ Conduct the meetings as per rules & regulations of CDA.
∎ Implementation level:
∎ Provide the conceptual awareness & education to the concerned staff to organise the women sometimes, village based POs as well as build up the federation of the poor people from village to upwards for their empowerment towards achieving the ESCHR and civil & political human rights. Provide necessary follow up, to arrange training & workshop etc and write up the script/concept/proposal.
∎ Assist the field staff & the grass root leaders of the POs to build up the greater solidarity & united efforts among the people which may be an alternative social structure for women's empowerment in the process of building agrarian society.
∎ Responsibility to help the concerned staff for selection of new areas, new members expansion and initial works for intervention considering the strategic plan in association with the POC members.
∎ Picking up the new ideas from the people's Organisations and help CDA by providing suggestions, recommendations through Deputy Director for scaling up the POs.
∎ Conduct training & coaching to her staff on different women's issues of land rights and agrarian reforms to increase their expertise so that they can conduct issue meetings among the People's Organisation/CBO/CSO efficiently.
∎ Attend monthly staff coordination meeting & discuss on the role & progress of People's organisation & its problems success and the good practices by the women individually and organizationally at the field level.
∎ Initiate grass root level study/research for ensuring women's rights upon the change perspective.
∎ In absence of the Manager (Operation) Manager (Women Empowerment, Gender & Development) is responsible to operate the entire field operation through participatory management approaches.
∎ Policy Level:
∎ Policy Advocacy for women folk
∎ Responsible to review / formulation of organisational policy in a participatory manner upon the organisational/program/project's needs/demands from the reality.
∎ Responsible to represent the respective program / CDA as an organisation on special issues, in the different advocacy network/apex /partner organisations in relation with the land rights and women's access to and control over the natural resources .
∎ Assist to develop policies and plan with POs for mobilization and pressure building to adopt new polices & acts by the government.
∎ Ensuring people centred land governance & Agrarian Reforms.
∎ Control level:
∎ Collect the fortnightly/monthly/ half yearly / yearly work plan of the coordinators & compiled as well as prepare a separate work plan for her & submit it to Deputy Director.
∎ Collect the fortnightly /monthly/ half yearly / yearly activity report of the coordinator & compiled as well as prepare a separate report & submit it to Deputy Director.
∎ Approve the tour permission of her staff & recommend their travelling bill forms before submission to the Manager (F&A).
∎ Responsible to oversee the preparation of monthly accounts & budget control, statements, evaluate program performance and to inform the appropriate budget to the owner and about credits or deficits.

Additional Requirements:
∎ Age 35 to 40 years
∎ Only females are allowed to apply
∎ At least 5-10 Years in NGO's/ Relevant field.
∎ Candidates must have driving license of motor bike.
∎ Qualified and required Female candidates are mostly prioritized for the position
∎ Must have sound knowledge of Computer, especially on Microsoft Office application, Software/ other relevant applications.

Salary:
∎ Tk. 40000 (Monthly)
∎ After successful completion of six month probationary period, he/ she will be regularized with other benefits as per Organization`s policy.
