Educational Requirements:

Job Responsibilities:
∎ Lead, monitor and provide effective guidelines for smooth functioning of HR Operations of HCMP (e.g. Payroll, Budget, Database Management, Day to day Operational Support, Employee Relations, and Compliance) complying with BRAC HRPP.
∎ Design, develop and maintain C&B policies and procedures as well as lead and direct Operations, budget, and payroll team of HCMP.
∎ Review and validate personnel budget of every project before submitting to donors.
∎ Ensure maintaining a budget tracker of all staff, generate reports and amend salary budget as per the programme needs.
∎ Ensure end to end strategy formulation, management and execution of salary issues e.g. increment, adjustment and other issues.
∎ Provide technical and general guidance to payroll team for effective payroll process
∎ Participate in different training, meeting and forums on C&B, OD, Payroll, and budget issues and HR policy and procedures.
∎ Assist management to design, direct and manage the organisational development initiatives that addresses issues such as workforce development, employee retention, succession planning, employee satisfaction and change management etc.
∎ Promote the organisational culture that is aligned with the organisational goals, mission, vision, and values.
∎ Coordinate with HO HRD team, internal and external audit team and reply audit queries within timeframe.
∎ Ensure capacity building & career management of team members to retain and enhance productivity.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Additional Requirements:
∎ Minimum 5 years of relevant working experience is required. Candidates having experience in the field of emergency response programme in similar role will be preferred.
∎ Commitment to an understanding of BRAC core values and principles
∎ Have sound knowledge on HR Operations, Budget, Payroll, Organisational development, Bangladesh labor law etc.
∎ Demonstrated experience in HR Compliance and Donor Auditing
∎ Excellent skills in stakeholder management and negotiation
∎ Have effective acquaintance with people management
∎ Ability to think strategically and carry out assigned tasks independently
∎ Proficiency in Microsoft programs i.e. Excel, Word, and PowerPoint etc.
