Qualifications & Experience
At least 5 years of proven experience in business development, capture management, or proposal leadership-preferably in consulting firm or public relations/communication firm or architecture and engineering firm.
Prior managerial or leadership experience in guiding business development teams.
Experience working internationally, managing interactions with international experts, global firms, or multilateral donors.
Strong knowledge base on different methods of procurement of different procuring entities (e.g. World Bank, ADB, EBRD, AIIB, IsDB, AfDB, UN, bilateral agencies, government agencies).
Strong familiarity with project cycles, procurement procedures, and grant/contract management for donors (e.g. World Bank, ADB, EBRD, AIIB, IsDB, AfDB, UN, bilateral agencies, government agencies).
Hands-on experience using digital bidding platforms/portals such as e-GP Bangladesh, ADB CMS, World Bank eProcurement, UNDP Quantum, and other donor procurement systems.
Excellent communication and negotiation skills in English and Bangla (written and verbal).
High proficiency in MS Office, proposal software, and remote collaboration tools.
Strong analytical, strategic thinking, and relationship-building skills.
Willingness to travel regionally and internationally as needed.

Job Description
As Manager-Business Development, you will lead the organization`s efforts to expand and secure new business across domestic and international markets. You will steer the full business development lifecycle-from opportunity identification, capture strategy, proposal leadership, contract negotiation, and project launch to post-award support. You will also mentor and guide a team of business development professionals and liaise with international experts and partner organizations.
Key Roles & Responsibilities
Strategic Opportunity Scanning & Market Intelligence
Lead strategic scanning for new opportunities (RFPs, EOIs, REols, RFQs) aligned with DM WATCH`s practice areas.
Oversee participation in pre-bid meetings (client/implementing/procuring agency calls), ensure team representation, and capture clarifications.
Analyze donor strategic priorities, sector trends, competitor moves, and emerging themes to guide highest-potential pursuits.
Develop and maintain a robust pipeline of prioritized business leads and report periodically to senior leadership.
Capture & Partnership Strategy Leadership
For prioritized opportunities, lead capture planning: define approach, roles, teaming strategies, and proposal win themes.
Identify, evaluate, and negotiate joint venture / consortium/partnership structures with local or international firms.
Oversee due diligence of partners (capability, financial stability, past performance, reputation).
Build and maintain strategic relationships with government agencies, multilateral banks, bilateral development agencies, UN agencies, donors, I/NGOs, universities, international consulting firms, academic institutions, and private sector firms.
Proposal Leadership & Coordination
Lead development of EOis, technical & financial proposals, acting as the proposal lead or manager.
Allocate responsibilities among team, define timelines, enforce compliance checklists, and ensure quality review cycles.
Coordinate internal contributors (subject-matter experts, finance, operations, research) and external experts/consultants.
Guide preparation of budgets, financial models, cost narratives, CVs, appendices, vendor registration, and compliance documentation.
Ensure proposals adhere to format, instructions, procuring entities-specific guidelines, and submission deadlines.
Post-Award & Contract Management Support
Monitor award announcements and bid results; validate outcomes and debrief internally.
Lead negotiation meetings with clients, donors, or partners on scope, budget, deliverables, and legal terms.
Review and provide input on draft contracts/agreements, ensuring legal, financial, and operational safeguards for DM WATCH.
Coordinate contract signing formalities among DM WATCH, partners, and clients, ensuring all compliance documents and governance approvals are in place.
Lead the onboarding of consultants / experts and orient them to project deliverables, timelines, reporting lines, and DM WATCH protocols.
Liaise with the Project Management Team to ensure smooth handover and start-up (including kickoff, procurement, mobilization, and project planning).
Team Leadership & Capacity Building
Supervise and mentor team members in business development, proposal coordination, and bid support roles.
Define KPIs and performance metrics for the BD team; monitor outputs and ensure accountability.
Develop tools, templates, and BD standard operating procedures to streamline and institutionalize best practices.
Conduct training, coaching, and debriefs to continuously improve team capability and capture success rates.
Business Communication, Branding & Representation
Oversee development of corporate profiles, capability statements, and pitch materials.
Guide organization`s digital presence by shaping content on website, social media, newsletters, and thought leadership platforms.
Represent DM WATCH at international conferences, workshops, donor events, and networking forums.
Serve as a point of contact for international collaborators and consulting firms for partnership and sub-contracting opportunities.
Reporting, Strategy & Process Improvement
Track and report on business development pipeline, win/loss analyses, revenue forecasts, and strategic metrics to senior management.
Contribute to the annual business development strategy, resourcing, and budgeting decisions.
Lead internal post-proposal and post-award debriefs to identify lessons learned and feed continuous improvement.
Propose process enhancements, tools, and platforms to improve efficiency, collaboration, and capture success.
