∎ Purpose of the job (Brief):
∎ DCA has been working in Bangladesh since the 1970s, both through partners and self-implementing. DCA has one office in Dhaka, and one office in Cox`s Bazar. The Liaison Officer is based in the Cox`s Bazar Office, with some travel to Dhaka.
∎ The Liaison Officer is responsible for coordination and collaboration with Government ministries, departments and representatives at National, District, Upazilla, Union, and Camp level. The Liaison Officer is responsible for ensuring DCA`s work is in compliance with the regulations of the Government of Bangladesh, in particular related to different ministries, the NGO Affairs Bureau, the RRRC, the District Office and the UNO.

∎ This includes, but is not limited to, regular representation of DCA at governmental meetings, compiling information for project applications for approval from the NGO Affairs Bureau, and local authorizations from the RRRC, CiC, UNO and DC. Submit project completion report to government agencies and obtain completion report certificates from the DC office for submission to NGOAB. This is alongside ensuring comprehensive support for visitors to DCA`s country programme.
∎ Liaises with:
∎ S/he will work under the supervision of the Head of Programme. S/he should have very good understanding and experience of working with government ministries in terms of programmatic understanding of the legal compliance requirements for International NGOs to work in Bangladesh.
Job Responsibilities:
∎ Establish relationships and ensure strong linkages with the local level administration, i.e. DC, UNO, RRRC/CiC offices to obtain the initial authorization to operate locally, as well as overseeing the process of obtaining completion certificates for project implementation from the support of project team; and maintain strong relationship which may benefit the project delivery.
∎ Participate in different coordination meetings organized at Upazila level (in close coordination with programme team).

∎ Ensure government understanding of DCA programmes, and representation where relevant.
∎ Ensure that foreign funded projects being supported and/or implemented by DCA are approved by the NGO Affairs Bureau, in a timely fashion.
∎ Coordinate the process of obtaining/revising FD-6 or FD-7, and other associated project formalities for the NGO Affairs Bureau, and regularly follow up with the project implementation and systems support teams on the outstanding project(s) approval issues.
∎ Ensure compliance with other government requirements, such as sharing information at District/Upazila/Union level, yearly fund release and reporting requirements met of DCA's projects, for a smooth and continuous operation.
∎ Ensure all of the approved project reports are submitted to the relevant ministries. Guide the programme team on this submission.
∎ Facilitate information gathering and then compile the data for the Annual Project Activity Report, Annual Report, Project Brief, etc. for submission to the NGO Affairs Bureau. Ensure submission meets NGOAB prescribed deadlines.
∎ Respond to and process all questions/queries raised by the NGO Affairs Bureau or relevant Ministry in relation to project implementation at the Cox's Bazaar level.

∎ Maintain clear, functional and regular communication with Government Officials such as the DC in Cox's Bazar and the CiC (camp in charge) in the Refugee camps.
∎ Ensure comprehensive support for International Staff and visitors, including, all the correct local permissions are obtained for their access to the camps and registration with relevant Government Departments, and processing of visas.
∎ Train programme & finance staff of DCA (including partner staff) about the compliance requirement of NGOAB.
∎ Support the finance team, and act as the focal point from the programme team for any government audit.
∎ Support DCAs security focal in monitoring security situations, and informing other staff of incidents. Support the security focal in training other staff on security protocols, and in reporting security incidents.
∎ Act as a representative of DCA in external meetings.
∎ Undertake other related duties as may reasonably be assigned by the Country Director or the line manager.
Additional Requirements:
∎ At least 5 years progressively responsible work experience in a Government relation and/or Administrative function with Government and external liaison in particular the NGO Affairs Bureau, National Board of Revenue. Working within government system will be an added advantage.
∎ Good knowledge of legal requirements of Government for operation of International organisations and understanding of development within Bangladesh.
∎ Knowledge of current relevant taxation laws and NGO Bureau rules.
∎ Ability to work independently.
∎ Excellent coordination and process facilitation skill.
∎ Excellent oral and written communication skill both in Bangla and English, ability to meet tight deadlines.
∎ Ability to interpret policy issues in assessing the implications.
