Job Context:
∎ Friends in Village Development Bangladesh (FIVDB) is going to implement the Improved relations between Rohingya Refugees and Host Communities by joint protection of the shared environment with Rohingya and Host communities under its Humanitarian Preparedness and Response Program, Cox`s Bazar funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), coordinated by Welthungerhilfe (WHH).

∎ The project aims to work with Forcibly Displaced Myanmar Nationals (FDMNs) and Host Communities in Camps 23, 24 and 27, as well as Nhilla and Baharchara Unions of Teknaf Upazila through increased social cohesion and safety. The project will set up a community-based protection mechanism for increased awareness of protection problems and improved access to protection services. Furthermore, the project will support FDMNs and Host Community members in assessing the risk in their immediate surroundings and in developing mitigation strategies. The project team will have to work in a very sensitive context in which the project should not lead to further conflicts between the different groups and in which the "Do-No-Harm" principle is essential. Moreover, the team will have to work closely with responsible duty bearers in the area to make sure that the structures created within the project are agreed upon by all actors and thus, can have a lasting impact.

∎ The duration of the project is 36 Months and the job is contractual for the project period with a 3 months` period of probation. The position will be recruited for implementing the project based at the Project Office at Nhila/ Baharchara Union of Teknaf, with substantial field activities at different camps and host community at Teknaf.
Job Responsibilities:
∎ The Liaison and capacity building officer will be overall responsible for the community mobilization and training component of the project. An effective planning and implementation of the community mobilization and engaging all the relevant stakeholders in the project activities is the key responsibility of the position. The Liaison and capacity building officer will be responsible to do a proper stakeholder analysis for the project and plan an effective engagement of the entire stakeholder and maintain regular liaison with all the stakeholders. S/he is also responsible for maintaining an efficient feedback loop for the entire project period. Community mobilization is another key responsibility of the position. S/he is also responsible for maintaining coordination with the Cox's Bazar Communication working group and other relevant actors in health & nutrition in the project area. The job involves regular visits and interaction with the beneficiaries.
∎ Duties and areas of responsibility:
∎ Act as the Focal for Community mobilization and community engagement component of the project.
∎ Organize and implement events including theater shows, courtyard meetings, debate for the beneficiaries and workshops, sharing sessions for other stakeholders of the project.
∎ Conduct Need Assessment for capacity building for the staff and the program participants.
∎ Design , Develop and deliver training programs for the staff & beneficiaries
∎ Develop a referral pathway for the beneficiaries for nutrition, WASH and other health issues
∎ Visit field sites as required to ensure timely and qualitative implementation
∎ Develop and maintain a healthy environment for the team including community volunteers and the program participants, organizing timely discussions on strategic programming issues. Ensure that staff members reflect the institutional character in their relationships with the affected communities and allies
∎ Ensure all project activities designated are conducted in accordance with agreed work-plan and proposal
∎ Submit monthly reports to Head of Project( International), including activity summary, progress against objectives, services delivered, beneficiary caseload data, achievement to date, issues faced, impact stories and financial expenditure
∎ Maintain regular and effective communication with team and all the stakeholders
Additional Requirements:
∎ Age 25 to 50 years

∎ Practical, quick, reasoning skills; must be able to communicate with all parties of the project
∎ Demonstrated ability for people management

∎ Clear understanding of the working of major donors and their perspective, requirements and standard
∎ Able to work and manage in a hardship post and willingness to frequently travel in and out of field
∎ Excellent language skill in English and Bangla
∎ Prior experience of working in greater Chittagong Division and knowledge.
∎ Understanding of local culture.
∎ Good behavior with the coworkers
∎ Should not be involved in any illegal behavior, such as theft, illegal drug use, intoxication, or violence, are grounds for immediate termination.
