Education:
    • Bachelor/Honors

Bachelor's degree in CSE, IT, EEE, or a related subject from UGC approved universities having no 3rd class/division in academic records.       

Candidate having minimum 16 years of schooling will be eligible.       

Candidates having MBA or professional certifications in Procurement, Supply Chain Management, or Project Management will be given preference.

Minimum 3 years of relevant experience in ICT procurement, technology sourcing, contract management, vendor management or commercial procurement.

Preference will be given to candidates who have experience in a commercial bank or financial institutions.



Responsibilities & Context:

Plan and execute procurement activities for ICT hardware, software, networking equipment, data center infrastructure, cyber security solutions, cloud services, licenses, maintenance and IT professional services.

Coordinate with ICT Division and user departments to understand business requirements, prepare procurement plans, and finalize technical specifications.

Prepare Request for Quotation (RFQ), Request for Proposal (RFP), Request for Tender (RFT), Expressions of Interest (EOI), bid documents, and procurement schedules.

Prepare cost estimates, market analysis, and procurement strategies to ensure competitive pricing and best value for the Bank.

Coordinate pre-bid meetings, respond to vendor queries, and facilitate the bidding process in accordance with the Bank's procurement policy.

Conduct price negotiations, commercial discussions, and value engineering to achieve cost optimization without compromising quality and service levels.

Prepare comparative statements, cost approval notes, Purchase Committee papers, management memorandums, and Board approval proposals where applicable.

Draft and process Purchase Orders, contracts, Service Level Agreements (SLAs), maintenance agreements, software subscription renewals, and license agreements.

Coordinate with vendors, ICT Division, Finance, Accounts, Audit, Legal, and user departments to ensure smooth procurement and payment processes.

Ensure compliance with the Bank's Procurement Policy, Bangladesh Bank guidelines, applicable laws, internal controls, audit observations, and regulatory requirements.

Maintain complete procurement documentation, including tender files, evaluation reports, contracts, approvals, invoices, and payment records for audit and regulatory review.

Prepare procurement reports, budget utilization reports, contract status reports, and management presentations.

Monitor ICT procurement trends, technology developments, licensing models, and market pricing to recommend cost-effective procurement strategies.

Perform any other responsibilities assigned by the Management of the Bank.
