Job Context:
∎ Caritas Bangladesh (CB) is a national and nonprofit development organization that has been operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices (Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi, and Sylhet Region). CB is currently operating 89 projects covering 189 Upazilas focusing on six main priorities: i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.
∎ Caritas Bangladesh (CB)`s Chattogram Regional Office is looking for suitable candidates for the project of "Supporting end-to-end Landslide Early Warning and Anticipatory Action in Bangladesh" supported by Catholic Relief Services (CRS) - Bangladesh funded by USAID`s BHA and also to generate a panel for future recruitment.

Job Responsibilities:
∎ The ICT & GIS Officer is responsible for setting up the GIS and ICT support for the project. S/he is responsible for providing ICT/GIS support especially in relation to supporting the Landslide Early Warning System strengthening in coordination with proposed organizations, partners and Project Coordinator (LEWS). Under the leadership of Project Coordinator, s/he will be working with MEAL Specialist and MEAL Assistants of IPs, DRR Specialist and DRR Officers and develop GIS based risk and resource mapping, map of project/service location (For work, study area etc.); Produce maps for the project showing necessary information as needed by the project team. One of the major role of this position will be to work with MEAL Specialist and DRR Specialist to develop database and support Union Digital Centre (UDC) up gradation.
∎ Lead project team to develop GIS based risk and resource mapping using Community Led approaches;
∎ Working with DRR and MEAL team of Caritas Bangladesh, CRS and Implementing partners to facilitate GIS-based risks and vulnerabilities analysis;
∎ Develop various layers and structures for all spatial data and coordinate with various departments to integrate digital data into platforms efficiently;
∎ Support in installation of rain-gauge in the different project locations of three Upazila and other necessary materials that specification given by BMD and decided by project team jointly. Assist to LEWS Coordinator for developing guideline on rainfall measurement, operation and maintenance of rain gaugee, training contents etc.
∎ Ensure capacity building of community level volunteers who are responsible to take care of rainfall measurement, operation and maintenance of rain gauge. Provide available forecasts received from BMD and monitoring the landslide triggers during the pre-monsoon and monsoon period through close coordination and collaboration with community volunteer groups and UDC.
∎ Plot points from a map into the physical site boundary lines, community facilities, risk and vulnerable areas water points, roads and drainage etc.;
∎ Work with Project Office team and help to design the simulation guide on land slide early warning dissemination to all targeted areas.
∎ Support to build capacity of UDC to store update, accurate household records, vulnerability information and risk maps along with GIS data;
∎ Provide training to the UDC coordinator to manage data, strengthen MIS and provide orientation on how information can be shared with different stakeholders as per their specific need;
∎ Coordinate with FAO/UNDP, N/INGOs and GoB stakeholders who are engaged with similar forecast based project to ensure cross-learning for the project;
∎ Improvethe project's technical capacity in GIS web mapping and online visualization tools;
∎ Maintain and operate all GIS related products, manage all components of system database, design and ensue achievement of all phases for project to assist in planning;
∎ Plan a schedule of GIS activity implementation according to the project's Detailed Implementation Plan and ensure implementation;
∎ Contribute to an information management system for the tracking of project indicators in coordination with MEAL team and the rest of the team;
∎ Assist in research activities study/evaluation process, and data compilation and provide necessary support in preparation of study/evaluation report of Project.
Additional Requirements:
∎ Age 30 to 45 years
∎ Age: 30 - 45 years (as on 30/09/2023)
∎ Minimum 3 years experiences as GIS staff in National/ INGOs.
∎ Work experiences in USAID's BHA/OFDA fund will be treated as an advantage.
∎ Knowledge on hazards and shocks in the contexts on Chittagong Hill Tracts (CHT) and Cox's Bazar of Bangladesh.
∎ Ability to produce high quality reports and database under tight timeframes.
∎ Evidence that have undertaken for similar assignments.
∎ Work with the team as per management requirement.Ability to travel extensively to working locations and willing to stay at field
Salary:
∎ Salary: Taka 70,000/-
