Educational Requirements:
∎ Essential: Four years of bachelor's and Master's degree in ICT/Computer Engineering,
∎ Information Science Management, or Geography/GIS from a recognized university.
∎ Desirable:
∎ ICT training and expertise in Cloud Technology (Azure/Amazon) and data management specialist with expertise in at least three of these areas (SPSS, Power BI, SQL, Python and Excel) would be preferable.
∎ CT specialties include Cisco Certified Network Associate (CCNA) and or Microsoft Certified System Engineer.
∎ Information Management specialties include Information Technology InfrastructureLibrary (ITIL-V4).

Job Context:
∎ Contract Duration: Upto 31 December, 2023 (possibility of extension)
∎ Contract Type: Contract with E-Zone/Special Agreement with E-Zone
∎ Contract Start Date: July 1, 2023
∎ Administrative Issues:
∎ Office place, the working station will be in MIS DGHS Office, Dhaka, Bangladesh.
∎ Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
Job Responsibilities:
∎ Assist in smooth handover of the Global EWARS instance with all required process to the country level at MIS DGHS Data Center which includes install and configure of hardware and software
∎ Ensure effective functioning, operation, and maintenances of server hardware and software with troubleshooting issues and ensuring security and efficiency of infrastructure
∎ Ensure effective monitoring the performance of servers
∎ Implements field backup and restore procedures for users in local drives, maintaining backup logs and off-site backup storage.
∎ Provides technical training to end users of commonly used technology and systems, in order to assist MIS DGHS staff in conducting their work.
∎ Resolves queries independently, escalating if required, to ensure that standard IT questions are answered, and accurate information is provided to MIS-DGHS and UN AGENCY personnel whenever required.
∎ Ensure that globally managed desktop environment and network resources are protected from malware.
∎ Participate in HGSP/EWARS technical meetings with UN AGENCY Cox's Bazar and other two level of the organization in matters of data management and ICT and have frequent catch-up meeting and guidance support from HQ UN AGENCY EWARS Team
∎ In addition, support with the set-up, maintenance, and update of the EWARS Dashboard hosted by DHIS2
∎ Support and manage EWARS data for UN AGENCY and engage MIS-DGHS with plans for interoperability/integration with DHIS2
∎ Ensure UN AGENCY ICT strategies, security policies, technology standards, guidelines and procedures are well introduced and implemented in the context of EWARS server maintenance at MIS-DGHS
∎ Support and guide data cleaning and ensure data quality entire EWARS system
∎ Maintain liaise with the UN AGENCY EWARS technical team in HQ, Dhaka and Cox's Bazar to resolve the technical issues
∎ Spend 50% of time in UN AGENCY Country office working with Health Security and Emergency Cluster team on data management issues,50% time at MIS-DGHS to support with Server update and maintenance issues, participate and attend technical data management and ICT meetings between MOH, UN AGENCY and partners as needed
∎ Occasional(quarterly) visit to UN AGENCY Sub-Office in Cox's Bazar and regular bimonthly visits and support by NPO Epidemiology and Surveillance to Dhaka, provide monthly/quarterly progress reports as agreed by supervisor
∎ Perform any other duty assigned by the supervisor
Additional Requirements:
∎ Essential: At least 5 years of professional experience in Data management and ICT
∎ expertise in busy local and multinational/ international agencies, NGOs, and UN
∎ Desirable:
∎ Experience in ICT programme management in particular server management and necessary programing skillset (Data management, GIS mapping and data visualization)
∎ Experience in Oracle-based or other ERP system would be an added advantage
∎ At least 1 year of working experience within the county
∎ At least 1 year of experience working with or supporting the Ministry of Health at the national and district level, will be an added advantage
∎ Past experience working directly or indirectly with UN Entities/ UN AGENCY will be an added advantage
∎ Ability to carry out a wide variety of tasks
∎ Ability to take notes and prepare draft technical reports
∎ Ability to independently prepare reports to government, partners, and donors
∎ Experience engaging government/MOH&FW, bilateral and multilateral partners or multinational organizations
∎ Organizational skills: deadline compliance, proactive action
∎ He/she keeps abreast of changes in procedures and practices, rules and regulations,and organizational structure, in the department, the cluster and UN AGENCY, to be able to brief others and explain procedures.

Salary:
∎ Each Consultant will get BDT 153,695 per month (consolidated).
