Job Context:
∎ Under the line management of the Country Director, the HR coordinator coordinates the implementation of Solidarités International National Human Resources policy.
∎ As HR Coordinator he/she is responsible for the national HR aspects of the mission and ensures respect by all of, Solidarités International procedures, the procedures of financial backers, and the laws of the country in which SI is intervening.
∎ As HR Coordinator he/she is responsible to support the Country Director for the Expatriates administrative issues (breaks, visa, Travel Authorization).
∎ He/she is the mission point of contact and the link between headquarters and the mission for any questions relating to National Human Resources.

Job Responsibilities:
∎ • Analysis of the socio-economic context
∎ Identify administrative partners
∎ Track the change in the cost of living and the work market
∎ Follow the development of exchange rates, prices, and salary levels
∎ • HR management of expatriates and nationals employees
∎ Ensure that HR procedures and employees behavior are compatible with local culture, paying particular attention to gender issues
∎ Supervise the archiving, handling, and security of Solidarités International personnel files
∎ Participate in abuse and risk prevention
∎ • For national employees only:
∎ Ensure that recruitment and hiring procedures are respected: verify mission recruitment needs, post profiles, and contracts
∎ Drive the implementation and improvement of Solidarités International's training policy and monitor employees development
∎ Ensure that disciplinary procedures are respected and confirm eventual sanctions
∎ Validate the monthly payroll calculation before payment
∎ Ensure that statements and payments are issued to the relevant organizations
∎ In conjunction with headquarters and Country Director, take part in defining Solidarités International salary and social policies and ensure they are implemented. Evaluate risks linked to changes in compensation and social policies
∎ Drive the implementation of legal systems for representing and consulting in-country personnel and support the management and settlement of conflicts
∎ Conduct meetings and communication with personnel
∎ Consolidate and update the mission organization chart
∎ Update the rules of procedure and the HR manual to follow the developing legal framework or any changes in the understanding of this framework
∎ Ensure the administrative monitoring of disputes and represent Solidarités International before administrative authorities and, if necessary, legal authorities
∎ • For expatriate employees only:
∎ Participate in welcoming and administrative briefing of expatriate personnel
∎ Supervise the administrative management of expatriate human resources (contract amendment follow-up, break policy implementation, monthly variables communication to HQ, flight booking supervision)
∎ Ensure the visas process and follow up.
∎ Ensure the follow up of coordinators movement on the field
∎ Supervise coordination with the base regarding Travel Authorization process
∎ • Team management
∎ In partnership with the administrators define the needs for HR administrative personnel on the mission and recruit following the allocated resources and Solidarités International operational strategy
∎ Train and appraise the administrative team under his/her direct supervision
∎ Coordinate, schedule, and supervise the activity of the administrative team
∎ Lead meetings of the HR team
∎ • Reporting/ Communication
∎ Ensure regular Administrative reporting to headquarters, on a schedule defined in the administrative calendar
∎ Consolidate and publish financial reports, following financial donors' administrative procedures
∎ Establish and maintain relations at a national level with administrative authorities linked to HR. Constantly monitor legal developments, review local labor laws regularly, approve information collected by law firms, and integrate this information in Solidarités International documents
∎ Organize and run information and coordination meetings
∎ Ensure that Solidarités International's in-country registration is followed up in link with the Country Director
∎ Take part in meetings relating to Administrative issues, represent SI on request and/or by order
∎ Act as liaison between headquarters and the field for matters relating to the administration

Additional Requirements:
∎ Both males and females are allowed to apply
∎ Personal abilities :
∎ 3 years proven experience in a similar position in NGOs required
∎ Previous experience in a similar position with significant HR volume (>200 staff recommended)
∎ Proven experience in team management, team structuring
∎ Previous experience with SI would be an asset
∎ Strong ability to respect equity and transparency principles
∎ Strong coordination skills
∎ Technical competences :
∎ Administrative management (Payroll, labor law, contract management..)
∎ Payroll management (Homere software/ pack office)
∎ HR management: HR Sizing, Recruitment processes, Performance Evaluation, Evolution and Career management, Training...
∎ Donors rules : ECHO / DFID / OFDA
∎ Reporting / Communication
∎ Team management
∎ Fluent English written and spoke in mandatory

Salary:
∎ Monthly Basic Salary BDT 143 000 with allowances and benefits as per Solidarites International procedure :- Transport allowance- Medical allowance- Housing allowance - 2 festival bonus - Yearly Seniority bonus- Salary upgrade based on performance

∎ The position of HR coordinator could be based in Dhaka or Cox's Bazar. The HR coordinator should have high geographic mobility to do field visits and spend regular time on the field and in the coordination office.
