Job Context:
∎ Tdh is working in Bangladesh since 1974, with operations in the north of the country (Kurigram district), in the Dhaka district and in Cox Bazaar district.
∎ Tdh is implementing programs on Health, WASH, Access to Justice (social cohesion and conflict resolution), Migration and Child protection, both in development and emergency context.
∎ Since 2019 Tdh in Bangladesh is part of a consortium, led by the Institute for Development Studies, for an Action Research project (CLARISSA) implemented in Asia at the regional level.
∎ Tdh in Bangladesh is starting a process of integration of emergency and development approaches.

Job Responsibilities:
∎ Main responsibilities:
∎ The Health Program Coordinator (Health PC) will work directly with the 2 PHC Managers and indirectly with the whole Health team, to ensure high-quality health services to treat and refer patients coming from the Rohingya community and host community, within the PHC catchment area.
∎ The Health PC is accountable for ensuring inter-departmental coordination with medical and non-medical teams, supporting them to ensure a continuum of care and good quality of health services to the patients as well as good maintenance of the PHC buildings and all support services. This involves close collaboration and coordination with WASH and logistics staff at the PHC level. Furthermore, Tdh strongly commits to community outreach incl. on Health, where intersectoral coordination to ensure community communication, health promotion, feedback mechanisms and community engagement, are required.
∎ The Health PC is accountable for the quality of care. Along with the PHC Managers, s/he will lead the technical oversight of the PHC and will heavily focus on capacity building and mentoring of staff. S/he will also be responsible for project management related to the PHC, including developing and implementing work plans, report-writing, monitoring the progress of project targets and key indicators, and coordinating with the Regional Health coordinator and logistics and finance departments on procurement, transportation, and permanent availability of all PHC materials including drugs and medical supplies.
∎ This position will not be providing direct patient care and will focus main efforts on team management, project management, supportive supervision and on-the-job training. This role will also involve representatives of the organization when required.
∎ Function details:
∎ Implementation and Monitoring of the Health Program:
∎ Ensures that local key stakeholders understand the project objectives and participate actively in their implementation.
∎ Ensures attainment of all project-specific objectives related to health program
∎ Develop, supervise and review the implementation and periodically update Project Follow Up Tools, guidelines, SOPs and timely alert to immediate supervisor on any difficulties encountered in project implementation, and proposes improvements or reorganization on an as needs basis.
∎ Works in close collaboration with the Health Department and the Health PHC Managers on the medical strategy for projects, the quality of activities, the technical choices to be made, and reporting obligations.
∎ Ensures the appropriateness and integration of Tdh’s health activities, strategy and medical protocols in line with Tdh’s frameworks and guidance documents, and existing national and international recommendations and guidelines.
∎ Undertakes needs assessments of programs in relation to the current epidemiological situation, medical equipment, medications and medical consumables. Lead in the submission of any requests for advancement into new medical activities.
∎ Timely transmits the internal and external reports to his/her immediate supervisor and to the Health Department while making sure to meet the internal deadlines for situation reports and the external contractual deadlines (project reports); contributes to the monthly report of the mission and to the quarterly report of medical activities.
∎ PHC Operation 24/7:
∎ In collaboration with the PHC managers and the Finance Manager, reviews monthly budget vs. actual reports and orient future budgetary expenditure (Operational Follow Up).
∎ Ensure all the resources are allocated and utilized effectively, transparently and in accordance with need, Tdh & sector policy and donor requirements.
∎ Guarantee that all formalities required by the authorities are prepared, kept up to date and presented punctually.
∎ Participate in design and production of formats and data collection tools, and ensure consistent supply and availability of health registers and reporting tools.
∎ Ensures the consistent supply and availability of required medical equipment and supplies
∎ Ensures proper reporting of adverse events and undertakes key reason-finding missions for them.
∎ Monitoring and Evaluation:
∎ Ensures proper archiving of all the documents, tools and training materials produced by the project/s and ensures the availability of the verification sources mentioned in the proposals.
∎ Ensures follow-up and analysis of epidemiological data, in collaboration with the Health Department, adjusting intervention for greatest positive impact in the target population.
∎ Work closely with the MEAL team in the design, maintain and use of data for reporting and decision making
∎ Ensures smooth functioning of the PHC EMR system and undertake appropriate quality assurance procedures
∎ Periodically update relevant sections of the PFU and active participation in project review meetings.
∎ Carry out regular field monitoring of Health activities and outcomes, bringing a critical look to activities, outcomes, challenges, solutions, adjustments and impact.
∎ HR Management:
∎ Supervision of the work of staff under his/her responsibility by offering professional supervision and support to the line-managed person.
∎ Identifies the training needs of the team and addresses them (organizational and medical support, methodology, organization of training sessions…). A strong focus will be on training (on-the-job training, workshops, seminars and simulations) for medical doctors, medical assistants, nurses, midwives, and nurse aids.
∎ With support from HR, manage the HR cycle of individuals within the Health team from pre-recruitment to exit, incl. performance management processes, and issues such as disciplinary matters.
∎ Ensures a positive working environment and good team dynamics (solve out potential conflicts), organize and lead coordination meetings. develops his/her subordinates' self-reliance and encourages collaboration.
∎ Representation:
∎ In agreement with the Field Coordinator, Represents the organization in external coordination meetings (Health and other relevant Sector, meetings with authorities from the Ministry of Health, technical working groups) before local actors involved in the implementation of medical programs, and ensures that good relations are maintained with each of them (consistent with the principles of neutrality and independence of Tdh).
∎ Ensures the coordination with local and international organizations, authorities and actors in the Health sector; solves and avoids potential duplication or overlapping of activities with other actors; ensures close communication and reporting regarding technical matters, as needed, with the technical referent for Health available at the mission and the Region.
∎ In the event of visits from Donors, participates actively in the preparation and the smooth organization of the visit.
∎ In emergencies, coordinate with all the agencies in his/her field of activity represented as part of the inter-agency processes of evaluation, planning and coordination of responses.
∎ Context follows up and Operational Risk Management:
∎ Understand the context and collect information on its changes in terms of needs and other dimensions.
∎ Complies with and ensures team member's adherence to Tdh Security Regulation during and outside of working hours.
∎ Commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy, safeguarding and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
∎ Reports any security/safety incident and/or risk to the Security Focal Point
∎ Ensure that project/s, methodologies, or selection criteria do not place beneficiaries, Tdh staff, or any other persons in harm’s way;
∎ Alerts the Field Coordinator without delay, in case of impending danger to teams or beneficiaries.
∎ Development of new proposals:
∎ Participates in identifying Health-related needs in coordination with the Field Coordinator, the Health Department or HQ.
∎ In the context of identifying new operations, and together with the Health Department, contributes to the preparation of project proposals for the Health Department.
∎ Participates in the strategy development of the mission as required.
∎ Participates, as requested by his/her Line Manager, in the writing of Health proposals.

Additional Requirements:
∎ Both males and females are allowed to apply
∎ At least four years of experience in the implementation of Health projects, preferably in humanitarian contexts.
∎ Successful track record of developing funding strategies and securing high levels of funding from institutional donors (OFDA; BPRM; DFID; ECHO; UN; etc.); excellent knowledge of the Logframe, proposal and budget development.
∎ Proven knowledge of logistics implementation at national level.
∎ Ability to work well and punctually under pressure.
∎ A commitment to excellence; attention to detail.
∎ Excellent level of English, written and spoken.
∎ Excellent handling of IT tools, be it generalistic (Windows, Office, etc.) as well specific (EPI-INFO, etc.
