Partners in Population and Development (PPD) is the leading intergovernmental organization for promoting South-South Cooperation to achieve the goals of the International Conference on Population and Development (ICPD). PPD’s Strategic Plan is dedicated to achieving three transformative results: ending preventable maternal deaths; ending the unmet need for family planning; and ending gender-based violence and harmful practices.
Job Purpose:
Under the supervision of the Executive Director, the Head of Programmes will substantively contribute to the acceleration of efforts towards achieving the goals of the PPD Strategic Plan. This will be accomplished by ensuring that PPD’s core focus on South-South Cooperation in reproductive health, population, and development is integrated and evidenced across the entire programme portfolio.
The Head of Programmes will work to optimize the allocation of resources, create synergies across programmes, influence global and national policies, and enhance the consistency and effectiveness of PPD’s work.
You Would Be Responsible For:
A. Programme Leadership, Coordination, and Technical Support
Lead the planning, budgeting, implementation, monitoring, evaluation, and reporting of all PPD programmes, ensuring alignment with the Strategic Plan.
Oversee the development, budgeting, and implementation of all donor-funded programmes, ensuring compliance with agreements and high-quality reporting.
Provide high-level technical guidance and support to member countries, partners, and staff on South-South Cooperation frameworks and best practices in population and development.
Promote a human rights-based, results-oriented approach, integrating innovative strategies into the design and formulation of all programmes and projects.
Assess the implications of new policy developments on programme execution and ensure their timely integration.
B. Strategic Planning and Resource Mobilization
Lead the development and periodic review of PPD’s Strategic Plan and Annual Work Plans in close collaboration with the senior management team.
Drive resource mobilization efforts by leading the development of high-quality project proposals and building strong relationships with donors and development partners.
Identify and pursue new funding opportunities to diversify and expand PPD’s resource base.
C. Advocacy and Promotion of South-South Cooperation
Develop and implement strategies to promote the discourse and practice of South-South and Triangular Cooperation at national, regional, and global levels.
Oversee the development of relevant advocacy and policy documents to address critical issues in reproductive health, population, and development.
D. Stakeholder Engagement and Partnerships
Establish and maintain mutually respectful and strategic partnerships with member country governments, UN agencies, development partners, civil society organizations, and other stakeholders.
Review the political, social, and economic environment relevant to PPD’s work and identify opportunities for strategic intervention and assistance.
E. Team Management and Leadership
Provide strong leadership and supervision to the programme staff, fostering a culture of teamwork, accountability, and continuous learning.
Facilitate the professional development of staff, conduct regular performance appraisals, and promote their safety and well-being.
Stand-in for other team members on selected functions as may be required.
Qualifications and Experience:
Education:
Advanced degree (MSc) in Reproductive Health, Population and Development and 10 years’ experience in population, development or health science is mandatory. An undergraduate degree (MBBS, MB ChB) in Medicine and Surgery and Postgraduate Training in Medicine and Surgery will also be considered an advantage.
Minimum of 10 year’s experience in Asia or Africa Region (or combination of 10 years experience both in Asia and Africa Region) working on proposal development and project/program implementation and management in the fields of reproductive health or Population and Development is mandatory.
At least five year’s experience working with Intergovernmental Organisation, International Organisation, UN Agencies (UNFPA, WHO, etc) or large donor agencies while managing reproductive health program at international and Africa Regional levels.
Demonstrated knowledge of reproductive health, population and development issues and services as stated in the International Conference on Population and Development Program of Action.
Demonstrated ability to develop project proposals for funding, implement, administer and monitor funded project/program and write both technical and financial reports.
Excellent communication, negotiation and diplomatic skills. Experience in policy dialogue and communication with high-ranking governmental officials.
Good managerial skills including financial and personnel management.
Fluent in English. Knowledge of French, Arabic and other African languages would be an added value.
Computer expertise in MS Word, Excel, PowerPoint, MS Project and familiarity with Internet is desired.
Experience of holding major international, regional and national forums.
