Educational Requirements:

∎ JOB PURPOSE:
∎ As Head of Programs, you ensure compliance to organizational procedures and guidelines. You contribute to the development of country strategies, which are to be translated into work/action plans and day-to-day tasks. You provide support and technical guidance to Humanitarian operation. As Head of Programs, you manage the "Program Unit" in Cox`s Bazar and coordinate closely with all Managers in the office, along with technical staff. You are based in Cox`s Bazar with occasional travel to Dhaka and other locations for official purposes if required. The position, which reports directly to the Humanitarian Aid Delegate (HAD), is a key role on the Senior Management team and is expected to act as HAD during gaps or absences.

Job Responsibilities:
∎ KEY ROLES:
∎ Development of overall humanitarian program/projects, program strategies, overseeing program/projects implementation and management in Cox's Bazar and beyond (if needed).
∎ Provide timely technical and managerial inputs to all projects/program managers especially Shelter, WASH, Livelihood/Food Security and Emergency Response.
∎ Develop program/project policies, processes, and standards, for proper implementation and management.
∎ Implement the findings and recommendations from the MEAL unit across all programs.
∎ Ensure all program/projects meets commitments of gender, safeguarding, inclusion and FCRM agenda.
∎ Ensure coordination with other humanitarian actors and respective sectors as well as Government representatives.
∎ Ensure timely and effective spending of program/project budgets, budget tracking and feedback to Program/project Managers.
∎ Support Security management, resource mobilization and external relationships.
∎ Act as HAD during his absence.
∎ PEOPLE MANAGEMENT
∎ Performance management of program/project teams especially Shelter, WASH and Livelihood & Food Security projects.
∎ Ensure that Program/project Managers are supported with necessary tools and strategies for performance planning, feedback/performance evaluation, capacity building, wellbeing, leave management, etc.
∎ Identify technical staffing needs for all projects. Work closely with HR department, and support recruitments, induction, and training of new staff as well as follow up training/ capacity building for existing team.
∎ Identify learning and training opportunities for project staff and work as a mentor and role model for the team.
∎ PROGRAM AND PROJECT DEVELOPMENT AND MANAGEMENT
∎ Responsible for the development and implementation of program strategy. Ensures strategic coherence and vision of the whole humanitarian response, based on active participation of the team and stakeholders.
∎ Ensure mainstreaming gender, inclusion, diversity, safeguarding and FCRM agenda in all projects.
∎ Overseeing effective, efficient, and timely implementation of all projects according to agreed plan, budgets, policies and in accordance with organizational as well as specific donor requirements.
∎ Ensure that projects need assessments are done, relevant beneficiary data/information is collected, compiled, analyzed, and archived according to data management policy.
∎ Ensure that of regular internal and external reports are completed as per deadlines, and that other relevant information on program/projects activities are being captured and shared across the team.
∎ In coordination with the HAD, deliver inputs to program strategy and identify opportunities for new projects (mobilisation of resources).
∎ Monitor humanitarian needs and trends in the operating context in Cox's Bazar and beyond.
∎ Closely work with HAD and project teams in planning and development of concept papers, budgets, and project proposals.
∎ Ensure effective coordination and visibility of the implementation of the projects with all humanitarian and development actors as well as Government representatives.
∎ Ensure implementation of organizational guidelines and policies, safety and security procedures, logistics support and other tasks associated with efficient day-to-day program implementation and management.
∎ EXTERNAL RELATIONSHIP
∎ Ensure and increase organisational visibility and credibility at all projects level.
∎ Ensure correct and timely narrative and financial reporting.
∎ Make sure that a strong and consistent technical representation in humanitarian sectors is ensured.
∎ Participate in sector meetings, working group meetings, and other coordination meetings led by relevant organizations.
∎ Ensure robust and efficient coordination with other sectors.
∎ MONITORING EVALUATION ACCOUNTABILITY AND LEARNING (MEAL)
∎ Work closely with support from the MEAL Manager and support to put in place an M&E plan for all projects.
∎ Provide all necessary support and inputs to MEAL unit to put in place accountabilities and compliance in the project, ensuring that feedback from communities is considered in project design.
∎ Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere & CHS standards.
∎ FINANCE
∎ Work closely with HAD and Admin and Finance Manager to manage project's budgets and ensure all expenses are in line with the budgets and meet organization standards regarding financial management, including accountability and good governance.
∎ LOGISTIC
∎ Ensure that all projects have procurement plans in place, and PRs are raised on time. Ensure continued communication and coordination with the logistics, admin, and finance staff to ensure items are procured, transported, stored, managed and accounted correctly.

∎ SAFETY AND SECURITY
∎ In close collaboration with HAD and project managers, assess and consult other partners to ensure security situation of operational locations. This includes supporting risk assessment and share security information.
∎ GENERAL
∎ Deliver high quality results in line with the terms of reference agreed in advance - to do this in a way which maintains the reputation of the Humanitarian Aid Department.
∎ Comply with organizational policies and practice with respect to code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
∎ The job holder may be asked to perform duties and tasks not covered in this job description within the remit of their expertise, as well as to provide support to other areas when necessary.

Additional Requirements:
∎ Professional experience:
∎ Minimum 10 years working experience in development and humanitarian fields. Working experience in refugee and displacement context is an advantage.
∎ Minimum 5 years working experience in a similar function in international NGOs. Experiences in international missions is an advantage.
∎ Professional requirements:
∎ Demonstrated knowledge and skills on coordination among stakeholders and representation in various forum, groups, and sectors.
∎ Experience in leading needs assessment, project development, high quality project proposal writing, high quality report writing.
∎ Excellent knowledge and understanding about Cox's Bazar context, various actors, donors and humanitarian principles and standards.
∎ Demonstrated skills in leading diversified team, facilitation of meetings, training, team management, conflict resolution.
∎ Excellent knowledge and understanding on Gender, Safeguarding, PSEA and inclusion.
∎ Experience in Security Management
∎ Language:
∎ Professional/excellent English skills (speaking, writing, reading, and understanding)
∎ Personal requirements:
