∎ Knowledge and experience of design, planning and supervision of construction and humanitarian projects.
∎ Language
∎ Good English skills (written and spoken).
∎ Fluency on Cox’s Bazar/Rohingya Local dialect is an asset.

∎ Ability to establish collaborative relationships with Team, staff, beneficiaries and other stakeholders.
∎ Strong attitude to take initiative, work autonomously and achieve results effectively; Flexibility and Stress-management.

Responsibilities & Context:
∎ Conduct regular visits to the camp area to implement the activities followed by specific guidance for ensuring the quality and quantity of activities being carried out.
∎ Prepare drawing, design and cost estimates as per project needs. Maintain a clear quality control monitoring system of Shelter and Site Improvement Activities in camps
∎ Perform day to day task allocated by Project Officer for implementation of Shelter, Site development, NFI and Community Mobilization activities.
∎ Conduct shelter and settlement related joint and single activity need assessment in the camps. Apart from this provide support/participate other stakeholders and CIC arranged joint assessment.
∎ Support focal for preparation of daily master roll, master roll attendance checking and support finance team for daily, weekly, monthly payment
∎ Guide and provide on-site capacity building trainings to the Field Facilitators, supervisors, CM’s project beneficiaries and other stakeholders
∎ Provide technical support to the laborers, masons and contractors to implement Shelter/NFI site improvement works as per specifications and standards.
∎ Maintain effective liaison/coordination related to Camp SMS agency filed team for maintain working harmony and not to duplicate work
∎ Provide technical support to Field Facilitator/Volunteer for implementation of project activities as per standards, organize distribution plans and training sessions
∎ Implementation support to emergency response of the any assigned camp
∎ Conduct regular shelter support assessment, technical support during constructions, distribution support and capacity building support to the community people.
∎ Prepare monthly plans and review periodically with the line manager.
∎ Consider disaster resilient features, gender sensitivity, inclusive approach as a cross cutting issues during programme planning and implementation.
∎ Information management and reporting
∎ Prepare Reports, documentation, case studies based on project demand in consultation with Line Manager i.e, Daily, Weekly, Monthly etc
∎ Lead data collection, record keeping and update the project database to measure the progress of planned activities.
∎ Prepare activity wise documentation (photographs, Case Studies, meeting minutes, SOP etc).
∎ Capacity Strengthening
∎ Manage and build technical capacities of the field facilitators, volunteers to build or repair the identified locations
∎ Assist in organizing and implementing technical training on Shelter/NFI and site improvement issues.
∎ Facilitate field level technical training and orientation sessions to the beneficiaries, committees, contractors, masons, carpenters, etc.
∎ Participate in different trainings, meetings nominated by the line manager.
∎ Safety and Security
∎ Assess and consult other camp authority, Site Management and partners to ensure security situation of planned locations is calms; Ensure risk assessment and share security information with line manager.
∎ Provide timely incident report to the line manager as needed.
∎ Ensure safety and security own and the project materials at field level.
∎ General
∎ Deliver high quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of the Humanitarian Department.

∎ This organization support projects to combat hunger, poverty and injustice in 31 countries on four continents. It also provides emergency relief for victims of natural disasters and armed conflict worldwide and supports the welfare and social work of the Reformed Churches in Eastern Europe and in the Middle East. In Switzerland, the organization champions the rights and the integration of refugees and socially disadvantaged people. It’s a member of the ACT Alliance.
∎ GENERAL CONTEXT AND BACKGROUND:
∎ It has been active in Bangladesh since 1975 and is registered by the NGO Affairs Bureau. Its development cooperation department mostly focusses on projects for ethnic minorities (Dalits and Adivasi) in Northern Bangladesh. Humanitarian aid interventions in the Rohingya response are managed directly by the Humanitarian Aid Department from an own office in Cox’s Bazar and field offices.
∎ Since 2017 it implements Rohingya response projects in Cox’sbazar with an overall volume of some 6 Million USD. Since 2019 the Humanitarian Aid office based in Cox’s Bazar directly implements projects. The main donors are: Swiss Solidarity (SwS), Swiss Agency for Development and Cooperation (SDC), World Health Organization (WHO) The international Organization for Migration (IOM) and is own fund. The biggest interventions are implemented in the construction-related sectors Shelter & Settlements and WASH, After the outbreak of COVID-19, it has also initiated project a response to the pandemic.
