Educational Requirements:
∎ Ph. D in any economic development field preferred. Masters in business management and marketing
∎ 10-15 Years of Experience in Procurement-related jobs
∎ Demonstrable experience in leading procurement teams and procuring new business.
∎ Ability to add value, reduce costs and make business improvements
∎ Experience in operating and influencing at a strategic level.
∎ Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, and Access)

∎ At least 10 year(s)

Job Context:
∎ Ensuring procurement of new business opportunities through putting all out efforts starting from searching all relevant printed and online portals of different ministries and international development partners.
∎ Ensuring development of efficient business procurement strategies in innovative and cost-effective ways.
∎ Developing creative and innovative procurement process through all required documents (eProcurement)
∎ Leading, organizing, and managing all procurement activities towards fruitful delivery
∎ Guiding and mobilizing the procurement staff and external experts / specialists / consultants
∎ Regular and close follow-up of staff working on those activities (e.g., opportunity identification and qualification, bids and proposals).
∎ Ensure timeliness submission and compliance of Financial and Technical proposals in line with RFP by managing proposal outlines, calendars, compliance checklists, trackers, etc.
∎ Prepare periodical business plans (monthly, bi-monthly, quarterly, and half-yearly and annually) for procurement and project implementation units along with revenue projection and cost estimate.
∎ Identify the challenges faced by the business and evaluate appropriate steps to mitigate risks.
∎ Responsible for developing the appropriate organizational structure, resource plans, and culture to support the business objectives and customer deliverables.
∎ Develop and maintain strong relationships with internal and external clients to ensure the best performance.
∎ Work collaboratively, negotiate, and engage with key stakeholders.

Job Responsibilities:
∎ Deeply review the current business opportunities on daily and weekly basis and identify possible and potential business opportunities matched with the experience and expertise of YC.
∎ Prepare overall Expression of Interest (EOI) in line with Terms of Reference and in compliance with the guidelines of the clients by systematically organizing experience-project data sheet i.e., project references
∎ Prepare the project proposals in line with the Request for Proposal (RFP) that includes background, understanding the task, approach and methodology, key activities, inputs-outputs tables, task matrix, chose the best team composition and estimate level of efforts of individual team members i.e., key-expert and non-key experts and backstopping experts
∎ Prepare and customize CV of experts/ specialists/consultants in accordance with the Terms of Reference and said documents to meet the compliance issues.
∎ Ensure systematic organization of the legal documents to comply with the requirements of the clients.
∎ Create database of local and international experts/ specialists/ consultants based on different Services and field of specialization of Young Consultants
∎ Develop and strengthen network with the national consulting firms, and consultants/experts for possible strategic partnership and prepare MOU/ JV agreements / Consortium Agreement, etc.
∎ Negotiate the daily rate or lumpsum fee of experts/ consultants for preparing financial proposals and estimate and manage the budget from identification to completion of the projects.
∎ Supervising Contribute/assist in report writing with the consultants.
∎ Communicate with stakeholders the impact of market change and potential effects on supply.
∎ Recommend solutions without compromising quality or service while adjusting the cost.
∎ Provide leadership, and coordination with the team, and ensure they are trained to achieve the operational and financial goals within their areas of responsibility and succeed in their roles.
∎ Complete regular performance reviews, and manage attendance, holidays, disciplinary issues, and procedures as required.
∎ Collaborate with key persons to ensure clarity of the specifications and expectations of the company
∎ Assess tenders from potential clients. and communicate progress between the project team and clients.

Additional Requirements:
∎ Age 32 to 45 years
∎ Only males are allowed to apply
∎ Proven working experience as a Procurement Manager, Procurement Officer, or Head of Procurement
∎ Excellent analytical and problem-solving skills and be able to write reports of a project's results and present recommendations and consulting Proposal writing expertise (Strong writing and editing skills)
∎ Work under pressure and meet deadlines and manage deliverables to clients.
∎ Demonstrate the ability to work both independently and within a team, assess priorities, and manage a variety of activities with attention to detail and strong leadership and organizational skills.
∎ Having multi-tasking and time-management skills, with the ability to prioritize tasks
∎ Fluency in English and proven ability in proficient English drafting of proposal and reports
∎ Highly self-motivated with demonstrated ability to be proactive in taking challenging
∎ Time management and team building
∎ Attend & follow up on regular meetings with both active and prospective clients.
∎ Supervise Business Development Associate(s) and staff
