Experience:
Master of Business Administration (MBA) with a major in Finance or Accounting, or a Master`s degree in Finance or Accounting or in a related field.
Completion of a Chartered Accountancy or an equivalent professional qualification from a reputable firm.
Professional experience
Minimum 10 years of relevant professional experience is required, with preferably 5 years in a comparable managerial position.
A proven track record as an experienced finance professional within an international development organization is required.
Other knowledge, additional competences
Proficient in country specific Finance and Accounting procedures.
Skilled in budgeting, financial reporting, and SAP/ERP systems.
Demonstrated ability to work effectively under pressure as a strong and collaborative team member.
Excellent presentations and conflict resolutions skills
Excellent interpersonal and communication skills.
Advanced proficiency in IT technologies and computer applications, including MS Office and Excel.
Ability to work effectively in an intercultural environment.
Fluency in English and Bangla is essential.

Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.
GIZ Bangladesh is currently seeking applications for the position of “Head of Finance’’ for GIZ Office Dhaka.

A. Responsibilities
The position holder is responsible for:
Overall management and coordination of related field in line with GIZ rules and regulation
Represent GIZ to stakeholders and ensure that GIZ values, principles are upheld
Independently managing the components in accordance with project goals and requirements
Providing professional advice to partners and cooperating with important stakeholders
Ensure safeguarding the quality of process of office/ project
Advise supervisor on all task when implementing GIZ rules and regulation
Responsible to make decisions which have a long-term effect within a limited project area/ unit
Ensure innovation and knowledge management is adequate within the project and communicate innovations to a broad target group
Disciplinary supervisory responsibility and management of a team
B. The position holder is responsible for the following tasks:
Tasks
Financial Management and Strategic Advisory
Advise the GIZ management (including Head of Finance & Administration (LFA), Country Director (CD), Cluster Coordinators, Project Manager (AV)s but not limited to them) on all financial management tasks for effective and timely service delivery while ensuring that GIZ rules and regulation are followed
Consult regularly with and gives advice to LFA and CD on all financial aspects related to GIZ BD as a whole
Responsible for the planning and monitoring of the Barmittel/expenditures for GIZ BD as a whole and the office budget
Provide the LFA and CD regular and timely with overview of the Barmittel/expenditure status, cash flow, Obligos / commitments (liabilities)
Report any other financial management issues to LFA, CD and Head Office (HO)
Deputize the LFA in all aspects of her/his scope of work
Oversee the financial management of GIZ BD including bank management, cash flow
Ensure efficient coordination and provision of financial services required within GIZ BD
Ensures the timely provision and the quality of financial services in GIZ BD
Provide cash flow /barmittel monitoring as well as cost/expenditure status for GIZ BD and reports to the LFA and CD
Plan office budget and monitor in close cooperation with LFA
Prepare and coordinate the internal and external financial audits as well as stocktaking of supplies and inventories within the cluster
Ensure effective communication with the CC, AV, Country Office (CO) and the HO on financial management issues and updates projects regularly
Responsible for the IC in GIZ BD and liaises closely with HO audit unit in this matter
Prepare annual Internal Control (IK) report for GIZ Head Office
Recommend on further improvements in particular of service delivery processes for the projects in line with the specific office needs (i.e. objectives, implementation strategies, deadlines, etc.)
Other tasks as Assigned
Organize and facilitate financial meetings, workshops, and information-sharing sessions as needed.
Update and maintain cluster financial cost information
Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
