Bachelor’s degree in Business Administration, International Relations, Economics, or a related field. An MBA or Master’s degree is highly preferred.

• Minimum of 8-10 years of progressive experience in Business Development, proposal development role within the international development organizations, development partners and government entities.

• Demonstrated success in winning and closing major contracts with international development organizations or governments.

• Deep understanding of TRACE Consulting’s core service areas (e.g., Trade Facilitation, WTO-TFA, Policy Reform, IT solutions, etc.).

• Exceptional Communication and Presentation Skills (verbal and written).

• Strong strategic thinking with a results-oriented and entrepreneurial mindset.

• Outstanding Interpersonal and Relationship-Building capabilities.

• Proficiency in market analysis tools, and proposal management platforms.

Position Summary

The Head of Business Development will lead TRACE`s growth initiatives, focusing on developing new projects and contracts with development partners, government agencies, private sector companies, and business chambers etc. The position plays a central role in the development, writing, and editing of proposals in response to Requests for Proposals (RFPs), Expression of Interest (EoI), or other solicitation types.

This is a full-time position based in Dhaka, Bangladesh, reporting directly to the Managing Director.

Starting Date: December 2025

Key Responsibilities

• Lead, design, and implement TRACE’s overall business development strategy, identifying strategic priorities and partnership opportunities to promote organizational growth and sustainability.

• Explore potential projects and consultancy assignments through continuous engagement, follow-up, and persuasion with development partners, international organizations, government agencies, and private sector.

• Lead the drafting of project proposals, concept notes, and expressions of interest (EOIs) for development partners, government agencies, and private-sector clients.

• Translate TRACE’s individual concepts into formal proposals for government agencies, development partners, etc.

• Prepare comprehensive technical and financial proposals, including logical frameworks, result framework, implementation plans, budgets, and risk management strategies.

• Coordinate with partners, local consultants, and international firms during proposal development.

• Ensures that the proposal adheres to the guidelines of the solicitation requirements and includes all necessary documents, certifications, and appendices.

• Coordinate with technical teams to gather input on concept, work plan, budget, etc.

• Work closely with senior management and technical experts to design innovative and feasible project concepts that address national priorities and donor interests.

• Mentor and guide the proposal development and research support teams, ensuring quality control and timely delivery of all submissions.

• Any other responsibility assigned by the Manager.
