Responsibilities & Context:
∎ Oversee the management of grants, including donor reporting and supporting business development.
∎ Ensure accurate and timely grant financial reporting and compliance with donor rules and regulations.
∎ Develops compliance framework for IR, including compliance checklists for the various business processes, transaction classes, country laws governing NGO operations, specific donor requirements, and an annual customized compliance monitoring plan.
∎ Periodically reviews and updates the compliance framework and other tools to stay current with IR procedures and policies.
∎ Tests internal controls to ensure their efficiency and effectiveness, targeting high-risk areas, to identify weaknesses and compliance deviations and their impact, and makes recommendations to CMT to address these weaknesses.
∎ Develop a plan and evaluation tools, and then carry out independent appraisals and verifications of the effectiveness of IR and donor policies, procedures and standards, and applicable Bangladesh law, by which IR Bangladesh financial resources are managed.
∎ Conduct thoroughly documented investigations of whistle-blower/CFM cases, and suspected fraud and will directly interface with the internal audit unit on these or other specific cases.
∎ Undertake a qualitative review, of financial reports and ensure compliance with guidelines and donors’ requirements, use of proper templates.
∎ Review all final financial reports for performing fund code reconciliations and recommend to the grant’s unit for project closure.
∎ Provide regular reports to management on compliance findings and recommendations.
∎ Ensure compliance with donor requirements, including financial, legal, and contractual obligations.
∎ Monitor daily compliance in financial operations, procurement, administration, logistics, and human resources within Islamic Relief Bangladesh.
∎ Establish compliance monitoring systems and generate detailed compliance reports.
∎ Develop compliance manuals and deliver training sessions for staff and partners to strengthen understanding of compliance requirements.
∎ Build organizational capacity in grants management and donor compliance.
∎ Conduct internal audits and assessments to evaluate operational efficiency, financial reliability, and adherence to applicable laws.
∎ Safeguard assets by ensuring that proper financial controls, guidelines, and procedures are in place and effectively implemented.
∎ Support external audits of grant-funded projects by ensuring documentation readiness and addressing audit findings.
∎ Develop and implement a comprehensive internal audit strategy, set internal control mechanisms, risk assessments, and audit methodologies.
∎ Develop and implement audit plans to evaluate the effectiveness of internal controls, risk management, and governance.
∎ Collaborate with key stakeholders to establish risk management processes and ensure effective controls are in place to address identified risks.
∎ Facilitate the External Auditing process for the Organizations (Hiring External Audit, Support & providing an Auditor to review the internal documents, etc) by ensuring impartiality & without involvement & influencing by other parties.
∎ Develop and implement policies and procedures to enhance internal control systems and ensure adherence to established standards.
∎ Develop and execute risk-based audit plans to assess the adequacy and effectiveness of internal controls, financial systems, and operational processes.
∎ Ensure the external audit and the due diligence preparation and follow-up & follow up on recommendations from external auditors to ensure they have been implemented and adhered to.
∎ Identify opportunities to enhance audit methodologies, tools, and techniques to increase efficiency and effectiveness.
∎ Support investigations of internal incidences.Budget and Financial Monitoring - 5%
∎ Collaborate with the finance department to monitor Budget versus Actuals (BvAs) and project budgets.
∎ Ensure financial projections and adjustments align with donor requirements and project goals.
∎ Identify, assess, and mitigate risks related to grant implementation and compliance.
∎ Develop a fraud risk mitigation and response policy.
∎ Ensure the financial risk assessment is maintained and updated.

∎ The Grants and Compliance Coordinator plays a crucial role in managing Internal Audit, grants, and contracts effectively. This position ensures that Compliances are adhered to, grant proposals and project implementations meet donor requirements, and that grants are efficiently managed throughout their lifecycle. The G&CC also advises on donor & Organizational compliance, provides grants management support, and ensures timely delivery of grant-related commitments.
∎ Provide Strategic, Technical, and Coordinated support to Grants Management - 15%
