Job Context:
∎ Organization for the Poor Community Advancement “OPCA” is a local voluntary, non-profitable, non-political and development organization in Bangladesh. It started journey from Mirsarai Upazila under Chittagong district in 1992. Now OPCA is working in Chittagong region i.e. Chittagong, Cox’s Bazar, Noakhali, Laxmipur, Chandpur, Brahmanbari district and CHT.
∎ Since August 2017, the heavy influx of Rohingya refugees into Cox’s Bazaar has required an emergency response in accordance with OPCA’s humanitarian mandate to meet the needs of crisis-affected populations in the poorest communities. OPCA is going to implemented GBV Project for Myanmar Refugee Response under partnership with CARE Bangladesh which funded by Germany Ministry of Foreign Affairs. To responding the crisis and effectively oversee all operations of the project need to recruit of GBV Project Officer (PO)

Job Responsibilities:
∎ Overseeing the overall operations of two [2] or more Women and Girls Safe Spaces (WGSSs)
∎ Attending all relevant field level meetings, representing CARE and the GBV program when required;
∎ Consolidating and ensuring quality and accurate weekly, monthly and periodic/donor reporting and M&E tracking and submitting to the GBV PM on agreed deadlines;
∎ Building strong relationships with all relevant stakeholders at field level;
∎ Providing hands on daily support and guidance to field teams under your responsibility on all response and prevention team activities (case management, PSS, PFA, recreational activities etc.) ensuring monthly WGSS monthly activities calendars and session guides are updated.
∎ Work closely with the team to design activities that respond to identified needs.
∎ Prepare and maintain/update detailed work plan(s) that support and achieve activities in line with project outcomes.
∎ Oversee and provide guidance for age appropriate and relevant psychosocial activities for women and adolescent girls.
∎ Provide support and technical and management advice to the program team to ensure that the WGSS’s activities are implemented according to GBV guidelines and donor requirements.
∎ Monitor timely implementation of the WGSS and outreach activities.
∎ Evenly split your time between each of the WGSSs under your responsibility, ensuring the majority of your time is spent in the WGSSs/with outreach teams, noting and sharing constructive feedback, concerns and suggestions from the field team.
∎ Arrange capacity building events for the project team members with support from the GBV PM and GBV Capacity Building Coordinator.
∎ Participate in related coordination meetings at field level, when required.
∎ Build strong networks with local service providing agencies in operational areas, especially other GBV and health partners.
∎ Interact with relevant government agencies and other organizations for further coordination of WGSS activities, when required
∎ Monitor data collection to ensure that staff collect data in safe and ethical ways and ensure monitoring forms are stored correctly and organized.
∎ Prepare all regular qualitative and quantitative weekly WGSS reports, understanding required project outputs and deliverables.
∎ Support GBV PM in preparing monthly/quarterly progress reports.
∎ Organize and participate in frequent and regular monitoring visits including with donors, if required.
∎ Co-facilitate and/or actively participate in project review/learning workshops in coordination with project team and MEAL team.
∎ Regularly monitor and report feedback from beneficiaries/staff on the project to inform project implementation.
∎ Supervise the WGSS centre’s response and prevention teams.
∎ Hold regular planning and debriefing sessions with team members.
∎ Mentor and support staffs professional development and foster a positive team spirit to encourage innovative and quality programming.
∎ Provide regular supervision, mentoring, guidance and required training to staff. Conduct their evaluation as per the CARE policy. Ensure that all frontline staff understands code of conduct also ensure policy compliances.
∎ Perform all other duties, as needed or requested by the supervisor.
∎ Reports to the GBV Program Manager.
∎ Directly manages Response and Prevention Officers and provides daily support to the GBV team.

Additional Requirements:
∎ 2-3 years’ experience with a minimum of one years’ work experience of GBV in emergencies, protection, and gender programing, working with an NGO required.
∎ Experience of supervising field staff required.
∎ Demonstrated experience in leading field teams in GBV in emergencies, clear understanding of gender, human rights, and issues surrounding violence against women and girls, risk mitigation and PSS programming.
∎ Strong knowledge of IASC GBV Guidelines and Gender Handbook, Humanitarian Principles, IASC Protection, GBV and CP minimum standards and guidelines.
∎ Must be comfortable and confident to attend and facilitate internal/external meetings, representing GBV issues.
∎ Experience on counseling and training for survivors of abuse or violence and implementing activities for women and girls or proven engagement in women’s rights/groups.
∎ Clear understanding of gender, human rights, issues surrounding violence against women and girls.
∎ Practical field experience working in camps or spontaneous/informal/makeshift settlements required.
∎ Positive and professional attitude, including ability to lead and work well in team setting.
∎ Strong ability to organize work, meet deadlines, maintain composure, prioritise work under pressure, coordinate multiple tasks and competing priorities and maintain attention to detail.
∎ Experience facilitating trainings and workshops and mentoring others.
∎ Excellent interpersonal and staff management skills, problem-solving skills, creativity and flexibility.
∎ Excellent report writing skills in English.
∎ Strong computer skills on MS word, Excel, PowerPoint.
∎ GBVIMS experience advantage.
∎ Excellent communication skills, listening and observation skills, including ability to create trust, support, respect and interact with survivors of all ages, background and diversity.
∎ REQUIRED: Fluent communication skills in both verbal and written Bangla, Rohingya/Chitagonian. English advantage.

Salary: Tk. 40500 (Monthly)
