Educational Requirements:

Job Context:
∎ Organization for the Poor Community Advancement "OPCA" is a local voluntary, non-profitable, non-political and development organization in Bangladesh. It started journey from Mirsarai Upazila under Chittagong district in 1992. Now OPCA is working in Chittagong region i.e. Chittagong, Cox`s Bazar, Noakhali, Laxmipur, Chandpur, Brahmanbari district and CHT.
∎ Since August 2017, the heavy influx of Rohingya refugees into Cox`s Bazaar has required an emergency response in accordance with OPCA`s humanitarian mandate to meet the needs of crisis-affected populations in the poorest communities. OPCA is going to implemented GBV Project for Myanmar Refugee Response under partnership with CARE Bangladesh which funded by Germany Ministry of Foreign Affairs. To responding the crisis and effectively oversee all operations of the project need to recruit of some GBV Program Manager (PM)

Job Responsibilities:
∎ The GBV Program Manager will be responsible for:
∎ quality, timely and effective implementation and management of all GBV projects;
∎ all field level coordination with key stakeholders, ensuring all approvals obtained;
∎ quality weekly, monthly and periodic/donor reporting and M&E tracking;
∎ ensuring quality programming and that targets are being reached and challenges raised, in line with GBV IASC guidelines and GBV principles.
∎ Responsible for developing field level work, activity and movement plans with Women and Girls' Safe Space (WGSS) teams to ensure quality and timely project implementation in line with overall project work plans.
∎ Responsible for coordinating and updating all GBV field teams HR issues and leave plans in agreed templates on a timely basis, with support from the Project Officers and Admin Officer.
∎ Works closely with support functions, particularly supply chain, finance and admin to ensure timely and accurate procurement of program supplies and resources are available, that are in line with OPCA policies and procedures.
∎ Oversees all project needs/expenses and submits monthly cash forecasts to the GBV SL.
∎ Quickly identifies implementation issues and provides solutions in close collaboration with GBV SL.
∎ Responsible for all field level coordination (internal/external) and working closely and developing linkages with all other CARE Sectors (WASH, SM, Shelter, SRH), Site Management agencies and CiCs.
∎ Responsible to ensure all field level approvals are obtained, and all documentation related to FD7s are prepared in a timely manner with support from GBV SL/Govt. Liaison.
∎ Attends all relevant field level meetings, providing required bi-weekly/monthly reporting, in line with GBV principles and data protection guidelines.
∎ Works closely with all field level Protection Working Groups where the GBV team is based and especially referral partners to ensure safe and timely referrals.
∎ Regular coordination with GBV Sector Lead and CXB office.
∎ OPCA bi-weekly engagement on key project updates and project implementation tools/quality.
∎ Supervises Project Officers to ensure tasks are delivered on time.
∎ Responsible for consolidating and ensuring quality weekly, monthly and periodic reporting (qualitative and quantitative) and sharing to relevant focal persons by agreed deadlines.
∎ Ensure WGSS teams are accurately filling out all M&E templates and raising all challenges.
∎ Ensure project staffs are informed of project outputs/deliverables and are able to comply with requirements in reporting, program quality and systems.
∎ Regularly monitor and report feedback from beneficiaries/stakeholders on the project to inform project implementation.
∎ Responsible for drafting all donor reporting, with accurate M&E data and sharing with GBV SL on agreed deadlines.
∎ Focal point and responsible for communicating regularly with PGNOs on project updates, development of work plans, financial requests and reporting and any other requirements, aligned with OPCA policies.
∎ Ensure technical capacity and support is planned and provided to PNGO teams and inception/closing learning workshops conducted, with support from the GBV CB Technical Coordinator.
∎ Review all partner and CARE staff project reports to ensure quality and accurate reporting, keeping full and organized records of all documentation.
∎ Perform all other duties, as needed or requested by the supervisor.

Additional Requirements:
∎ Both males and females are allowed to apply
∎ 3-5 years' experience with a minimum of three years' work experience of GBV in emergencies, protection, and gender programming.
∎ Experience of supervising field staff required.
∎ Demonstrated experience in leading teams in GBV in emergencies, clear understanding of gender, human rights, and issues surrounding violence against women and girls, risk mitigation and PSS
∎ programming.
∎ Strong knowledge of IASC GBV Guidelines and Gender Handbook, Humanitarian Principles, IASC Protection, GBV and CP minimum standards and guidelines.
∎ Strong skills in designing, delivering/facilitating trainings to different stakeholders on gender, GBV, and protection principles and knowledge of training participatory tools and methods.
∎ Must be comfortable to attend and facilitate internal/external meetings, representing GBV issues.
∎ Practical field experience working in camps or informal/makeshift settlements required.
∎ Positive and professional attitude, including ability to lead and work well in team setting.
∎ Strong ability to organize work, meet deadlines, maintain composure, priorities work under pressure, coordinate multiple tasks and competing priorities and maintain attention to detail.
∎ Excellent interpersonal and staff management skills, problem-solving skills, creativity and flexibility.
∎ Excellent report writing skills.
∎ Strong computer skills on MS word, Excel, PowerPoint.
∎ Must have budget management skills and understand procurement procedures.
∎ GBVIMS experience high advantage.
∎ REQUIRED: Fluent communication skills in both verbal and written Bangla, English and Rohingya/Chitagonian.

Salary: Tk. 70000 (Monthly)
