Job Context:
∎ Organization for the Poor Community Advancement "OPCA" is a local voluntary, non-profitable, non-political and development organization in Bangladesh. It started journey from Mirsarai Upazila under Chittagong district since 1992. Now OPCA is working in Chittagong region i.e. Chittagong, Cox`s Bazar, Noakhali, Laxmipur, Chandpur, Brahmanbari district and CHT.
∎ Since August 2017, the heavy influx of Rohingya refugees into Cox`s Bazaar has required an emergency response in accordance with OPCA`s humanitarian mandate to meet the needs of crisis-affected populations in the poorest communities. OPCA is going to implemented GBV Project for Myanmar Refugee Response under partnership with CARE Bangladesh which funded by Germany Ministry of Foreign Affairs. To responding the crisis and effectively oversee all operations of the project need to recruit of some GBV Prevention Officer (PO).

Job Responsibilities:
∎ Function as hands-on supervisor for daily prevention and outreach activities.
∎ Supervise and provide support to the Outreach Workers and Volunteers on all daily activities in the community, regularly co-facilitating daily activities.
∎ Supervise, train and provide on-going support, guidance and mentoring to the Outreach Workers on ensuring the highest quality of services is provided and meets quality standards that are in line with GBV IASC guidelines, principles and best practices.
∎ Collaborate with and keep the WGSS Project Officer (PO) aware of all operational issues, staffing, resources, and program needs, and highlight any key information necessary to ensure services remain relevant to women and girls.
∎ Support staff recruitment, orientation and training in conjunction with the Human Resources Department.
∎ Mentor, recommend, develop and implement capacity building/development plan for staff based on documented capacity needs assessment.
∎ Hold regular planning and debriefing sessions with team members.
∎ Foster a positive team spirit to encourage innovative and quality programming.
∎ Conduct and oversee all community outreach (awareness on GBV, service info dissemination), mobilization and risk mitigation activities, including, safety audits, community risk mappings, door to door visits, large scale community awareness events and any distributions.
∎ Strengthen OPCA's men and boys' engagement in preventing violence against women and girls, training key community stakeholders.
∎ Participate in the development of any GBV prevention and outreach tools and resources, GBV information materials, and support their implementation.
∎ Oversee formation, training and strengthening of Community Outreach Groups (COGs).
∎ Carry out service mapping of all available services and assistance provided to women and girls by INGOs, NGOs, other humanitarian actors and government agencies.
∎ Build relationships with communities targeted by the project and community leaders to provide education and facilitate discussion on GBV and other issues facing women and girls.
∎ With support from the outreach workers and volunteers from refugee communities, plan and conduct GBV awareness raising sessions that target adolescent girls in the camps.
∎ Lead weekly planning meetings with outreach workers and volunteers to develop work and movement plans outlining all tasks to be completed and by when.
∎ Work closely, hand-in-hand with the Response Officer on all WGSS activities.
∎ Maintain collaborative relationships with all NGOs, UN and government agencies and the camp level protection sector to facilitate effective referral pathways and joint activities

Additional Requirements:
∎ Both males and females are allowed to apply
∎ 2-3 years' experience with a minimum of three years' work experience of GBV in emergencies, protection, and gender programming.
∎ Experience of supervising field staff required.
∎ Strong knowledge of IASC GBV Guidelines and Gender Handbook, Humanitarian Principles, IASC Protection, GBV and CP minimum standards and guidelines.
∎ Strong understanding of GBV Prevention and outreach activities, particularly male engagement activities on GBV.
∎ Understands the challenges and obstacles women and girls face regarding cultural practices, norms, and society pressures and the sensitivities of conducting outreach and awareness on violence related issues.
∎ Must be comfortable to attend and facilitate internal/external meetings, representing GBV issues.
∎ Practical field experience working in camps or spontaneous/informal/makeshift settlements required.
∎ Positive and professional attitude, including ability to lead and work well in team setting.
∎ Strong ability to organize work, meet deadlines, maintain composure, priorities work under pressure, coordinate multiple tasks and competing priorities and maintain attention to detail.
∎ Excellent interpersonal and staff management skills, problem-solving skills, creativity and flexibility.
∎ Ability to communicate sensitively and without judgment; good diplomatic and persuasion skills.
∎ Ability to use good judgment when making decisions and to take accountability for decisions made.
∎ Emotional maturity and stability to resolve conflicts in non-violent way and maintain appropriate boundaries.
∎ Good interpersonal skills including ability to gain trust and build relationships.
∎ Ability to handle multiple tasks; proven self-initiative and problem-solving abilities.
∎ Good report writing skills in Bangla and English.
∎ Strong computer skills on MS word, Excel.
∎ REQUIRED: Fluent communication skills in both verbal and written Bangla, Rohingya/Chitagonian. English advantage.

Salary: Tk. 40500 (Monthly)
