  • University degree, preferably in psychology, women’s studies, social work or public health with minimum of three years-experience in humanitarian settings, or equivalent to a combination of training and experience.

Experience and Skills:

  • A minimum of 2 years-experience in the field of migration, IDP and refugee assistance and protection (including specific experience on Protection).
  • Experience in emergency operations and liaison with otherUN, INGOs, NGOs and humanitarian actors as well as Government stakeholder.
  • Knowledge of the region and/or country is essential.
  • Knowledge of foundational concepts in relation to GBV guiding principles and Protection mainstreaming (IASC Protection Policy, Sphere Standards, Child Protection Minimum Standards, ICRC Professional Protection Standards, GBV Standard Operating Procedures; IASC GBV Guidelines; IASC Gender Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; Camp Management Toolkit etc.)
  • Skilled in counselling and/or case management.
  • Prior experience working in Rohingya refugee camps or host communities will be an asset

Skills and Competencies:

  • Minimum 3–4 years of progressive experience in GBV prevention and response programming, including at least 2 years in a supervisory or case management role.
  • Proven experience working in humanitarian or refugee contexts, preferably in Cox’s Bazar or similar settings.
  • Demonstrated experience in team supervision, capacity building, and inter-agency coordination.
  • Strong understanding of GBV guiding principles and case management standards.
  • Knowledge of referral systems, service mapping, and GBVIMS+ data management.
  • Excellent interpersonal communication, leadership, and mentoring skills.
  • Ability to handle sensitive and confidential information with discretion.
  • Strong problem-solving, analytical, and report-writing abilities.
  • Fluency in Bangla and good command of English (spoken and written); familiarity with Rohingya/Chittagonian dialects is an advantage

Responsibilities & Context:

Background/Purpose:

The GBV Case Manager will be responsible for implementing the static and community level activities as part of PULSE BDS´s GBV programme focused on risk mitigation, prevention, and response for the Rohingya humanitarian response. The female GBV Senior Field Assistant will be involved in case management processes, group based psychosocial activities, community outreach efforts, and capacity building.

Duty station: Ukhiya, Cox’s Bazar, Bangladesh

KEY AREAS OF RESPONSIBILITIES:

The incumbent will be requested to perform the following tasks as the GBV-Case Manager:

Case Management Supervision and Quality Assurance-40%

  • Assist caseworkers as they provide services to survivors of GBV. This will include identification of client needs; basic counselling (and in some contexts further individual counselling and referral to specialists); development of action plans with clients; support to clients in pursuing services and support including referrals to emergency safe shelter.

  • Support the implementation of GBV related community-based outreach activities.

  • Support the GBV Mainstreaming and Community-Based Protection efforts by organizing and conducting activities, such as community events, trainings, interacting with community members, other sectors, and focal points, disseminating information on available services, conducting participatory community risk-mapping, and updating service mapping and referral pathway tools.

  • Oversee and supervise GBV Case Workers to ensure effective, ethical, and high-quality case management services are delivered according to IASC GBV Guidelines and the organization’s Standard Operating Procedures (SOPs).

  • Conduct regular case review meetings and provide technical guidance, mentoring, and emotional support to Case Workers.

  • Ensure adherence to the survivor-centred approach—respect, confidentiality, non-discrimination, and safety.

  • Review and approve case management documentation, care plans, and referrals for accuracy and completeness.

  • Support the team in managing complex and high-risk cases, ensuring appropriate referrals and follow-ups.

  • Perform other tasks that may be assigned.

Capacity Building and Staff Support- 20%

  • Identify training and capacity-building needs for Case Workers and organize regular training sessions on GBV core concepts, case management, psychosocial support, and self-care.

  • Provide regular coaching and supportive supervision to promote staff well-being and prevent burnout.

  • Ensure that staff understand and apply ethical principles and professional boundaries when working with survivors.

Coordination and Partnership-10%

  • Assist the GBV Coordinator in serving as the GBV Camp Level Focal Point for the assigned camp by, for example, representing IOM GBV in camp and Sector-level meetings, donor visits, and strengthening relationships with relevant partners and the community on GBV-related issues.

  • Liaise with other service providers (health, MHPSS, legal, and protection actors) to strengthen referral pathways and multi-sectoral response.

  • Represent the organization in GBV sub-sector, case management, and protection coordination meetings as required.

  • Collaborate with Camp-in-Charge (CiC), Protection Sector, and community-based structures to ensure survivor safety and confidentiality.

  • Work closely with project management and communication teams for project documentation, visibility, and reporting.

Monitoring, Reporting, and Documentation-10%

  • Assist with field monitoring by providing regular updates and verifying those daily activities adhere to best-practice principles and interagency guidelines and minimum standards. This includes submitting high quality and timely reports in English.

  • Contribute to reporting and administration of field activities, such as drafting quality and timely content in English, collaborating with colleagues to meet deadlines, and proactively identifying programmatic and operational gaps in line with GBV interagency guidelines and minimum Standards.

  • Maintain accurate and confidential case management data and ensure proper filing and data protection in accordance with GBVIMS+ standards (if applicable).

  • Monitor and analyse trends, challenges, and gaps in GBV response and submit monthly analytical reports to the GBV Coordinator.

  • Contribute to donor reporting, success stories, and documentation of lessons learned and best practices.

  • Ensure timely and effective data entry, verification, and quality control for all case files.

GBV Risk Mitigation and Community Engagement-20%

  • Support the implementation of GBV risk mitigation activities, such as safety audits, referral pathway updates, and feedback mechanisms.

  • Work with community-based protection groups to strengthen awareness on GBV prevention and survivor support.

  • Ensure inclusion of marginalized and at-risk groups (adolescents, persons with disabilities, single women, etc.) in GBV interventions.
