Job Context:
∎ Purpose / aim:
∎ The FSL and DRR Activity Manager is responsible for supporting the Program Manager in implementing and achieving the objectives defined in the operation proposals.
∎ (S)he is responsible for overseeing operational teams assigned to the Program.
∎ (S)he guarantees the good performance and the quality of the activities, and, where appropriate, proposes adjustments or developments to ensure relevance.
Job Responsibilities:
∎ Needs assessment, design of activities and beneficiaries' selection
∎ Support the FSL and DRR Program Manager in designing initial assessment and baseline surveys
∎ Conduct and supervise baseline surveys' implementation, data collection and needs assessments under the direction of the Project Manager
∎ Help in designing and setting up criteria for selecting targeted communities and beneficiaries, participate in beneficiaries' identification and ensure that beneficiaries are selected according to relevant criteria, defined with the communities and the FSL and DRR Program Manager
∎ Contribute actively to the design of FSL and DRR activities and to the selection of suitable methodologies
∎ Ensure a good communication toward the project and make sure that the projects' objectives are well understood and accepted by the communities as well as the selection criteria
∎ Ensure the quality of the data collected at field level by his team and participate in data analysis
∎ Help in assessment in other topics in order to develop new project
∎ Activity Implementation and operational monitoring:
∎ Oversee the implementation of FSL & DRR projects that s(he) is responsible for, within technical specifications and planned timeframe agreed with the PM
∎ Make sure the implementation planning developed by the Supervisors are relevant and feasible and follow the proposal
∎ Make sure the objectives for the activities under his/her responsibility are achieved and the deadlines are met
∎ Make sure that his team measure and monitor activity and result indicators properly to control progress of program and efficiency of activities
∎ Identify and anticipate any risks and constraints related to the program activities and propose alternate strategies to his Program Manager
∎ In collaboration with the PM, adapt the beneficiary selection methodology and the kits distribution methodology as necessary, in particular, the beneficiary selection criteria
∎ Provide necessary technical support to the Supervisors
∎ Support the PM in preparing data collection tools and training and communication material for the activities
∎ Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations, propose adjustments to programs if necessary
∎ Use the SI management and monitoring tools for the activities, results and context
∎ Liaise with Support Departments (administrative, logistics) for planning activities, according to needs
∎ Prepare Cash Forecast & Advance management regarding to program needs.
∎ Update the management tools (planning of teams, requests to logistics, reports)
∎ Participate in the preparation and implementation of assessments
∎ Respect SI procedures
∎ Cross check assessment data and maintain required databases for activities and update according to activities in close collaboration with the MEAL Department.
∎ Suggest improvements to data collection and information management processes
∎ Capitalization
∎ Support the Project Manager in writing the capitalization documents referring to activities implemented in accordance with SI tools
∎ Prepare handover reports before the end of his/her employment contract and forward them to concerned parties in the mission
∎ Ensure diffusion of SI technical documentation
∎ Human Resources Management
∎ Participate in validating recruitment for the national technical staff under its responsibility
∎ Welcome and brief new employees, daily workers or volunteers working in the team
∎ Manage and support the team under his/her responsibility
∎ Conduct weekly meetings with team
∎ Implement training related to operational requirements and the identified training needs for the team, in agreement with Program Manager
∎ Conduct workshops, weekly team meeting and ad hoc meetings
∎ Evaluate the performances of his/her team members
∎ Make sure his/her team(s), daily workers, volunteers follow the safety rules and guidelines
∎ Reporting / communications / representation
∎ Share with the appropriate authority any information on the security context and any event which may have consequences on SI activities and team safety
∎ Write weekly and adhoc reports concerning his/her activity(ies) for the program manager
∎ Take part in the development of communication and capitalisation tools (success stories, activity form, lesson learn report, ...etc)
∎ Take part in the drafting of the monthly program pack
∎ Ensure compliance with reporting deadlines and guidelines
∎ In collaboration with the Project Manager, maintain a local operational communication network and positive relations with the local/governmental authorities, donor representatives, UN and other international agencies in cooperation with the Program Manager and the FSL and DRR Coordinator
∎ Represent SI on request and/or delegation
∎ POSITION OF THE POST IN THE ORGANIZATIONAL CHART (hierarchical and functional relationships)
∎ Under the hierarchical authority of: Program Manager
∎ Hierarchical authority over: 3 Supervisors (DRR, IGA/Livestock and Agriculture)
∎ Under the functional authority of: Program Manager
∎ Functional authority over: 3 Supervisors (DRR, IGA/Livestock and Agriculture)
Additional Requirements:
∎ Both males and females are allowed to apply
∎ At least 5 years working experience on agriculture/livestock/IGA/DRR projects
∎ At least 5 years working experience in working with NGO/INGO
∎ Experience on IGA approach, livestock distribution and training preparation and facilitation in several fields (agriculture, livestock, IGA, DRR)
∎ Experience on CBDRR model
∎ Experience on DRR training facilitation and mitigation scheme implementation through Cash For Work
∎ Experience in managing teams
∎ Good level of proficiency in Microsoft Office (Word, Excel and Powerpoint) and capacity to learn new software
∎ Language proficiency: English and Bangla skills are required for writing, typing and speaking. Ability to speak the Chittagonian dialect is an added value.
∎ Well organised and with good interpersonal and communication skill.
∎ Able to communicate with tact and diplomacy and to work and communicate effectively with communities representatives and beneficiaries.
Salary:
∎ Tk. 51200 (Monthly)
