Job Responsibilities:
∎ VARD Eye Care Services (VARD-ECS) Ltd. in a non-profit making organization has been implementing VARD Eye Care Services Program through well- established four Eye Hospitals located in Sylhet district, Sunamganj district and Cumilla district and two Eye Vision Hospital Centers located in Sylhet and Sunamganj district. The position is based at VARD-ECS Ltd. Head Office, Adabor, Dhaka. The key purpose of this position is to manage and control financial dealings at field level and head office level and provide necessary guideline to the concern accounts personnel. This is senior position of the organization.
∎ Analyse the project budget and hospitals budget
∎ Check and verify all bill vouchers at project and hospitals level
∎ Prepare periodical financial report and statement
∎ Ensure suppliers payment from head office at the end of each months
∎ Transfer fund at project /hospital level and communication with donors
∎ Maintain VAT and Tax related all Financial doc. at Head Office level.
∎ Ensure compliance of Govt. income tax, VAT and NGO-AB rules and regulations.
∎ Liaison with NGO Affairs Bureau, prepare FD 02, FD 06 etc. and obtain project approval
∎ Prepare and preserve all necessary documents for submission organizational income tax and VAT.
∎ Perform periodical internal audit
∎ Assist external auditor to prepare organizational and project level audit report
∎ Assist procurement team to procure necessary items
∎ Prepare necessary bill and vouchers at head office level expenses
∎ Maintain computer based (Tally Software) books of accounts at head office level
∎ Prepare and reconcile bank statement
∎ Participate in the donor level meeting, prepare project budget, prepare financial report, and submit donor’s financial report of assigned projects within the deadline
∎ Provide necessary feedback and guidance to the field level accounts personnel
∎ Provide feedback to the project /hospital finance team regularly
∎ Check and verify field level financial report through regular field visit
∎ Provide guidance to Assistant Finance Manager to perform his day to day activities.
∎ Maintain and update organization Staff Welfare Fund (SWF) and Staff Security Deposit Fund (SSDF) accounts
∎ In addition to the above the jobholder performs all other relevant jobs assigned by the Managing Director and Director (Program & Admin)
∎ The above contains the main outline of your duties. Organization may be assigned in other activities as when required.

Additional Requirements:
∎ Age at most 45 years
∎ Computer proficiency on MS Word and MS Excel, Tally software
∎ Understanding national and international financial rules and regulation
∎ Good knowledge in budget preparation
∎ Good knowledge about the financial planning, procurement rules and regulation, budget control, VAT and Tax related rules and regulation
∎ Calculation of depreciation and store management
∎ Work under pressure and fulfill the requirement within the deadline and willing to give additional time.
∎ Good behaviour with the colleagues in the office set-up
∎ Full cooperation and support to the colleagues
∎ Team work spirit
∎ Willingness and ready to travel to projects frequently

Salary: Negotiable
