∎ POSITION SUMMARY: The Finance and Project Associate will be responsible for providing a variety of support for the Responsible Recruitment Platform for Safe Migration in Bangladesh (SafeStep) Project. This position will be under Winrock International who is a sub-awardee to ELEVATE in the implementation of this project funded by the Global Fund to End Modern Slavery (GFEMS). The Finance and Project Associate will work closely with the Community Mobilization Manager in the implementation of project activities, particularly managing financial and administrative aspects of this project, providing logistic support and conducting monitoring visits to one anticipated subgrantee.
Job Responsibilities:
∎ Support the Community Mobilization Manager in organizing meetings and information, gathering sessions, including coordinating logistics as needed;
∎ Facilitate logistics for US-based staffs and project partners during trips to Bangladesh for in-country meetings and other events;
∎ Responsibilities include procurement for the project. Including completing requisitions, collection and analysis of quotes, processing and maintenance of purchase orders and contracts, collection of goods from vendors, etc.;
∎ Update inventory list and provide updates to home office as required;
∎ Record all field-based cash and bank transactions and perform monthly reconciliations;
∎ Prepare monthly financial reports and fund requests for submission to Winrock Home Office;
∎ Manage relationships with banking institutions;
∎ Maintain bank, cash, and checkbook records;
∎ Disburse funds to staff and vendors in accordance with Winrock and donor regulations and Bangladesh's legal requirements;
∎ Prepare and check subgrantee fund request, financial reports with supporting documents, and review budget variance as appropriate;
∎ Prepare monthly payroll and related taxes, including the recording of applicable benefits;
∎ Fulfill basic HR functions (timesheet registration, orders, etc.) and ensure compliance of the human resources practices with the local labor legislation;
∎ Review staff expense reports before submission to the approver as well as other financial reports of the projects;
∎ Adhere to Winrock and donor financial procedures and record-keeping policies;
∎ Maintain updated and accurate F&A and programmatic filing system;
∎ In cooperation with the Community Mobilization Manager, ensure necessary level of effective communication with government officials and other stakeholders;
∎ Review grants applications/ proposals and responses to solicitations, lead communications with applicants on their applications;
∎ Conduct pre-award assessments with Community Mobilization Manager, coordinate review/documentation of findings and final selection decisions for sub-grantee
∎ Work with selected partner, Community Mobilization Manager, and the Home Office to develop, as needed, capacity development plans to address any issues identified as part of the pre-award assessment;
∎ Coordinate with program and finance staff on financial and performance reporting and supporting documentation as per Winrock and donor requirements;
∎ As needed develop sub-award modifications; and
∎ Other duties as assigned
Additional Requirements:
∎ Work Experience:
∎ Five or more years of hands-on experience in day-to-day office support functions and F&A support for an international NGO required, experience on DFID or GFEMS-funded projects preferred;
∎ Experience performing accounting and administrative functions required;
∎ Experience managing finances, tracking spending against budgets, review budget variance and developing budget forecasts and cashiering preferred;
∎ Experience in procurement required;
∎ Experience monitoring grants preferred; and
∎ Experience in project implementation required.
∎ Knowledge, Skills & Abilities:
∎ Excellent knowledge and skills in office management, logistics, procurement, and administration;
∎ Knowledge of requirements for taxation and withholdings;
∎ Ability to maintain the highest ethical standards at all times;
∎ Excellent working knowledge of office software packages including Microsoft Outlook, Excel, Word, and PowerPoint;
∎ Ability to work with attention to detail and to meet deadlines;
∎ Ability to manage multiple tasks and be self-sufficient in organizing work
∎ Language: Fluency in English and Bangla.
