Education:
    • Bachelor of Business Administration (BBA) in Accounting

Educational Qualification:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field.

  • 3+ years progressive finance/admin experience, with 2+ years in NGOs.

  • Demonstrated experience with donor financial requirements (USAID/EU/UN preferred).

  • Proficiency in accounting software (QuickBooks/Sage/Tally) and advanced Excel (pivot tables, lookups, reconciliations).

Technical & Core Competencies:

  • Solid understanding of IFRS/GAAP basics, tax/VAT, payroll compliance.

  • Strong attention to detail, accuracy, and documentation discipline.

  • Analytical problem-solving; ability to explain numbers to non-finance staff.

  • Integrity, confidentiality, and adherence to safeguarding/anti-fraud policies.

  • Clear written and verbal communication in [local language] and English.

Desirable:

  • Professional certification (part-qualified CA/ACCA/CMA) is an advantage.

  • Experience with multi-currency funds and sub-grantee financial reviews.

Organization Overview

Light of Hope Ltd. is a social enterprise that runs the country’s largest after-school program, offering moral and creative education for children aged 4–12. Established in 2017, it aims to spread the light of ethical learning and creativity through activities in science, crafting, storytelling, puppetry, and magic. The organization operates through three wings—Kids Time, Goofi, and Teachers Time—to empower children and connect educators and parents.

Currently, in partnership with the International Labour Organization (ILO) and ESDO, Light of Hope is implementing the project “Eco-friendly Handicrafts and Toy Production within the Humanitarian–Development–Peace Nexus in Cox’s Bazar 2025.”

Job Summary

The Finance & Admin Officer ensures efficient, compliant financial and administrative operations for the project. This role safeguards fiscal integrity, donor fund management, and administrative support in alignment with donor and organizational guidelines. The position ensures accurate accounting, budget monitoring, audit preparedness, and adherence to Light of Hope and ESDO compliance standards.

Job Purpose

To maintain transparent and accountable financial management, budgeting, and reporting for the project; ensure accurate expenditure tracking; support internal and external audits; monitor fund utilization among artisan groups; and ensure compliance with donor and organizational policies.

Organizational Responsibilities

  • Contribute to achieving Light of Hope’s goals and objectives.
  • Promote and represent organizational culture and values among staff and partners.
  • Comply with company policies and promptly raise concerns or issues with line management.

Key Responsibilities

Financial Management & Accounting (60%)

  • Bookkeeping & Reporting: Record all daily financial transactions (cash, bank, journal) in accounting software and prepare monthly trial balances and financial statements.
  • Compliance: Ensure all transactions follow internal financial policies, donor regulations, and local tax laws.
  • Cash & Bank Management: Maintain petty cash, prepare reconciliations, and monitor cash flow and liquidity needs.
  • Budget Monitoring: Track project budgets, analyze variances, and report risks with recommendations for corrective actions.
  • Payroll: Prepare monthly payroll, benefits, and deductions; ensure timely payments and statutory filings.
  • Audit Readiness: Prepare supporting schedules, vouchers, and documents for internal and external audits; implement audit recommendations.
  • Procurement Oversight: Review PRs, POs, GRNs, and invoices for accuracy and compliance prior to disbursement.

Administration & Operations (40%)

  • HR Support: Maintain personnel files; assist with onboarding/offboarding; manage leave and attendance records.
  • Office Management: Oversee office maintenance, utilities, leases, safety measures, and supply inventory.
  • Asset Management: Maintain asset register, tag assets, and conduct physical verification and disposal as per policy.
  • Logistics: Coordinate travel, accommodation, transport, and per diems; assist visitors and consultants.
  • Documentation: Maintain well-organized digital and physical archives for finance, HR, and administration to ensure audit readiness.
