Job Context:
∎ Goal/purpose:
∎ The Field Coordinator (FCo) has the role of delegated Country Director (CD) for a region of a country in which Solidarités International intervenes.
∎ He/she proposes a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated.
∎ He/she checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures.
∎ He/she mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management.
∎ He/she coordinates the teams in place and is responsible for their security in his/her assigned zone.
∎ He/she is the CD direct contact and representative in his/her assigned zone.
∎ The field coordinator may combine the responsibilities of this position with those of administrator, logistics officer or logistician-administrator, or even program manager.
∎ In the case of concurrent holding of posts, refer to the profile for the corresponding post.

Job Responsibilities:
∎ Coordination and strategic orientation:
∎ Within his/her intervention zone, monitors and analyses the humanitarian, political, cultural, social and economic context
∎ Within his/her intervention zone, proposes and develops an operational strategy in line with the association's policies and the population's needs
∎ Within his/her intervention zone, proposes new operational directions according to how the context develops
∎ Relevance and operational quality / operation monitoring:
∎ Ensures the coordination, development, monitoring and evaluation of the programs implemented within his/her intervention zone
∎ Ensures that the programs in his/her intervention are relevant and consistent
∎ Ensures that the programs in his/her intervention zone are implemented in accordance with the annual operational strategy, Solidarités International's technical requirements and financial donor' criteria
∎ Resource management:
∎ Proposes the human, financial and logistical scale for his/her intervention zone and its organisation
∎ Ensures that financial resources and other means necessary for accomplishing projects in his/her intervention zone are mobilized
∎ Ensures that logistics resources and other means necessary for accomplishing projects in his/her intervention zone are mobilized
∎ Guarantees the appropriate use of resources in his/her intervention zone
∎ Human resource management:
∎ Builds and maintains a team dynamic which enables the objectives of Solidarités International to be carried out in his/her intervention zone
∎ Promotes the ethics and values of Solidarités International
∎ Monitors the implementation of Solidarités International's human resources policy and procedures (recruitment, EAP, etc.)
∎ Monitors the personal and professional stability of Solidarités International employees and ensure that an adequate living and working environment is maintained
∎ Manages associates placed under his/her direct supervision
∎ Security:
∎ Responsible for the security of teams and property in his/her assigned zone, under the CD supervision
∎ Monitors and analyses the security situation and ensures it is understood by the teams
∎ Ensures that all new arrivals in his/her intervention zone are given a geopolitical and security briefing
∎ Under the supervision of the CD, ensure that all documents and procedures relating to security are updated regularly
∎ Ensures that all security rules and procedures are respected in his/her intervention zone
∎ Ensures that a permanent security monitoring system is set up
∎ Ensures the immediate management of any security incidents occurring in his/her intervention zone and immediately notify the CD
∎ Financial backer relations / search for funding:
∎ Monitors and analyses financial donor strategies in his/her intervention zone
∎ Participates, at the request of the CD, in the search for funding and ensures the financial stability of the organisation and the programs implemented in his/her intervention zone
∎ Strengthens relations between Solidarités International and donor representatives in his/her intervention zone
∎ Internal and external communication:
∎ Ensures that documents produced in his/her intervention zone meet deadlines and quality standards
∎ Ensures that all internal reporting respects the standard formats and procedures
∎ Organises regular coordination meetings
∎ Ensures that key operational information circulates properly, in his/her intervention zone and between the bases and the country coordination
∎ Representation:
∎ Be the official representative of Solidarités International in his/her intervention zone for aid workers, administrative, political and local authorities, civil society and the media
∎ Be an active participant in humanitarian forums and relevant coordination meetings

Additional Requirements:
∎ Substantial experience in a similar or senior management position in an overseas INGO environment, ideally in both emergency and longer-term contexts and with significant HR volume to manage (national staff and expats)
∎ Experience of strategic planning
∎ Proven experience in managing teams notably in complex ethnic and/or religious contexts or sensitive environments
∎ Proven experience in conflict/post-conflict contexts and insecure environments
∎ Experience of managing security
∎ Experience of budget management and donor compliance
∎ Experience of establishing strong working relationships with colleagues and partners from different functions and cultures, experience of external representation responsibilities (coordination and negotiation skills)
∎ Technical skills and knowledge:
∎ Strong knowledge in team management,
∎ Capacity to deal with many different issues, to self- update and learn very quickly from a highly and constantly evolving environment
∎ An ability to analyze information quickly and accurately
∎ Ability to manage and prioritize a high workload and multiple tasks with tight deadlines
∎ Good representational skills, Ability to liaise, INGOs, other agencies, authorities and donors.
∎ A good understanding of security management
∎ A good understanding of humanitarian issues including IDPs, camp management protection, advocacy
∎ Ability to write/edit quality reports in English
∎ Confident and proficient in the use of MS Office
∎ Transferable skills:
∎ Diplomacy and strong communication skills (experience in Asia is an asset);
∎ Ability to take initiatives, decisions and work in autonomy is essential;
∎ Good problem solving skills in day to day and crisis situations;
∎ As line manager, the candidate must display diplomatic and smooth leadership skills;
∎ An understanding of and commitment to SI's mission and values

Salary:
∎ Monthly Basic Salary BDT 107,050 with Other allowances and benefits as per ISR of Solidarités International.Possible starting date 01st September 2020.
