Education:

  • Bachelors or Master's degree in Epidemiology, Public Health or equivalent. Medical doctor, nurse or biomedical background with a degree in epidemiology/public health encouraged to apply.

Responsibilities & Context:
  • Carrying out key epidemiological activities in outbreak investigation (description including time, place, people with emphasis on mapping when it is needed) and advising on the operational response
  • Monitoring and Implementing initial Assessment (for emergency situation), rapid health assessments and surveys. Where standard protocols are not available or appropriate, developing a protocol seeking extensive feedback and pilot testing of tools to ensure the objectives will be met robustly with support of HQ epidemiologist
  • Preparing and adapting routine documentation (survey forms, training materials, letters of request/notification, locally appropriate consent forms etc.) with support of HQ epidemiologist. Preparing an appropriate sampling frame and sample selection guidelines with support of HQ epidemiologist
  • Planning and supervising the associated HR processes of the staff under his/her responsibility (recruitment, training/induction, evaluation, potential detection, development and communication) and ensuring that staff exhibits required skills after training and pilot test
  • Managing data systems and ensuring accurate, high-quality databases; analyzing results and preparing regular written reports on progress and findings for medical coordinator/HQ and when appropriate to external collaborators/networks

Key Responsibilities

  • 1.Data Analysis and Reporting
  • a.Data Analysis
  • Clean and analyze data from various sources, using tools such as R and Excel, to generate actionable insights for operational and strategic decision-making.
  • b.Report Writing
  • Write clear, accurate, and actionable reports to document findings from programmatic data, surveillance, outbreak investigations, and operational research.
  • Synthesize data into concise summaries for inclusion in bi-weekly, monthly, and annual reports.
  • c.Strategic Reporting
  • Assist in preparing reports and documentation for strategic discussions, including contributions to annual plans.
  • Provide interpretation and analysis of epidemiological trends to guide program priorities and resource allocation.
  • 2.Surveillance, Programmatic, Outbreak and Health Promotion Activities
  • a.Surveillance Analysis
  • Supervise surveillance data collection procedures and conduct periodic quality checks across departments.
  • Design and implement flexible surveillance systems within a limited health infrastructure.
  • Monitor, evaluate, and improve the performance of surveillance processes and platforms. Contribute to the development of surveillance guidelines, SOPs, and training materials.
  • Establish and optimize early detection, verification, and response systems for epidemic-prone diseases and public health events.
  • b.Programmatic Data Analysis
  • Conduct detailed analysis of routine programmatic medical data to guide decision-making and improve program effectiveness.
  • Evaluate public health risks as required by the health context and recommend immediate interventions to mitigate risks
  • Advise medical teams on potential or active epidemic trends and provide regular reports on disease patterns, characteristics, developments, and control procedures.
  • c.Outbreak Investigations and Emergency Response
  • Conduct and lead outbreak investigations and responses for disease outbreaks in the community and in the hospitals.
  • Provide routine follow-up and data analysis, and SitRep during emergency responses.
  • Collaborate with all teams to assess public health emergency risks, ensuring robust preparedness plans and early warning systems are in place.
  • Work with Health Sector Coordination and other medical teams to liaise with external partners for trend analysis and emergency responses.
  • d.Health Promotion Activities
  • Work with the health pro-motion team to design linguistically and culturally appropriate interventions using health data.
  • 3.Operational Research
  • Design, implement, analyze, and disseminate operational research projects related to surveillance, intervention effectiveness, and medical program outcomes.
  • Conduct surveys (such as nutrition, mortality, morbidity, KAP, LQAS) or support project teams in their implementation as required.
  • 4.Training and Capacity Building
  • Provide training and mentoring to medical data processing teams, health promotion, WatSan and various other teams on surveillance-related topics, data interpretations and data management.
  • Train and support outreach and epidemiology team members and leaders in data collection, signal detection, outbreak response, and quality improvement.
  • Lead and participate in outbreak investigation training exercises to build local capacity for timely and effective responses.
  • 5.Technical Support to Epidemiology Team Leaders
  • Support Epi TLs and outreach supervisors, including performance management, disciplinary matters, and professional development.
  • Facilitate regular meetings and weekly work planning
  • Coordinate field assessments in collaboration with Epi TLs.
  • Capacity building to the Epi TLs to improve data collection, signal detection, and outbreak response.
  • Verify and upload epidemiological signals ensuring accuracy and timeliness.
  • 6.Networking, Advocacy, and Coordination
  • Participate in health sector and other partner meetings at the various levels as necessary.
  • Contribute to evidence-based advocacy by using epidemiological insights to highlight public health needs and recommend actions.
  • Work collaboratively with local authorities, UN agencies, and non-governmental organizations to harmonize surveillance efforts and share actionable data for multisectoral responses. This includes participating in intersectional epidemiology meetings to ensure alignment across MSF projects and other key actors.
  • Actively collaborate within MSF departments of Medical, Advocacy, Health Promotion, and Water and Sanitation (WatSan) teams to design integrated interventions that address root causes of health challenges in the camps.

    Contract and Benefit

    This is a Permanent contract position. Salary according to level Level Eight (Level 8) of the internal MSF salary grid (BDT 95,000 Gross). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.

    Others

    There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
