Job Responsibilities:
∎ Implementation of the project in accordance with Islamic Relief Bangladesh as well as donor requirements and standards-30%
∎ Responsible for implementing IRB country strategy at the field level.
∎ Support and coordinate the preparatory activities of the project including office setup, participatory planning, selection of the locations, technical survey, and beneficiaries’ selection.
∎ Design project implementation guidelines and prepare a project implementation plan (PIP) considering the proposal and local context to achieve set goals and objectives.
∎ Ensure sound project management and take full responsibility for the overall implementation and monitoring of the humanitarian support projects, as per the project documents and the IR rules and regulations.
∎ Build, motivate and lead a high-performing team consisting of project personnel, expert consultants, and service providers.
∎ Provide inputs in the identification of linkages between the project and other related projects to maximize the efficient and effective use of resources.
∎ Provide strategic direction, oversight & leadership to Project staff to manage the project.
∎ Hold overall responsibility for maintaining strict compliance with donor rules and regulations.
∎ Oversee and manage the budget as per project documents and authority grid and carry out the monthly expenditure analysis, prepare reports and requirements of the fund.
∎ Ensure that minimum standards in financial and logistics management are met to ensure accountability and transparency.
∎ Support program staff to use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources.
∎ Apply oversight and evaluate, monitor, and manage risks, issues, assumptions, dependencies, Interdependencies, and changes, escalating those outside tolerances if appropriate.
∎ Ensure quality and impact of the program and emergency responses, ensuring that gender inequity is addressed.
∎ Ensure that local purchases and expenditures are done as per Islamic Relief Bangladesh policy.
∎ Ensure the stock book, Inventory, and other essential registers are maintained properly and timely in an effective manner as per Islamic Relief Bangladesh policy.
∎ Checking all bill vouchers within the team and forwarded to Finance officer for necessary action.
∎ Ensure community mobilization and engagement through an effective community engagement plan for all the staff within IR guidelines and compliances.
∎ Ensure effective monitoring of the project according to the project need-25% • Ensure effective monitoring of the project activities.
∎ Prepare a monthly work plan, break it down into daily/weekly work plans and ensure implementation of the same
∎ Regularly follow up on the project activity, financial status, and work progress.
∎ Review project-related crucial problems which are forwarded by the field staff and take the necessary step to resolve them on a priority basis.
∎ Ensure complaint log and register at the project level.
∎ Practice and promote SPHERE and Core Humanitarian Standard (CHS) throughout the project.
∎ Ensure Complaints & Feedback Mechanism (CFM), Child Protection, Safeguarding & Gender Sensitivity issues concerning project activities.
∎ Capacity building initiatives for project participants, key stakeholders, and project staff at the program level-10%
∎ Support to organizing orientation for the newly recruited project staff.
∎ Organize basic skill development training for project participants on different topics i.e. repair and maintenance of WASH interventions, shelter, health & hygiene promotion, etc.
∎ Provided one-to-one coaching to staff for understanding project goals and objectives.
∎ Orient key stakeholders on Complaints & Feedback Mechanism (CFM), Child Protection, Safeguarding & Gender Sensitivity issues concerning project activities.
∎ Organize training and workshop in different sectors for internal and external stakeholders.
∎ Ensure effective reporting, appropriate archiving, and visibility according to the project need-15%
∎ Prepare monthly, quarterly, interim and final narrative reports as per the proposal, program, and project need.
∎ Provide progress reports to the country office and donor.
∎ Prepare the financial report of expenditure and update it from time to time.
∎ Meet the different reporting deadlines.
∎ Update on track System on regular basis.
∎ To ensure organizational visibility in different stages of the projects.
∎ Prepare, approve, organize and preserve all project-related documents and ensure sending to the Humanitarian & Resilience Programme department within due time.
∎ Archiving the project documents (hard copy and electronic copy) as per IR guidelines.
∎ Share different information to develop the project with the knowledge management team.
∎ Ensures comprehensive and effective communication, coordination, and advocacy with different stakeholders-15%
∎ Organize the project inception meeting with different level stakeholders.
∎ Coordinating overall implementation of the program at the field level.
∎ Managing the team at field level on-site and/or remotely depending on access.
∎ Ensure effective networking and coordination with the union, Upazila, DC office, and other key stakeholders of the project.
∎ Ensure appropriate links with national/local authorities, state institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange with them.
∎ Represent Islamic Relief Bangladesh in coordination meetings at Upazila and district levels.
∎ Coordinate the project to be managed within the agreed time, cost, and quality constraints to enable the delivery of the agreed outputs and/or benefits.
∎ Maintain suitable plans, manage the delivery of minimum requirements and/or critical Success factors and effectively manage people (including third parties) and other resources.
∎ Ensure that the beneficiaries are aware of the assistance and services available and how to access them; distribution points should be accessible and the distribution mechanism should take into consideration groups with specific needs to minimize the chances of violence, abuse, and exploitation.
∎ Liaise with partners, government representatives, donor agencies, and national and international NGOs to ensure smooth implementation of the project.
∎ Organize phase-out meetings and lesson learned workshops for further organizational development.
∎ Collect successful project completion letters from relevant authorities.
∎ Other Requirement-10%
∎ Maintaining and supporting procurement related functions and process
∎ Undertaking record-keeping system/documentation in line with IRB record management guidelines.
∎ Facilitating external/internal audit;
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, exploitation, Fraud, Bribery & Money Laundering to achieve the program’s goals of safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on the safeguarding of harm, abuse, neglect, harassment, and exploitation, Fraud, Bribery & Money Laundering for establishing a safe working environment
∎ Participate in seasonal (Ramadan & Qurbani) & emergency response programs if required.
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ Perform any other duties assigned by the line manager.
Additional Requirements:
