∎ ACCA, CIMA, CPA or equivalent degree is preferred
∎ Skills Required: Admin and Finance, Government Liaison, Information technology, Security Management, Supply Chain Management.

∎ World Vision is one of the largest INGOs in Bangladesh in terms of budget, development impact and staffing footprint in 28 administrative districts with 55 Area Programmes, 25 PNS projects, 36 grant funded projects, 3 Cluster Field Offices and above 700 staff throughout 22 districts, 43 Sub-districts, 4 City Corporations in Bangladesh is the second the largest national office in the World Vision International Partnership and total annual budget is above 65 million dollars per annum.
∎ World Vision has been working in Bangladesh since 1972. The overall goal of the organization is, `To achieve sustainable well-being of 5 million children by tackling causes and addressing effects of poverty, inequalities and injustices`. The strategies are 1. Improve health and nutrition status of mothers and children, 2. Improve access to and quality of education, 3. Ensure children are protected and cared for, and 4. Increase community resilience.
Job Responsibilities:
∎ Provide overall leadership, oversight, and management support for all aspects of financial management in the National Office. This position is seen as a strategic partner and member of the Senior Management/Leadership Team of the NO, with a focus on ensuring accountability, stewardship, co-leading planning and budgeting processes, providing accurate financial data, analysis, and advice, as well as developing financial strategies that best serve the NO strategic and program objectives. Responsible for the finance staff capacity strengthening, the development and implementation of good internal controls, risk management, and utilization and safeguarding of assets according to WV-approved policies and procedures.
∎ Secondly, provide overall leadership to the ICT team and ensure that the office has reliable, sufficient connectivity and that the organization's information systems and resources are adequately protected.
∎ Thirdly, to provide strategic oversight to the Supply Chain function ensuring that the strategic procurement management as well as leveraging economies of scale is enforced for effective ministry delivery in the country. The position also provides operational leadership in the efficient delivery of high-quality services and responsive solutions regarding Administration Services, Logistics, Transport and Fleet Management, and Security Services.
∎ Fourthly, to provide direction and technical support direction in developing and maintaining country programs' context-specific field security management and initiatives for the WV Bangladesh Programs/Offices in alignment with the Global Centre security standards and relevant to the given security landscape thereby minimizing security risks and promoting staff/assets security and promotes field operation.
∎ Fifthly, to ensure strategic guidance to Government relation and legal compliance to make sure compliance of statutory and legal aspect. Ensure smooth operations of WVB for Foreign Donation (FD) from NGO Affairs Bureau and ensure/confirmation government regulatory framework through ensuring visa, work-permit for expatriate. Advocate and strengthen our partnership with the government entities as possible at all level to realize the desired results.
Additional Requirements:
∎ Age at least 40 years
∎ Both males and females are allowed to apply
∎ Minimum 10 years of experience in Finance & Admin positions with medium to big business/NGO/government agencies
∎ Minimum 5 years of experience in Finance lead positions
∎ Solid knowledge of Accounting Principles, Financial systems, Budget/cash flow monitoring and Internal accounting controls.
∎ Solid understanding of Supply Chain Management (SCM), Information Technology (IT), Security, and Government Liaison.
∎ Ability to solve complex problems and to exercise independent judgment.
∎ Must be able to lead and manage a team.
∎ Good working knowledge of computerized accounting systems, preferable Sun Systems. Must be computer literate in Microsoft Office programs.
∎ Knowledge of government grant regulations and financial reporting requirements preferred.
∎ Knowledge of local accounting system preferred.
∎ Proficiency in written and spoken English.
∎ Good oral/written and interpersonal skills.
∎ Able to work on a cross-cultural environment with a multi-national staff.
∎ Ability to travel within country, regional and internationally.
