Job Context:
∎ USAID/Bangladesh Program Office provides policy and technical support for the whole Mission. The Development Program Specialist (Senior Monitoring, Evaluation and Learning Specialist) coordinates the development of the Mission’s learning agenda and collaborates on a daily basis with technical staff to ensure accuracy and proper use of performance data, to conduct Data Quality Assessments(DQA), and to manage strong and effective evaluations. S/he advises technical teams and offices on Agency and Mission policies, procedures, and guidelines related to Monitoring, Evaluation and Learning (MEL). S/he reports to, and assists, the Team Lead for the MEL unit within the Program Office.
∎ The incumbent serves as the Contracting Officer’s Representative (COR) for day-to-day management of Bangladesh Monitoring, Evaluation and Learning (BMEL) contract. This is the Mission’s $9 million five-year central platform for conducting third-party monitoring, performance and impact evaluations, as well as thematic analysis and sector assessments.
∎ S/he is at the forefront of managing MEL processes to support the Mission’s re-programming approach toward embracing new efforts such as Journey to Self-Reliance and the Indo-Pacific Strategy.

Job Responsibilities:
∎ Advise and coordinate monitoring and reporting for the Mission, and ensure that M&E systems exist that facilitate the use of performance information in decision-making.
∎ o Provide guidance to Technical Offices in the development, review and revision of all project and activity MEL plans across the Mission. This includes selection of appropriate indicators for new activities.
∎ o Ensure an up-to-date Performance Management Plan for the Mission, and that all project M&E plans are linked to it.
∎ o Provide guidance to activity managers in conducting DQAs and review pertinent reports for compliance with Automated Directives System (ADS) requirements.
∎ o Manage internal information and quality performance reporting relevant to Operational Plan, Performance Plan Report processes, and related indicators.
∎ o As needed, assist Technical Offices during performance of site visits. This includes in-country travel to monitor and evaluate programs, conduct assessments, etc.
∎ Learning and Knowledge Management
∎ o Design and implement interventions that advance Collaborating, Learning and Adapting (CLA) throughout the Mission portfolio with a view of enhancing organizational learning. These interventions include but are not limited to evaluations, assessments, special studies, after action reviews, partner meetings, organizational learning surveys, CLA case competitions, etc.).
∎ o Facilitate learning events such as portfolio reviews, “pause and reflect” workshops, and related processes. Disseminate and utilize the findings for overall improvement of the Mission portfolio.
∎ o Ensure that active learning and feedback loops are incorporated in USAID’s field monitoring and verification efforts.
∎ o Ensure that CLA is integrated in all MEL related documents and reports, e.g. MEL plans and Statements of Work.
∎ o Coordinate with the Development Outreach Communication team on knowledge sharing and use of information gathered from activity implementation.
∎ o Maintain an up-to-date database of the Mission’s M&E processes and documents such as evaluation reports, evaluation statements of work, M&E Plans, monitoring tools, and survey reports.
∎ Oversight for MEL Central Contract
∎ o Serve as COR for the mission-wide M&E contract (BMEL), providing oversight for deliverables including third-party monitoring, evaluations, special studies and assessments.
∎ o Respond to mission-wide demands for services and coordinate communication between the contractor and USAID.
∎ o Create tasking requests in accordance to the terms of the contract and oversee their execution through completion.
∎ o Review work plans and reports for completeness.
∎ o Provide technical support to Technical Offices on identifying monitoring, evaluation and assessment needs.
∎ o Promote the sharing of best practices through meetings and documentation.
∎ The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

Salary: Tk. 3164510 - 5763953 (Yearly)
