Responsibilities & Context:

The Deputy Manager, Camp Coordination, leads the management of designated camps within the Rohingya refugee settlements and nearby host communities under the Humanitarian-Development Coexistence Nexus project. The role ensures efficient delivery of multi-sectoral services—such as protection, health, WASH, MHPSS, education, livelihoods, CCCM, and shelter—through coordination with BRAC, government agencies, and humanitarian actors.

Key responsibilities include providing strategic leadership, promoting stakeholder collaboration, ensuring accountability to affected populations, and implementing integrated initiatives. The position also oversees anti-trafficking, legal aid, and psychosocial support services, ensuring alignment with protection standards. Additionally, the role involves project planning, budgeting, risk management, progress monitoring, and close coordination with CiCs, UN agencies, NGOs, INGOs, and local authorities to ensure quality service delivery.

Camp Management and Coordination

  • Lead the coordination and implementation of multi-sectoral integrated services—Health, WASH, MHPSS, Education, Livelihoods, Protection, CCCM, and Shelter—within assigned camps and adjacent host communities.
  • Facilitate effective collaboration among sectoral staff and humanitarian actors through the establishment of streamlined reporting and coordination mechanisms.
  • Act as the primary camp-level liaison with CiCs, UN agencies, INGOs, NGOs, and relevant stakeholders, ensuring harmonized service delivery and addressing service gaps.
  • Oversee the development and execution of integrated services, including streamlining supervision models, consolidating community groups, integrating the roles of outreach volunteers across multiple sectors, and establishing co-located service delivery facilities.
  • Oversee consolidation and capacity strengthening of community groups and volunteers to avoid duplication and ensure inclusive and efficient community engagement.
  • Monitor infrastructure maintenance and development aligned with camp meso-plans, including roads, shelters, and drainage systems using sustainable practices.
  • Participate in joint needs assessments and strategic planning exercises led by the humanitarian coordination system or government authorities.
  • Collaborate with host community leadership to ensure equitable service delivery and promote social cohesion.

Human Trafficking Prevention and Response

  • Ensure capacity development for staff and volunteers, and lead awareness initiatives to prevent human trafficking, including development of IEC materials and campaigns.
  • Ensure comprehensive support to trafficked survivors through psychosocial assistance, safe referrals, and socio-economic reintegration in coordination with partners.
  • Ensure development of prevention and monitoring tools, and lead consultations, workshops, and research on protection risks and trafficking trends.

Project Implementation and Quality Assurance

  • Coordinate the camp-level rollout of HDC project components, ensuring timely delivery of activities and alignment with project objectives.
  • Ensure compliance with funding agency, humanitarian standards and accountability to affected populations.
  • Support capacity building of project staff, sector leads, and community volunteers on integrated service delivery model.
  • Track and evaluate project indicators and outputs, ensuring evidence-based decision-making and adaptive management at camp level.

Leadership, Team Management, and Capacity Building

  • Lead camp-level project team in alignment with other sector focal points and technical experts, ensuring a unified approach to service delivery.
  • Provide guidance and mentorship to team members and volunteers, promoting teamwork, ethical conduct, and a positive work environment.
  • Facilitate orientation and refresher training sessions for camp staff and community groups on roles, responsibilities, and sectoral integration.
  • Engage in the recruitment and performance appraisal of camp-based staff, ensuring quality and accountability.

Operational Oversight and Compliance

  • Monitor camp-level budgets, procurement and activity plan in coordination with branch finance and logistics units.
  • Ensure timely and accurate reporting of project deliverables, maintaining documentation per BRAC and donor compliance standards.
  • Coordinate with technical teams for procurement and distribution of materials.

Safeguarding Implementation:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
