Job Context:
∎ Violent events in Rakhine State of Myanmar, starting in August 2017, led to the displacement of 909.774 Rohingya men, women and children towards Cox`s Bazar district in Bangladesh. The mass and speed of the displacement created an acute humanitarian crisis. Beyond water, sanitation, shelter, food and health, protection is an important issue to address notably when it comes to children who are amongst the most vulnerable in the refugee camps where living conditions are particularly harsh.
∎ In response to this humanitarian crisis, Tdh delivers integrated services and support to children in Cox`s Bazar through provisions of psychosocial support to refugee children, youth and adults and targeted child protection services to the most vulnerable children.
Job Responsibilities:
∎ The Technical Coordinator will lead on capacity building to Tdh and its partners on child protection with a specific thematic focus on Psychosocial Support to children, adolescents and caregivers and community-based child protection interventions through technical content development, training, coaching and mentoring based on a capacity needs assessment. He/she will also support child protection mainstreaming within and outside of Tdh.
∎ Content development:
∎ Review Tdh's PSS intervention model, existing curricula, modules and tools and ensure they are aligned to global inter-agency and internal standards. Develop new material/content when necessary and based on needs.
∎ Design community and staff consultations, participation and feedback into content design, development and implementation. Ensure priority PSS needs are identified in line with community inputs.
∎ Contextualize and adapt new PSS resources based on findings from community consultations including with children, adolescents and caregivers that are gender, age and ability sensitive.
∎ Collect feedback from implementers and modify, incorporate into content accordingly.
∎ Roll-out and capacity building:
∎ Design roll-out plans for PSS curricula, modules and approaches which include review and feedback workshops for new materials, testing and piloting new content/interventions, designing training modules and training implementers and their supervisors on PSS concepts, Tdh's approach and the content itself.
∎ Monitor the implementation of PSS interventions to ensure quality, effectiveness and relevance of interventions. Modify approaches and content on an on-going basis.
∎ Provide coaching and mentoring to PSS facilitators and their supervisors.
∎ Assess PSS and child protection capacity building needs within Tdh and its' partners and support the development of a capacity building plan and its roll-out.
∎ Monitoring and Evaluation:
∎ In coordination with the M&E department and in line with global guidance, develop an M&E framework for PSS interventions, with a particular focus on qualitative indicators of wellbeing.
∎ In coordination with M&E and Information Management teams, ensure safe and confidential management of PSS information, including managing PSS resources as well as regular analysis of PSS trends and needs to inform programming.
∎ Coordination:
∎ Represent Tdh at the MHPSS Working Group, share information and action plans with the CP team.
∎ Ensure that all PSS interventions are designed in line with Tdh's 2019 CP strategy
∎ Support the establishment of strong linkages between case management, PSS, and community-based CP teams.
∎ Ensure PSS interventions are informed by sector identified priorities and integrate key messages from all sectors for a holistic approach.
∎ Contribute to reporting on PSS interventions whether to donors, internally or at inter-agency level.
∎ Staff management:
∎ Manage 5 PSS Officers through daily supervision, work-plan oversight, capacity building coaching and mentoring.
∎ Coordinate with Child Protection Coordinator for validation of PSS model of intervention, review of content, training modules and all key decisions related to the program.
Additional Requirements:
∎ Both males and females are allowed to apply
∎ At least 3 years of professional experience working in child protection in emergencies and/or mental health and Psychosocial support in emergencies, including staff supervision
∎ Significant experience adapting, designing and implementing PSS interventions and curricula with children and caregivers
∎ Significant experience in capacity building and designing, facilitating and assessing trainings
∎ Experience in community consultations, child participation and monitoring and evaluating PSS interventions.
∎ Excellent knowledge of IASC MHPSS standards and CPMS PSS Standards
∎ Experience designing and implementing PSS interventions with a GBV focus is a plus
∎ Professional experience and knowledge of the Rohingya Response context is a plus.
