Job Context:
∎ PHALS (Programme for Helpless and Lagged Societies) is a home grown local Non-Governmental Organization (NGO) started its journey in Cox`s Bazar district since 1992, later on got registration from Ministry of Social Welfare, Bangladesh in 1996, from NGO Affairs Bureau of Bangladesh in 1999. PHALS jointly working with GO/NGO and INGO to empower and protect the less privileged, marginalized vulnerable communities and surrounding environment through multidimensional development interventions.
∎ Bilaterally since July 2020, PHALS has been implementing `Humanitarian Assistance for Host Community project` technical supported by BRAC and financial supported by Department of Foreign Affairs and Trade (DFAT), Australia in Palongkhali and Whykong Unions under Ukhia and Teknaf Upazilas, Cox`s Bazar District, Bangladesh. The project activities have been developed and designed in a way to strengthening social cohesion, localization, protection of women, capacity building of CBO, gender mainstreaming, disability inclusion and disaster risk reduction among the host communities in Cox`s Bazar. It is notable that this project has been implemented under two and half year (2nd March 2020 - 31 December 2022) project entitled, "Humanitarian Response for Rohingya and Host Community in Cox`s Bazar". Thereafter, according to the project organizational development plan, PHALS is looking for a qualified consultant to develop a ten years (2021-2030) strategic plan for the organization.

Job Responsibilities:
∎ • Elaborate strategic plan development process and methodology.
∎ • Conduct a comprehensive external analysis of global trends in SDG period and review links with PHALS activity.
∎ • Reference to Cox's Bazar socio-economic situation and future trends.
∎ • Conduct an internal analysis on PHALS considering points elaborated inside the bracket to identify its strength and gaps. (CRM, constitutional mandate, policies, Gender, Child Rights, Anti-corruption, Employment, Accounting systems, approaches-Accountability matrix, Gender equality, Transparency, Monitoring systems, project cycle monitoring, MIS and risk assessments new projects).
∎ • To identify PHALS's strengths, weaknesses, opportunities and threats (SWOT).
∎ • To review PHALS's mandate, gap analysis, lessons learnt from report and required achievements and non-accomplishments.
∎ • To review different projects of PHALS, insert their Log frames from project documents and establish subsequent review and analysis.
∎ • To review fund raising strategy (approach and procedures) of PHALS, its accomplishments, limitations and future recommendations.
∎ • To conduct consultations with Rohingya and Host and extreme poor in PHALS project areas in the light of PHALS constitutional obligations, targets, process and achievements in past.
∎ • To conduct consultation with PHALS senior, mid and entry level staff (from different program and projects) about PHALS current plan and their future understanding, strategic directions and expectation about PHALS in future.
∎ • Consultation with PHALS EC and general members about their understanding, views, expectations, ambitions and advice about PHALS's systems (governance, succession plan, gap analysis, systems update, accountability, transparency and gender equality) past implementation status and PHALS's future directions.
∎ • Through workshops and or interviews or FGDs to consult with GO institutions, donors and lending organizations of PHALS to check their views about PHALS, reaction to its immediate past plan, share upcoming strategic direction of PHALS, and their views/observation on future strategic direction and expectations from PHALS.
∎ • Prepare a draft strategy, share it with PHALS management and EC and general members.
∎ • Finalize the strategy document and necessary operational plan for years 1-5 incorporating their feedbacks and observations.
