∎ Background:
∎ In December 2019, Social Development Direct, Terre des hommes (Tdh) and GCPS, under the lead of Options, launched a DFID-funded project to ‘Supporting Organisations in the International Aid Sector to Strengthen Their Safeguarding Policy and Practice against Sexual Exploitation, Abuse and Sexual Harassment (SEAH)’. This project is known as the Resource & Support Hub (RSH). It will be articulated around a free, online platform for organisations or individuals working in the aid sector across the world. In the first stage, Tdh will also be working in few ‘pilot’ countries to facilitate access to quality assured guidance and support on safeguarding. In order to ensure users’ centricity in the design of the platform, Tdh is looking to commission individuals to conduct users’ research in Bangladesh.
∎ Purpose and objectives of the users’ research:
∎ This users’ research is intended to provide information to help the design team better understand the behaviours, needs, motivations and potential barriers of future RSH users from a range of different country contexts. The users’ research would encompass three main areas:
∎ 1. The online and mobile technology landscape in Bangladesh, with a specific focus, when appropriate and possible, on grass-roots civil society organizations in remote or conflict areas: Internet coverage, Use of mobile and digital tools, Digital and mobile usage habits and consumption, Digital development plans in the country, etc.
∎ 2. The users’ profiles and environment: Demographics of the users, Digital literacy Online behaviours (social networks, etc), Languages, Any other consideration
∎ 3. Potential users’ use of an online safeguarding platform (qualitative research through FGD with focused potential users). This research is an attempt to answer the question: ‘how best would the safeguarding hub help users to improve safeguarding’? In sum, we are trying to understand what would be useful for these users and their expectations from an online platform, including: Understand what kind of support users need (e.g. would they be looking for help to write a proposal, deal with an emergency, fulfil donor expectations)? What information would users be looking for? What other similar online platforms do users consult? What do users like about them? What features are the most interesting/ should be improved, etc? which are never used? etc., What would users expect from a safeguarding platform? How users would interact on a safeguarding online platform? What are users’ main concerns? What would be the pain points?
∎ The first two aspects could be drawn from an analysis of literature review, statistics, etc available online or in publications. The third area of questions relating to the use of the online platform would require qualitative research with key informants and potential users. The numbers of participants involved in the qualitative research does not need to be high, but the quality of information, understanding of needs, behaviours, motivations and expectations will be critical.
Job Responsibilities:
∎ A. Guided by the interview guide, the consultant will be responsible for leading the users’ research. More specifically, s/he will:
∎ 1. Ensure appropriate contextualization and translation of the research questions as needed and appropriate
∎ 2. Coordinate with the online platform team
∎ 3. Organize focus group discussions with users (minimum 4 FGD) and interviews
∎ 4. Conduct the research, with collection of primary and secondary data
∎ 5. Provide data in a structured way to facilitate analysis based on template provided
∎ 6. Produce a short, no frills report on findings based on template provided
∎ B. Parameters of the users’ research:
∎ A minimum of 4 Focus Group Discussions (FGD) should be organized by the consultant. (It is recommended that the consultant has a note-taker for the FGDs).
∎ Each FGD should last no more than 2 hours. Number of participants within one FGD should be around 6 to 9 with a maximum of 10. We would expect to collect feedback from a minimum of 25 users’ overall. At least one FGD should be conducted in a remote/ rural area outside the capital city, possibly in a humanitarian context. This should be discussed and agreed with the online hub team.
∎ Participants*** to be consulted as part of the users’ research should include: Local CSOs (humanitarian organization, women’s rights activists, child protection actors, etc),, Organization or network of Disabled persons, Local or international NGO, Private sector company working in the aid sector, DFID officer - *** At least half of the users’ contacted should be DFID recipients.
∎ Secondary research should look into country specific data and information about the mobile and internet technology landscape, as well as generally available data about the potential users of the Hub (e.g. data on the NGO community, what language potential users speak, their access to technology, etc.).
∎ C. Final deliverables:
∎ Excel sheet listing the responses of individuals in English, A maximum 10-page report based on a template in English
∎ Consultancy is expected to amount to approximately 7 working days and the deadline for deliverables is mid of March 2020. Work is likely to involve approximately 2 days of preparation, including sourcing any existing secondary data, planning FGDs, and translation of the questions as necessary; 2 days of travel; 2 days of FGDs; 1 day for writing up the report and data.).

∎ Strong analytical and critical thinking skills
∎ Fluent in spoken and written English and local languages of the country of implementation
∎ Commitment to and interest in safeguarding issues.
