Job Context:
∎ Community Outreach Assistant (COA)- Primary Health Care Centre (PHC & MPCC).
∎ The project will be implemented in camps 26 and 27 with the aim of contributing to a protective
∎ environment for refugee and host communities in Teknaf.
∎ The project is an integrated response across three sectors: Child Protection, Health and Water, Sanitation & Hygiene (WASH).
∎ Key Selling Points : Community Outreach Assistant (COA) will responsible for disseminate key messages within the community under his/her responsibility through home to home outreach and awareness raising sessions on the basics of Health, WASH and Child Protection etc.
∎ Location : Rohingya Refugee camp no. 26, 27 Teknaf, Cox`s Bazar, Bangladesh.
∎ Reports to : Community Outreach Officer / Child Protection (CP) Team Leader / CP Project Manager
∎ Start date : Immediate
∎ Contract duration : Total project duration - 24 Months but initially Up to 31st Aug 2021 after successful completed provision period of 1st 03 Months, full-time position (with possibility of contract extension)

Our main areas of work include Women`s Leadership development & empowerment, Child protection, Gender/VAWG, Social & Environmental compliance in the RMG Industries, Life-skills education and humanitarian response & DRR in emergency situations as well as Rohingya refugee crisis (General distribution, Food security & livelihoods, Shelter/NFI development, WASH, Health, Hygiene & Nutrition, Protection (GBV, SRHR, MHPSS), Child Protection, Education, Site development, Energy & Environment sectors) etc.
∎ Operational/Context Role:
∎ AGRAJATTRA is looking for an experience, competent and dedicated Community Outreach Assistant (COA) for the project titled Raksa : Ensure safe and dignified access to life-saving integrated services to the Rohingya population and host communities in Cox`s Bazar district, Bangladesh.
∎ GOAL: To enhance the safety and dignity of Rohingya refugees and host communities in Bangladesh through integrated, multi-sectorial humanitarian assistance. The project is funded by PRM (USAID) through TDH.
∎ The project components are Objective : To increase access to quality protection services, strengthening case management and referral processes, based on community empowerment mechanism.
∎ The Community Outreach Assistant (COA) will responsible for disseminate key messages within the community under his/her responsibility through home to home outreach and awareness raising sessions on the basics of Health, WASH and Child Protection to the affected populations of Rohingya & host community people in Regular basis through Primary Health Care Center (PHC) operating by TdH and Multi purpose community centre (MPCC) and Community Mobilization at camp & rural areas. The project is an integrated response across three sectors: Child Protection, Health and Water, Sanitation & Hygiene (WASH).
∎ Workplace : Work at office & Rohingya refugee Camps & Host community areas.

Job Responsibilities:
∎ Disseminate key messages within the community under his/her responsibility through home to
∎ home outreach and awareness raising sessions on the basics of Health, WASH and Child Protection.
∎ • Inform communities about Tdh services provided
∎ • Ensure safe, timely and confidential referrals of individuals in a need of specialized support or
∎ assistance (e.g. medical assistance, child protection case management, psycho-social support etc.)
∎ • Monitor, collect and report to the Community Outreach Team Leader any information linked to
∎ the living conditions and the health situation of the population (e.g. food security, vaccination
∎ status, nutritional situation, detection of medical needs of the population, number of people
∎ arriving or leaving the community, births and deaths in the community, vaccination status of
∎ children, etc.)
∎ • Maintain confidentiality regarding all information observed or registered
∎ • Support community-based mechanisms
∎ Map existing community structures and identify community mechanisms for preventing and
∎ responding to child protection, health and WASH issues
∎ Identify vulnerable groups in the community as well as positive role model and engage with
∎ Support existing structures though community outreach and mobilization
∎ • Support community-led advocacy and access to services :
∎ Link the community to service providers and local government stakeholders
∎ Support the community to lead in developing local service mapping and referral pathway,
∎ including feedback on quality of services
∎ Raise feedback from community on quality and gaps in services to the Community
∎ Outreach Team Leader
∎ • Operational management of activities
∎ Document the minutes and attendance lists of all community-based meetings and
∎ sessions
∎ Submit weekly reports to the Community Outreach Officer & Team Leader.
∎ Other responsibilities
∎ • Fully comply with AGRAJATTRA Code of Conduct and ensure Child Safeguarding Policy is upheld at all times.
∎ • Ensure adherence to AGRAJATTRA & Tdh standards and quality requirements in all the project activities.
∎ • Accept other responsibilities as assigned by the Line Manager.
∎ Child Protection/ Safeguarding :
∎ Promote and ensure CP activities are in line with the Child Protection Minimum Standards and humanitarian principles.
∎ Ensure CP activities are well-integrated in Bangladeshi child protection system.
∎ Report serious cases of abuse committed against children to the CP Project Manager/coordination team. Strict confidentiality must be respected.
∎ Coordination and representation :
∎ Work in close collaboration and coordination with other stakeholders & partners and the key actors (formal and informal community leaders, local authorities, donor representatives)
∎ Participate in fora and meetings held at the Camp / host community level, when relevant and necessary
∎ Others as needs for project :
∎ Effective communication and coordination (Internal and external)
∎ Coordination with stakeholders at camp level service/ host community,
∎ Coordination with union/camp level stakeholders.
∎ Develop networking and rapport building with GOs, NGOs and Private sector actors for achieving project goal and objectives as per planned schedule.
∎ Reports to :
∎ Community Outreach Officer/ Child Protection (CP) Team Leader/CP Project Manager.
∎ Submit weekly reports and ensure all information is updated.
∎ Submit Monthly Work Plan of CP work.
∎ Networking :

∎ Experience working in Rohingya camps is a significant advantage
∎ At least 02 year experience in same position.

∎ Languages:
∎ Fluency in English and Bangla (written and spoken) and excellent writing skills.
∎ Fluent in Chittagong and Rohingya dialect, good mastery of English.

Salary:
∎ Tk. 20000 (Monthly)
∎ As per Staffs appraisal yearly the 5-10% Salary will increase if any fund available in the project.
