  • Experience:

  • Minimum 3 years of experience in humanitarian or development programmes, preferably in food assistance, beneficiary management.

  • Previous experience working with a Help Desk or Complaints and Feedback Mechanism (CFM) will be preferred.

  • Experience in database/ beneficiary data management.

  • Experience including inclusion and exclusion processes, will be given preference.

  • Experience working with refugee or crisis-affected communities is an advantage.

  • Additional Requirements:

  • Must know the local Chattertonian language.

  • Advance computer skills (Pivot table, Formulas and graphical presentation).

  • Strong commitment to safeguarding, protection, and humanitarian principles.

  • Good communication and community facilitation skills.

  • Strong understanding of beneficiary identification, inclusion, and exclusion processes.

  • Ability to work in a team and coordinate with multiple stakeholders.

  • Prior experience in General Food Assistance (GFA) programme will be considered an added advantage.

  • Knowledge and Competences:

  • Excellent communication and interpersonal skills.

  • Understanding of issues related to food security and livelihood.

  • Familiarity with relevant monitoring and evaluation tools and methodologies.

  • Must have a ‘hands-on’, practical mentality, be self-driven, and be very self-motivated



Responsibilities & Context:

Young Power in Social Action (YPSA) <www.ypsa.org> is an organization for sustainable development, working in the greater Chattogram including Hill Tracts (CHT), Dhaka and Sylhet division since 1985 (International Youth Year). YPSA has been implementing a project titled “General Food Assistance (GFA) Programme” at the Refugee camp, Ukhiya Upazila in Cox's Bazar with the support of WFP.

Job Title: Community Engagement and Identity Management (CEIM) Associate

Job Description/Responsibilities:

The CEIM Associate will be responsible for supporting beneficiary identification and verification processes, managing and updating beneficiary databases, facilitating inclusion and exclusion exercises, strengthening community engagement, and ensuring effective communication, feedback, and referral mechanisms in line with WFP and YPSA guidelines.

Key Responsibilities

  • Beneficiary Identification and Management:

  • Conduct category-wise beneficiary identification for the General Food Assistance Programme in line with GFA criteria and WFP active list.

  • Utilize and verify WFP-shared active beneficiary lists to ensure accuracy and eligibility.

  • Support beneficiary inclusion exercises to identify newly eligible households following approved criteria.

  • Support beneficiary exclusion exercises, including verification of ineligible or duplicate cases, in coordination with relevant teams.

  • Maintain proper documentation for inclusion and exclusion decisions.

  • Lead beneficiary inclusion and Exclusion exercises, including:

  • Planning and coordinating inclusion activities at the field level.

  • Facilitating community-based verification to identify newly eligible households.

  • Ensuring inclusion decisions are evidence-based, transparent, and compliant with approved criteria.

  • Documenting inclusion outcomes and updating beneficiary records accordingly.

  • Coordinating verification of ineligible, duplicate, or no-longer-eligible households.

  • Supporting field-level assessments and community validation processes.

  • Ensuring exclusion decisions follow due process, accountability, and protection principles.

  • Maintaining clear documentation and justification for all exclusion cases.

  • Support beneficiary inclusion and exclusion exercises in close coordination with Programme, MEAL, Protection, and CFM teams.

  • Maintain proper documentation, approvals, and records related to beneficiary inclusion and exclusion decisions.

  • Ensure beneficiaries are informed appropriately about inclusion and exclusion processes through proper communication channels.

  • Database Management:

  • Ensure updating beneficiary databases to ensure accuracy, completeness, and data integrity.

  • Support data cleaning, verification, and reconciliation with WFP systems and internal records.

  • Ensure confidentiality and protection of beneficiary data in line with data protection standards.

  • Beneficiary Referral and Follow-up:

  • Identify beneficiaries requiring referrals to relevant services and support mechanisms.

  • Coordinate with concerned teams and partners for beneficiary referrals.

  • Conduct follow-up to track referral outcomes and document results.

  • Community Engagement:

  • Support beneficiary sensitization planning and follow-up to ensure understanding of GFA objectives, entitlements, and processes.

  • Support regular community engagement activities to promote transparency, participation, and trust.

  • Emergency Preparedness and Response:

  • Prepare and maintain updated lists of affected beneficiaries for emergency response situations.

  • Ensure availability, accuracy, and timely updating of beneficiary databases and master lists for use during any emergency response.

  • Coordinate with programme and relevant teams to support rapid beneficiary verification and response planning during emergencies.

  • Safeguarding, Protection, and Compliance:

  • Ensure compliance with YPSA safeguarding policies to protect team members and beneficiaries from harm, abuse, neglect, harassment, and exploitation.

  • Promote and enforce safeguarding practices, including Gender Mainstreaming, Protection, Prevention of Sexual Exploitation and Abuse (PSEA), and Accountability to Affected Populations (AAP).

  • Follow and encourage adherence to safeguarding reporting procedures for any reportable incidents.

  • Ensure the safety and well-being of beneficiaries during all programme activities.

  • Comply with organizational policies, including child protection, health and safety, equal opportunities, and the code of conduct.

  • Coordination and Reporting:

  • Work closely with Programme, MEAL, Protection, and CFM teams to ensure integrated implementation of CEIM-related activities.

  • Participate in coordination meetings and field-level reviews as required.

  • Prepare and submit regular activity reports and updates to the supervisor.
