Job Context:
∎ Terre des hommes Foundation (Tdh) is the leading Swiss INGO focusing on child rights. It is active in more than 30 countries with development and emergency projects. Tdh interventions are focused on the three programs: Health, Migration and Access to Justice particularly for vulnerable children. Tdh Foundation has a transversal approach towards Child Protection programming and it cuts across all the thematic areas while also has been considered as one of the key value propositions in its business model. The Child Protection expertise within Tdh Foundation aims to develop high quality, evidence-based knowledge and know-how adapted to fragile contexts, conflict zones, and development to improve the protection of children`s rights and their right to protection from all forms of violence (art 19, 34 CRC) in collaboration with and in support of the three core programs. The Tdh Foundation global strategy 2021-2024 specifies that the will have demonstrated that rights-based participation, empowerment, and active involvement of children and communities in defining and implementing responses are essential to improve child protection.
∎ Tdh is working in Bangladesh since 1974, with operations in Kurigram district, Dhaka district and Cox Bazaar district. Currently, Tdh is implementing programs on Health, Access to Justice (social cohesion and conflict resolution) and Migration, integrated by the transversal expertise WASH and Child protection. Tdh interventions in Bangladesh are both in development and emergency context.
∎ Following the massive displacement of more than 800,000 people into Bangladesh since the end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on Health, WASH, Child Protection and Social cohesion. Alongside, Tdh is implementing the CLARISSA project in Dhaka slums aiming to build a strong evidence base and generate innovative solutions to the worst forms of child labour (WFCL) and will explore how to take these solutions to scale.
∎ Tdh in Bangladesh has started the process of integration of emergency and development approaches and aims to capitalize its institutional learning for further programme expansion and to create critical pathways for evidence-based advocacy.
Job Responsibilities:
∎ The selected candidate will ensure the quality, effective and efficient management of Tdh’s CP projects at all stages of the project cycle both through staff management and technical supervision in line with Child Proteciton guiding principles . S/He will directly supervise field-based CP Activity Coordinator, Case Management Technical Manager, and provide technical support to the child protection team including Team Leaders to implement CP project activities in the camps in Ukhiya and Host community.
∎ S/He works with all relevant government stakeholders and authorities at district and community level (civil, religious, police, militaries and all other services) including donor agency for a better implementation, acceptance and ownership in improving the conditions of the target population. S/He will and ensure that child protection principles, CPMS and Tdh’s child protection in humanitarian crises policy are being incorporated into all aspects of project activities implementation. S/He will conduct his or her duties in respect of Tdh Global Code of Conduct and Risk Management Policies
∎ Tdh expects that its contractors’ professional conduct reflects proper behavior in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des Hommes and defends in all circumstances the interests of the movement.
∎ Main Tasks
∎ Project Cycle Management:
∎ - Contribute and feed into project design stage through facilitating and coordinating internal and inter-agency technical needs assessments, drawing lessons learned from previous or external interventions, staff and community consultations (including with children);
∎ - Contribute to project development, ie (but not limited to) write the project narrative reports, concepts notes and proposals, LogFrame indicator and target, budget, workplan, procurement and monitoring & evaluation plan;
∎ - Lead on implementation of project activities through following-up on workplans, expenditure, procurement, progress against indicators and capacity needs;
∎ - Address roadblocks to implementation through field visits, staff discussions and problem solving.
∎ - Contribute to learning through ongoing and end-of-project monitoring and evaluation, both qualitative and quantitative;
∎ Staff Management and Capacity Building:
∎ - Draft/update Job Descriptions for CP subordinate staff ensuring standardization through the CP Coordinator. Manage the recruitment process for positions in the team, including drafting technical tests, interview questions and following-up on screening, short listing, interviews and offers with HR;
∎ - Ensure all new staff receive a quality, standard and comprehensive induction on CP and TdH Child Protection Framework;
∎ - Ensure all staff in the team have a personalized capacity building plan that includes both CP technical competencies and professional competencies and receive regular feedback on their performance with recommendations for improvement;
∎ - Monitor performance of team members on the job, providing coaching mentoring and linking them to training opportunities when needed;
∎ - Support team members to positively address disagreements / resolve disputes and promote staff care;
∎ - In addition, support Community-Based Team to effectively and efficiently implement the Community-Based Protection Activities and mobilize the community people on child protection mechanism;
∎ Reporting and Information Management:
∎ - Compile CP activity narrative and quantitative reports into monthly, quarterly, interim or final internal/donor reports both;
∎ - Compile field information into reporting requests from the sectors (5W, sector assessments/reports);
∎ - Ensure the safe, confidential collection, storage, access and analysis of all CP data both hard copies and electronic;
∎ - Provide technicalsupport the Case Management Team to effectively and efficiently use the CPIMS+;
∎ Coordination and representation:
∎ - Represent TdH at field and sector coordination meetings in the camps and Ukhiya ;
∎ - Manage donor, create linkage, networking, liaison, and functional relations with donor and other stakeholders.
∎ - Oversee CP Activity Coordinator’s responsibilities to CiCs Reports and Needs Assessments signing;
∎ - Coordinate regular meetings with the project team under Her/His supervision to ensure that administrative/HR/Log challenges are timely addressed, lessons are learned, experiences exchanged, and feedback of the beneficiaries is effectively incorporated into camp-level programming;
∎ - Support Field Coordinator/ Base Manager in developing different reports, and coordination and communication with relevant stakeholders.
∎ Child Protection/ Safeguarding:
∎ - Promote inclusion and equal access for every child, paying particular attention to the most vulnerable and at-risk children, children with specific needs;
∎ - Always maintain strict confidentiality regarding information and data sharing of beneficiaries;
∎ - Report serious cases of abuse committed against children to the CP Project Manager; strict confidentiality must be respected;
∎ - Promoteand ensure project activities are in line with the Child Protection Minimum Standards and humanitarian principles;
∎ - Ensure that project activities are well-integrated in the Bangladesh Child Protection System and humanitarian response practices and guidelines;
∎ - Ensure TdH Global Code of Conduct is respected at all times, cases of abuse are reported through established reporting channels in a timely and confidential manner;
∎ Other:
∎ - Provide support to other CP Projects if required;
∎ - Provide technical support to develop Project Proposals;
∎ The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.
Additional Requirements:
∎ - Experience in managing Child Protection projects, including budget management;
∎ - Experience developing Child Protection proposals to UN donors;
∎ - Experience managing teams of staff members;- Full written and oral English and Bengali proficiency, Rohingya language proficiency is a plus;
∎ - Experience in CP case management or PSS is a plus;
