Educational Requirements:
∎ Bachelor of Science (BSc) in Civil Engineering, Diploma in Engineering in Civil Engineering

Experience Requirements:
∎ At least 3 year(s)

Job Responsibilities:
∎ Implementation of the project in target location/s-60%.
∎ Responsible for all technical activities of small-scale infrastructure and climate adaptive engineering activities at assigned location/s under the supervision of the district Project Manager.
∎ Facilitate local-level Adoption planning.
∎ Identify the WASH and climate change adaptation-related schemes guided by LLA.
∎ Ensure the selection of beneficiaries and schemes according to criteria defined in the proposal and validate it by respective authorities.
∎ Conduct feasibility studies of the schemes, Prepare the design and estimation of the scheme.
∎ Prepare BOQ and take necessary steps for contract out.
∎ Ensure the NOC after the selection of the scheme with relevant stakeholders.
∎ Ensure Quality in implementation.
∎ Monitor the scheme implementation.
∎ Settle the expenditure with the final report.
∎ Support to Prepare Community-level LAPA and DM plan reports.
∎ Support to Implementation of Co-financing activity in the Project area.
∎ Ensure inclusion of gender, persons with disabilities, elderly and other vulnerable communities according to the IR Principle and guidelines during participant selection and other steps of implementation.
∎ Implementation of the assigned project's technical activities.
∎ Prepare field movement and technical activity plan, approve it with the supervisor and ensure strict alignment with the plan.
∎ Support / Participate in different need assessments, impact evaluations, post-distribution monitoring (PDM)/ need assessments, Evaluations etc.
∎ Ensure other planned activities such as various workshops and meetings.
∎ Maintain coordination and cooperation with the other team.
∎ Engage in effective community mobilization within IR guidelines and compliances.
∎ Be aligned with the agreed time, cost and quality constraints of the project to enable delivery of the agreed outputs and/or benefits.
∎ Support to ensure Complaints and feedback Mechanism (CFM), Child Protection, Safeguarding & Gender Sensitivity issues in relation to project activities.

∎ Ensure effective monitoring of project intervention-10%.
∎ Regular monitoring of infrastructure construction/ DRR /LLA activities at the beneficiary level.
∎ Monitor the working progress & ensure the quality of project activities, and materials & inform the project focal / supervisor.

∎ Capacity building initiatives-10%.
∎ Capacity development training facilitation for all the project participants and DMCS, CBOS, and youth leaders.
∎ Training follow-up, hands-on training at the HH level, and training refreshers.
∎ Supportive supervision of subordinate staff and CBO/SHG/REG leaders to carry out their routine work effectively.

∎ Ensure effective reporting, appropriate archiving and visibility according to the project's needs-10%.
∎ Prepare bills & check the vendor's bill vouchers.
∎ Support the supervisor in preparing the monthly, quarterly, interim, and final narrative reports as per the proposal and project needs.
∎ Assist supervisor in preparing monthly progress reports.
∎ Prepare, approve, organize, and preserve all project-related documents as assigned by the supervisor within due time.
∎ Develop KOBO questionaries and Data screening and prepare the final list.
∎ Prepare or collect media & communication materials (Photographs, Case Studies, etc.) required to ensure project visibility.
∎ Assist in archiving the project documents (hard copy and electronic copy) as per IR guidelines.

∎ Ensures comprehensive and effective communication, coordination and advocacy with different stakeholders-5%.
∎ Ensure effective networking and coordination with Union and Upazila offices.
∎ Establish and maintain an effective coordination mechanism with key stakeholders of the project.
∎ Represent Islamic Relief Bangladesh in coordination meetings at Union and City levels.
∎ Assist in the phase-out meeting and lesson-learned workshop for further organisational development.
∎ Collect successful Co-financing completion letters from relevant authorities.

∎ Other Requirements-5%
∎ Participate & involved with seasonal programs (Ramadan, Qurbani, Winterization etc.) activities.
∎ Support in the procurement of materials like requisition, follow-up etc.
∎ Facilitate donor/external visits and ensure that recommendations of visitors are addressed.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, exploitation, Fraud, Bribery or money Laundering to achieve the program's goals of safeguarding implementation and acting as a key source of support, guidance, and expertise on the safeguarding of harm, abuse, neglect, harassment, and exploitation, Fraud, Bribery & Money Laundering for establishing a safe working environment
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey the IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects.
∎ Perform any other duties assigned by the supervisor.

Additional Requirements:
∎ Age at most 40 years
∎ This Assistant Project Officer-Technical position will be responsible for 20% in Sylhet, 20% in Shyamnagar, 20% in Koyra 20% in Monirampur and 20% in IRB Country Office at Dhaka.

∎ This position also requires experience in working with:
∎ Climate-resilient integrated infrastructure, WASH and Climate Change Adaptation related to small-scale infrastructure planning, designing, estimation, and implementation.
∎ Working Experience in a coastal and flood-prone area.
