Sectoral Experience
Essential
• Minimum 3 years’ experience implementing Shelter and Site Development activities in humanitarian response settings for Forcibly Displaced Myanmar Nationals (FDMNs).
• Proven skills in program planning, shelter and site development analysis, and SCCCM sectoral priorities.
• Experience in report writing and developing M&E checklists.

Responsibilities & Context: Ensure Effective Shelter-SD Activities in camps with raising technical efficiency & awareness- 30%
- Facilitate and supervise daily Shelter-SD activities in Camps areas Under the AoR for FDMNs.
- Through Field Facilitator & community Mobilizers to conduct daily monitoring visit to Shelter-SD facilities to ensure that the whole SCCCM system is well functional with less risks and to ensure best uses.
- Follow and ensure that gender, protection, local culture, and other important cross-cutting concerns are taken into account in program implementation, and reporting.
- Plan and ensure the distribution of Shelter kits and promote effective use of all distributed items through conducting PDM.
- Design BCC/IEC materials related to the Shelter-SD activities and develop the associate program. Drawing & designing of the shelter & site development work.
- Setting up of rightsholders and conduct awareness sessions/activities in Camps/Block.
- Prepare individual work plans according to project activity.
- Follow the individual work plan for quality control of project activities.
- Prepare a business plan at the Camps/Block level and execute it as per the proposal and organizational guidelines.
- Follow SCCCM guidelines and standards.
- Supervise and monitor each stage of the Shelter-SD activities.
- Ensure that standards and instructions are given by the line manager and Islamic Relief Bangladesh procedures.
- Monitor the working progress & ensure the quality of project activities & inform the Project Manager.
- Plan, Arrange & Facilitate staff & Volunteers capacity building training for the whole project period on Sector guideline updates.
- Organize Different awareness day celebration on Sector.
Project intervention monitoring & Beneficiaries selection according to the IR Principle and guideline- 25%
- Monitor the Shelter & SDs construction and regular repair periodically in the Ukhiya responsible area AoR.
- Ability to cross-check Shelter materials quality as well as assessment report at HHs level.
- Facilitate technical guidance of Shelter & SDs from SCCCM and ISCG.
- Provide detailed plan and Post Distribution Monitoring (PDM) for shelter kits and top up kits distribution beside utilization progress.
- Follow up House to house repairing activities, prepare and compile data input of utilization through PDM as well as materials tracking.
- Guide and assist community mobilization and sensitization for Shelter awareness activities.
- Ensure Do No Harm, Sphere guideline and CHS introduced in community engagement.
- Liaise with other actors, campaign and ensure that solid waste is well and safely disposed.
- Participate in the site selection of Shelter facilities construction.
- Conducting Trainings (for community volunteers, Mazhi, Imam and basic mobilization skills.
- To conduct various meetings with CBC, Majhi, caretaker, and user groups.
- Form community lead User group & volunteer group, religious leader.
- Conduct door-to-door survey to finalize beneficiaries as well as materials assessment.
- Supervise the beneficiary’s identification as per fixed selection criteria and by the methodology fixed by IR.
- Conduct FGD with different stockholders and communities at Ukhiya Camps.
- Participate in various demographic assessments like facilities, households, SDs, and CFW surveys.
- Conduct community-based meetings to identify sustainable, durable, and locally acceptable infrastructure in Ukhiya.
Networking and coordination with different shelter stakeholders- 15%
- Trains and inform existing new staff on budget procedures, making sure that they are understood and adhered to according to each donor’s requirements, also keeping everyone updated on any changes to these.
- Assist in organizing inception meetings at different levels to get better understanding through coordinated way.
- To Participate in various coordination meeting as Shelter & SDs sector meetings, CiC coordination meetings.
- Organize various working relationship-building orientations and training.
- Linkages with government officials, CiCs, CMOs, UN agencies and NGOs.
- Ensure the NoC after the selection of the scheme with relevant stakeholders.
- Communication and collaboration with SMSD, CMO, focal agencies (Sector).
- Coordination & networking with key stakeholders.
- Participate in various personal development training, orientation, and workshops.
Project reporting and documentation- 20%
- Writing weekly reports to line manager, and verbal reports whenever necessary.
- Draft the filed visit, PDM and training reports in quality and submit to the team leader.
- Preparation of session/meeting/orientation plan and training reports for all sorts of trainings/orientations.
- Provide monthly activity reports to CiCs, SMSD, CMO, sector and other agencies.
- Maintaining all the hard records of distribution and activities at office level and ensuring soft data is maintained for all Shelter & SD activities.
- Ensure time sheets/field report of all volunteer, team members submitted well on time.
- Collect sector/project completion reports according to requirements against FD7.
- Provide the necessary document to Shelter focal points, agencies etc.
- Prepare and submit a plan of the weekly activities to the line manager.
- Report back on any problems and constraints encountered during the activities and suggest operational solutions.
- In collaboration with the Shelter Project Manager, ensure budget planning and logistic arrangements for day-to-day shelter activities.
- Making and follow-up of internal purchase requests, quality control of material delivered by suppliers, planning team movements with logistics.
