∎ Bangladesh Institute of Labour Studies-BILS is the only labour institute of the country. As an apex organization on labour issues, BILS endeavors to uphold the causes of working people and trade unions of Bangladesh. 12 major National Trade Union Federations are associated with BILS. BILS believes that a just and democratic society is must to ensure the rights of working people and as vanguard of protecting workers` rights the Trade Unions can play a vital role. Keeping this in view,since inception BILS has been working for capacity building of the Trade Unions through training, education and information services. Protecting workers rights is the main objective of BILS and it strives to promote just and worker friendly policies and laws in Bangladesh. It also plays a catalyst role in bridging trade unions, civil society and the government on labour market issues.Considering those factors, BILS has built partnership with CARE Bangladesh for USAID`s Women Thrive in Bangladesh Activity under dignified work program. The Thrive Activity is funded by USAID and PVH, which envisions economically empowering women by creating decent work and ensuring a life of dignity. It specifically aims to enhance the skills, leadership, and collective action of female workers in RMG and informal sector for greater security in life and livelihoods, increase the resilience of women workers and their communities to adapt to and recover from COVID-19-related impact on life and essential services and increase the responsiveness of institutions to address the impact of COVID-19 and gender equality in the world of work. It will reach around 100,000 women in Dhaka, Gazipur, Ashulia, Savar, Narayangonj, and Chittagong to create decent work opportunities.
∎ BILS is currently looking for an Advocacy Officer for USAID`s Women Thrive in Bangladesh Activity, to contribute to the area of advocacy, communication and documentation. She/he will work under the direct supervision of Director, BILS and in close cooperation with Advocacy and Communication Officer of CARE Bangladesh. She/he will responsible for Advocacy Planning, Implementation and Reporting to the Management. She/he will help to design annual work plans, advocacy budgets, and conducting training and workshop closely with TU Structure & workers for capacity building. She/he will provide support to plan, organize and conduct workshops/seminars/meetings etc. and produce the progress report of implementation to the BILS project management and prepare periodic and final reports of the project for Funding Partner and interested parties.

Job Responsibilities:
∎ Project Planning, Implementation and Management:
∎ Support the project management to prepare annual, monthly and quarterly operational plans for the project;
∎ Take lead in implementing the operational plan of the project.
∎ Organize events, meetings and campaigns to ensure that the advocacy plan is active and moving forwards
∎ Support the admin and finance for the smooth implementation of the project.
∎ Participate in conferences, seminars, workshops, training sessions and meetings in representing project in favour of the project management.
∎ Advocacy:
∎ Develop advocacy plan focusing the progress of C190 and way forward for up-streaming the ratification issues closely with CARE
∎ Support CARE for smooth completion of research and studies undertaking by Thrive Activity
∎ Take lead to implement advocacy plans and ensure participation of all relevant stakeholders
∎ Take a lead in organizing advocacy events with relevant stakeholders like Ministry of Labour and Employment, DIFE, BEF, BGMEA, BKMEA, Govt. CSOs etc.
∎ Engage Trade Union, Employer Association, civil society actors and others in project implementation including supportive media personnel to cover issues as and when required.
∎ Ensure adequate media coverage and support to develop all publication related activities for Thrive Activity
∎ Ensure there is continuous information flow on advocacy events, meetings, initiatives among the stakeholders.
∎ Design and implementation of campaigns for the ratification C190
∎ Documentation & Publications:
∎ Documentation of the project events and lesson learnt.
∎ Collect and document project stories for sharing, learning and advocacy.
∎ Documentation and articulation of grassroots realities in line with the project objectives especially on the ratification progress of C190.
∎ Develop and distribution publications relating to project objectives especially on the ratification progress of C190.
∎ Reporting and others:
∎ Write activity based reports and. monthly, periodic, yearly and final report, and any other reports required for funding partner and other interested parties;
∎ Undertake any other task required for the better implementation of the project.
