∎ IFDC is recognized by the Government of the People`s Republic of Bangladesh as an International Organization. IFDC established its Asia Divisional Office in Dhaka Bangladesh and enjoying diplomatic status under the same Government declaration.
∎ IFDC is recruiting for the above project in Bangladesh.
∎ The Feed the Future Bangladesh Climate Smart Agriculture Activity funded by United States Agency for International Development (USAID) will work in 21 Feed the Future Zone of Influence (ZOI) Districts targeting 900,000 farmers and 2,485 private sector enterprises including 10-20 big companies. The Activity`s purpose is to: facilitate farmers, firms, and public sector actors to increase the sustainable productivity and diversity of smallholder farmers through a more resilient and inclusive food and agriculture production system in Bangladesh. The goal is to sustainably improve food security and the nutritional status of the rural population, decrease the incidence and severity of poverty among the rural poor, and better adapt agriculture systems to meet the threats and challenges linked to climate change-related events, thus transforming farming systems through climate-smart agriculture (CSA). Mainstreaming women and inclusive development presents a significant opportunity. Meaningful participation of women is essential to purpose and goal achievement.
∎ The Activity will result in marked improvements in smallholder farmers` access to and use of high-quality CSA technologies and practices as well as CSA inputs, to improve productivity of target crops such as rice, pulses, legumes and vegetable and other suitable crops. More than 200 model CSA villages will be developed in the ZOI districts with a village farm area group seeking advice on how to set up and operate an agriculture cooperative to serve area farmers with CSA input supply and sale of harvested crops by linking farmer-members to buyers. These 200 villages will be advertised as model villages and gradually spread all over the country. Farmers` incomes will increase, bolstering food and nutrition security.
∎ The three intermediate results (IR) of the Activity are:
∎ IR 1: Increased availability of climate-resilient varieties of target crops through seed system strengthening.
∎ IR 2: Enhanced market delivery of climate-adapted innovations of agro-inputs, including seeds, practices, and climate information services.
∎ IR 3: Increased smallholder farmer application of climate-smart agriculture technologies and practices.
∎ IFDC is seeking to recruit a qualified expert to fill the position of Access to Finance Officer, to be based in Dhaka or one of the Activity field offices.
∎ The Access to Finance Officer will coordinate the financial institutions` support to promote inclusive finance policies and support the Activity, to facilitate affordable access to financial services for small farm households, small and medium entrepreneurs (SMEs) and the unbanked and underserved populations, leveraging innovative and CSA technology-led solutions to achieve the ultimate goals of near universal access in the Activity. He/she will lead in development, improvement, and evaluation to ensure the quality and effectiveness of the Financial Inclusion component of the Activity and will provide strategic leadership and direction to deliver this component successfully. S/he will lead development and execution of the overall strategic vision, goals, and objectives of the access to finance component.

Job Responsibilities:
∎ Identify best practice and trends, including role of CSA technologies and practices, within the Activity and innovative financial services business models serving the poor in various sectors such as saving and lending schemes, Agri-finance, value chain financing and SME finance.
∎ Lead the development of a financial inclusion strategy and upscaling of affordable low- cost rural solutions for small farm households, small and medium entrepreneurs (SMEs) and the unbanked and underserved populations, leveraging innovative and CSA technology-led solutions to achieve the ultimate goals of near-universal access in the Activity.
∎ Implement access to finance strategy for the Activity.
∎ Collaborate with banking financial institutes to develop, improve, and scale up appropriate financial products and services for small farm households, small and medium entrepreneurs (SMEs) and the unbanked and underserved populations.
∎ Explore, assess, and identify appropriate financing providers and opportunities and float those opportunities to potential clients -- small farm households, small and medium entrepreneurs (SMEs) and the unbanked and underserved populations.
∎ Participate in the building of partnerships for the promotion of access to finance and collaborate with commercial and non-commercial partners that seek to deliver appropriate and affordable financial services to smallholder farmers and households.
∎ Assist bank staff in identifying potential clients among the target groups and building a pipeline of loan deals.
∎ Engage financial intermediaries such as banks in allocating capital for Activity.
∎ Assess the training needs on financial literacy, business, financial and entrepreneurial skills and develop tailored training packages.
∎ Coordinate the roll-out of training and capacity-building program.
∎ Hold one-on-one dialogue with bank officials to change their mindset toward SMEs dealing with CSA inputs in lending credit.
∎ Develop innovative ideas/concepts that increase uptake of financial services by rural communities-including farmers, SMEs and households.
∎ Identify and/or develop required financial tools and methodological approaches, and provide technical assistance and training/capacity building to ensure Activity interventions achieve or surpass established objectives.
∎ Support the SMEs, cooperatives, producers, and value chain actors to develop bankable business plans and connect with relevant financial and non-financial service providers.
∎ Facilitate the financial literacy and education of cooperatives and women and youth entrepreneurs.
∎ Develop a mechanism to measure the impact on partners from the Activity interventions and facilitate the measurement of partners' satisfaction with financial services.
∎ Contribute to data monitoring and management systems to ensure quality in implementation.
∎ The Financial Access officer is supervised by and reports to the deputy chief of party (DCOP). She/ he works in close collaboration with Activity colleagues, other IFDC staff and colleagues from other Activity consortium members.

∎ This is a senior position that requires highly motivated and self-driven individuals with the following qualifications.
∎ At least 7 years hands-on experience on financial inclusion projects in Bangladesh that reach households, farmers groups, commercial farmers, SMEs, and underserved populations.
∎ Have field and technical experience with the commercial sector, agribusiness development in a mix of economic growth/trade, value chain competitiveness, investment promotion, or agriculture development in Bangladesh or elsewhere.
∎ Demonstrated experience in designing financial products for rural and marginalized communities.
∎ Experience in assessing, training, and strengthening village-based groups in areas of financial literacy and business skills.
∎ Experience managing programmatic and financial reporting requirements.
∎ Excellent organizational, verbal, and written communication skills to manage Activity communications and disseminate Activity information are required.
∎ Track record of building strong client and stakeholder relationships.
∎ Ability to generate innovative solutions in work situations.
∎ Excellent skills in MS Excel, Word, and PowerPoint; proficiency in MS Access preferred.
∎ English language fluency is required.
∎ Must be a self-directed, highly organized person who can effectively prioritize and follow through on multiple initiatives simultaneously.
∎ Excellent analytical skills, ability to work flexibly, and meet tight deadlines.
∎ Effective communication and interpersonal skills.
∎ Attention to detail and proven ability to work independently and effectively.
∎ Excellent command of report writing, analysis, and presentation skills using Word, Excel, and PowerPoint.

Compensation & Other Benefits:
∎ This is a national position with a duty station in Dhaka.
∎ The position requires intensive travel (up to 50% of the time) in target regions in Bangladesh and may require some international travel to other IFDC countries.
