Job Context:
∎ The WASH Manager will have responsibility of managing the Bangladesh Refugees Emergency WASH sector Response in Cox’s Bazar. Under the leadership of the WASH Sector Lead, s/he will be responsible for technical aspects and administrative oversight of the program, and will serve as the secondary sector contact person to the WASH sector/cluster, donors, and local government entities.
∎ S/he will co-managing the WASH team, such as WASH Coordinators, WASH Engineers, Hygiene Promotion Coordinators, and WASH Facilitators/Volunteers, and engagement with stakeholders as well as ensuring the quality, timeliness, and efficiency of all products and activities generated under the respective grants. The WASH Manager is expected to have strong leadership qualities and both the depth and breadth of technical and management expertise. S/he also provides strategic leadership and supervision of contractors while ensuring the security, feasibility, and sustainability of the program and contribution to the intended project outcomes.
Job Responsibilities:
∎ Under the supervision and direction of the WASH Sector Lead – The Water, Sanitation & Hygiene (WASH) Manager is responsible for running and supervising water, sanitation and hygiene programs at all stages of the project management cycle.
∎ He/she is also responsible for accomplishing the program objectives and outcomes within the contextual constraints.
∎ The WASH Manager ensures the overall success of the program by making sure the WASH team completes the defined activities while adhering to internal standards and contractual obligations; write proposals and initiate and effectively manage and report on projects in line with the objectives, timeframe and budget.
∎ Further objectives for the WASH Manager concern the capacity building, management and mentoring of staff; humanitarian needs identification through monitoring of the evolving situation; context analysis to contribute to the development of future programs; Assess WASH needs, design projects, Provide technical support, leadership and strategic direction; meet quality standards in WASH delivery, encourage beneficiary participation, liaise with other stakeholders and a strong link to IMC health and Nutrition
∎ Manage the assigned WASH project(s) to meet the project objectives within budget, set time frame, quality, and standards
∎ Provide strong leadership of the assigned WASH project(s), working to ensure both short / long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local WASH staff
∎ Develop and implement an appropriate and effective WASH strategy, setting clear objectives and indicators, for WASH activities in consultation with other WASH staff and field managers, and, where appropriate, with the local communities
∎ Mainstream protection, accountability, gender, disability and environmental protection
∎ All document guiding implementation such as budgets, DIPs, projections are prepared, updated and used correctly
∎ Ensure that projects are initiated by developing project designs with program teams and developing budgets with finance team and the Programme Development Unit.
∎ Ensure needs assessments and surveys conducted, data analyzed and suggestions made for appropriate interventions as need arises.
∎ Regular monitoring and reporting of project implementation.
∎ Timely Submission of quality narrative reports to line manager on project progress, program team and donors
∎ Line manages the WASH staff(s) of the assigned project(s), including day-to-day management, development and training etc.
∎ Take responsibility for discussing job expectations; appraise performance against set objectives on a regular basis.
∎ Overall responsibility for staff work plans, vacation schedules, and development activities and maintain a professional and open relation with team members, promoting a strong spirit and providing oversight and guidance to allow for successful team performance.
∎ Ensure good quality staff are attracted, retained and developed in the organization
∎ Facilitate regular staff meetings to ensure awareness of project objectives, and opportunity for feedback
∎ staff coaching and technical supervision to develop ownership / responsibility for WASH activities
∎ Maintain and create strategic partnerships and networks with donors, UN, and other NGOs.
∎ Actively participate in Cluster meetings to ensure WV programming information is shared and request for cluster mechanisms are responded to.
∎ Keep and share information from INGO meetings, government correspondences and internal World Vision Lessons Learned.
∎ Ensure that World Vision is represented in coordination forums and review meetings.
∎ Foster formal government at all levels and community engagement and coordination

∎ Knowledge on decentralised water (i.e. water system/network) and sanitation infrastructures Essential
∎ Design capabilities on (and calculate: hydraulic) pipeline system Essential
∎ Skills and experiences on AutoCAD and other Civil Engineering software Desirable
∎ Familiar with the various tools used in hygiene awareness and promotion Essential
