Job Context:
∎ This is a Municipal or Upazila level highly demanding position and will be responsible for providing project implementation and operational leadership to the Municipal or Upazila level. The position will supervise and manage regular activities of the Upazila/ Municipality project implementation team consists of Union/MC facilitators.
∎ Reportable to Divisional Programme Coordinator
∎ Duty station: any UZ/MC from Dacope, Morrelganj and Satkhira.
Job Responsibilities:
∎ Support the PTL as requested in overall MEAL system set-up, in development of logframe, budgeting for MEAL activities, MEAL narrative plan, etc.
∎ Develop project specific MEAL frameworks in coordination with project staff
∎ Develop methodology, sampling, and tools for outcome and process monitoring studies including pre-posttests, pre, mid and end line studies, FGDs, KIIs, etc.
∎ Plan, lead and oversee the implementation of outcome monitoring studies for grants such as midline and end line studies, pre-post tests, FGDs, KIIs, etc. (coordinate, follow up, and review the outcome monitoring methodology, tools and reports for grants
∎ Lead project specific evaluations and baselines at field level
∎ Ensure Sex, Age, Disability Disaggregated Data
∎ Implement field level tasks for outcome and process monitoring of grants, including pre-posttests midline and end line studies, FGDs, KIIs, etc. (training of casual workers, planning field data collection, coordination of data collection, supervising, facilitating, coding tools, developing datasets, data cleaning, analysis, reporting).
∎ Implement field level tasks for the Outcome Assessment (training casual workers, ensuring quality of data collection through supervision, data cleaning)
∎ Responsible for the coordination of projects' baselines and evaluation studies (coordination at field level, beneficiaries and partners/stakeholders if externally led and methodology, development of tools, data collection, and cleaning if internally led)
∎ Provide support in training project staff and partners on reporting requirements, output level monitoring and conduct regular training for staff on data collection and data entry for pre-post tests
∎ Update the team with accurate data on a monthly basis and key findings are shared with management at the program review meetings
∎ Conduct project site visits regularly and monitor implementation on a regular basis for quality standards through scheduled visits, data quality audits, spot checks...
∎ Ensure that critical MEAL findings and recommendations are discussed and addressed by management
∎ Co-lead lessons learned events for projects with PTL and other technical staff (preparation, facilitation and report writing)
∎ Implement any potential research studies at field level (data collection, cleaning)
∎ Complete Horizon tasks relevant to assigned projects (uploading MEAL plans and monitoring data) - (requirement by the consortium at PIU)
∎ Attend internal and external meetings relevant to assigned projects
∎ Attend internal and external training, workshops, events, etc.
∎ Manage and follow up on project related matters for casual workers and conduct performance agreement and review with direct supervisor (PTL)
Additional Requirements:
∎ Minimum 8 years' of experience in project management in a reputed national NGO/ consulting firm
∎ Proven experience working on managing a team with particular thematic sector of Health and Family planning
∎ Demonstrated experience of working in health system strengthening programme in urban and rural areas is preferred
∎ Demonstrated experience of working with district and UZ level officials of Ministry of Health and Family Welfare and Ministry of Local Government
∎ Experience in working with health private sector (pharmacy, clinic, doctor etc.) is an asset
∎ Demonstrated ability to lead and manage a diverse project team
∎ Demonstrated strong writing and oral presentation skills
∎ Dynamic and willing to take initiatives to complete assigned task, and work independently
∎ Proven experience in resource planning
∎ Strong leadership skills and ability to manage change effectively
∎ Delegation, time management and prioritizing skills and coping with broad range of demands
∎ Experience in organizing training, meeting etc. for participants from GO and private sectors
Salary: Tk. 59079 (Monthly)
