  • ● Minimum 5 years working experience in the field of Youth development and minimum 3 years specific experience in skills training program/TVET sector.

  • ● Manage and lead program related functional relationship with government officials, DYD, and internally between consortium partners at upazila level.

  • ● Ensure that an effective monitoring system is in place for achieving program targets and sound financial management, ensuring that value for money can be effectively demonstrated to the donor.

  • ● Expertise to management and operation of the vocational training establishing at community level by engaging community people, local government and civil society.

  • ● Represent the programme and maintain good working relationships among the international and local NGO community, among community leadership structures and community-based organizations, and to visiting donor teams and other key contacts.

  • ● Arrange different level meeting, workshop, seminar, training in collaboration with DYD, Upazila coordinator and keep record.

  • ● Ensure input regular all type of data to MIS online portal as the first data generation point for the project and preserve documents.

  • ● Demonstrate courage and confidence to have sensitive conversations with team members

  • ● Demonstrate high coordination and negotiations skills, especially with the government officials and programme participants

The BRAC Skills Development Programme (SDP) empowers underprivileged youth and entrepreneurs by integrating technical and employability training with sustainable, decent work opportunities. To date, the programme has reached over 500,000 participants—60% of whom are women—across 46 districts, offering specialized training in 43 formal and informal trades. By leveraging a multi-faceted approach of apprenticeships, institution-based training, and enterprise development, SDP maintains a rigorous 80% job placement rate, strategically aligning its graduates with high-growth economic sectors.

BRAC Skills Development Programme (SDP) seeks a dedicated and proactive Upazila Manager to spearhead the grassroots implementation of the Economic Acceleration for Resilient NEET project (EARN) . The primary purpose of this role is to ensure the seamless daily operation of the Village Level Training Center (VLTC), serving as the frontline leader responsible for transforming NEET youth into skilled professionals. By maintaining high training standards, fostering community trust, and ensuring strict compliance with Department of Youth Development (DYD) and World Bank guidelines, the Centre in Charge plays a pivotal role in achieving the project’s mission of economic resilience and youth empowerment.

In partnership with BRAC, SOLIDARITY is going to implement the EARN project to youth and adolescent of three sub-district of Kurigram and Lalmonirhat District. To strengthen field-level implementation, SOLIDARITY is inviting applications from qualified candidates for the position of Upazila Manager based at Upazila level

This is a project-based position with a maximum duration of 48 months, commencing in June 2026. Only female candidates are encouraged to apply, with a strong preference for experienced female candidates. Persons with disabilities (PWD) are also encouraged to apply.

Job location: Upazila Level (Ulipur, Nageswari Upazila of Kurigram District & Lalmonirhat Sadar of Lalmonirhat District)

Key Job Responsibilities:

Responsibility #1: Strategic Coordination and Stakeholder Management

● Manage and lead programme-related functional relationships with government officials, specifically the Upazilla Youth Development Officer (UYDO) and the Upazilla Nirbahi Officer (UNO).

● Coordinate internally between ‘Joint venture’ partners and BRAC Skills Development Programme teams at the upazila level to ensure a unified approach to project delivery.

● Serve as the primary focal point for the Upazila Project Implementation Committee to ensure administrative support and local government buy-in.

● Act as the lead representative for the programme at the local level, maintaining professional relationships with international/local NGOs, community leadership, and visiting donor teams.

Responsibility #2: Operational Excellence, Financial Oversight, and Data Integrity

● Ensure an effective monitoring system is in place to achieve strict programme targets regarding NEET youth mobilization, enrollment, and training completion.

● Uphold sound financial management and "Value for Money" (VfM) principles for all project activities, ensuring transparency in procurement and resource allocation.

● Direct the management and daily operation of Village Level Training Centers (VLTCs) by actively engaging community members, local government, and civil society.

● Organize and facilitate upazila-level meetings, workshops, seminars, and training sessions in collaboration with DYD and preserve all administrative records.

● Enforce rigorous data discipline by ensuring all project data is entered into the MIS online portal accurately as the primary data generation point, maintaining verified physical documentation for audits.

Responsibility #3: Youth Mobilization, Inclusion, and Training Quality

● Lead the identification and selection process of NEET (Not in Education, Employment, or Training) youth, ensuring the project meets its inclusivity mandate (specifically targeting 50% female participation and inclusion of PWDs/marginalized groups).

● Supervise the quality of competency-based training delivery at the VLTCs to ensure they meet the standards set by the National Skills Development Authority (NSDA) or DYD.

● Monitor the performance of trainers and community mobilizers, providing technical guidance to ensure the curriculum is delivered effectively and trainees remain engaged.

● Oversee the distribution of stipends and training materials to beneficiaries, ensuring they reach the intended recipients without delay.
