Additional Requirements:

● Minimum five (5) years of experience working in the field of Post-Training wage employment for the youths, engage with the employers, sector experts and other private sector stakeholders in line with programme goals

● Expertise to develop effective coordination among employers, employee (graduate students) and private sector organisations for effective implementation of the vocation skills training programme, apprenticeship, internship and employment support for the graduate students

● Expertise to provide mentorship to learners through their learning, job-searches, job-applications, and career development (CV writing, interview session etc)

● Expertise to facilitate the labor market information survey to explore the industries dynamics and required areas of skills out of traditional trade based training at different locations focus on challenges, prospects and possibilities of specific trade and sustainable economic opportunities

● Arrange entrepreneurs conference/job fair/expo in district and national level engaging establish industries, buyers and other relevant stakeholders.

Experience in working with enterprise/industries that are located in the upazillas adjacent to the EPZs, EZs, HTPs, STPs and IZs who can offer internship to the trainees in their enterprise/industries.

The BRAC Skills Development Programme (SDP) empowers underprivileged youth and entrepreneurs by integrating technical and employability training with sustainable, decent work opportunities. To date, the programme has reached over 500,000 participants—60% of whom are women—across 46 districts, offering specialized training in 43 formal and informal trades. By leveraging a multi-faceted approach of apprenticeships, institution-based training, and enterprise development, SDP maintains a rigorous 80% job placement rate, strategically aligning its graduates with high-growth economic sectors.

BRAC Skills Development Programme (SDP) seeks a dedicated and proactive Upazila Job Placement Officer Development Officer to spearhead the grassroots implementation of the Economic Acceleration for Resilient NEET project (EARN) . The primary purpose of this role is to ensure the seamless daily operation of the Village Level Training Center (VLTC), serving as the frontline leader responsible for transforming NEET youth into skilled professionals. By maintaining high training standards, fostering community trust, and ensuring strict compliance with Department of Youth Development (DYD) and World Bank guidelines, the Centre in Charge plays a pivotal role in achieving the project’s mission of economic resilience and youth empowerment.

In partnership with BRAC, SOLIDARITY is going to implement the EARN project to youth and adolescent of three sub-district of Kurigram and Lalmonirhat District. To strengthen field-level implementation, SOLIDARITY is inviting applications from qualified candidates for the position of Upazila Job Placement Officer based at Upazila level

This is a project-based position with a maximum duration of 48 months, commencing in June 2026. Only female candidates are encouraged to apply, with a strong preference for experienced female candidates. Persons with disabilities (PWD) are also encouraged to apply.

Job location: Upazila Level (Ulipur, Nageswari Upazila of Kurigram District & Lalmonirhat Sadar of Lalmonirhat District)

Key Job Responsibilities:

Responsibilities 1: Support with beneficiary identification

● Provide support to the project team for trainee identification and final selection following standardised tools

Responsibilities 2: Support with market scan and trade selection

● Provide support to the project team for local level market scanning for identifying demandable trades

● Provide support to the project team for trade validation with the local level stakeholders

● Identify non traditional trades where female trainees can get training and job placement support

Responsibilities 3: Engagement with the employers for job placement

● Conduct regular surveys of established and new employer organizations (i.e. RMG, agro, light engineering, manufacturing and construction, caregiving, hospitality and tourism, retail sales, banking, development, IT, freelancing) to identify new jobs for the trainee graduates and also collect information on future demand of skill sets, jobs and trades to develop and update an employer database.

● Identify the key contact points and maintain relationships through regular visits and other engagement activities with different employer organizations.

● Arrange MoU signing events with potential employers for internship placement

● Collect and match suitable trainee profiles as per the employer’s requirements and

facilitate their direct placement or referral process in the employer organisation

● Arrange entrepreneurs conference/job fair/ expo in district and national level engaging established industries, buyers and other related stakeholders

● Conduct regular post-placement satisfaction surveys of the employers and hired trainees, and prepare periodic reports to improve training quality and increase the number of successful placements of future graduates.

Responsibilities 4: Support the youth entrepreneurs

● Identify local level mentors to support the youth entrepreneurs and the interns

● Support the project team in preparing profile of the potential youths for receiving seed financing from the DYD

Responsibilities 5: Safe guarding

● Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

● Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

● Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
