Additional Requirements:

• At least three (3) years’ experience as an office in charge in the development sector such as education/vocational training program.

• Experience in managing educational or training programs, especially within rural or sub-district areas, can be advantageous.

• Familiarity with community, culture, and challenges specific to the sub-district or rural area is often highly beneficial.

• Expertise on support to line manager for arranging meetings and overseeing the daily work at center and support instructors and learners for collecting/restoring materials in the training center.

• Good communication skills, both verbal and written (Bangla), to effectively interact with learners, staff, local authorities, and community members (if required).

• Skills in managing resources to ensure the smooth functioning of the training center..

The BRAC Skills Development Programme (SDP) empowers underprivileged youth and entrepreneurs by integrating technical and employability training with sustainable, decent work opportunities. To date, the programme has reached over 500,000 participants—60% of whom are women—across 46 districts, offering specialized training in 43 formal and informal trades. By leveraging a multi-faceted approach of apprenticeships, institution-based training, and enterprise development, SDP maintains a rigorous 80% job placement rate, strategically aligning its graduates with high-growth economic sectors.

BRAC Skills Development Programme (SDP) seeks a dedicated and proactive Centre in Charge to spearhead the grassroots implementation of the Economic Acceleration for Resilient NEET project (EARN) . The primary purpose of this role is to ensure the seamless daily operation of the Village Level Training Center (VLTC), serving as the frontline leader responsible for transforming NEET youth into skilled professionals. By maintaining high training standards, fostering community trust, and ensuring strict compliance with Department of Youth Development (DYD) and World Bank guidelines, the Centre in Charge plays a pivotal role in achieving the project’s mission of economic resilience and youth empowerment.

In partnership with BRAC, SOLIDARITY is going to implement the EARN project to youth and adolescent of three sub-district of Kurigram and Lalmonirhat District. To strengthen field-level implementation, SOLIDARITY is inviting applications from qualified candidates for the position of Center Incharge Based at center level

This is a project-based position with a maximum duration of 42 months, commencing in June 2026. Only female candidates are encouraged to apply, with a strong preference for experienced female candidates. Persons with disabilities (PWD) are also encouraged to apply.

Job location: Center Level (Ulipur, Nageswari Upazila of Kurigram District & Lalmonirhat Sadar of Lalmonirhat District)

Key Job Responsibilities:

Responsibility #1: Village Level Training Center (VLTC) Management and Administration

● Provide complete administrative and operational leadership for the assigned VLTC, ensuring all facilities are functional and conducive to learning.

● Ensure that the training environment meets the safety and safeguarding standards set by the Department of Youth Development (DYD) and World Bank guidelines.

● Oversee the daily attendance of trainees and trainers, ensuring that training schedules are strictly followed without unauthorized interruptions.

● Coordinate with the Upazila Manager to ensure that all necessary training supplies, equipment, and raw materials are available and properly maintained.

Responsibility #2: Training Quality, Assessment, and NEET Youth Support

● Ensure the effective delivery of competency-based training programs for NEET (Not in Education, Employment, or Training) youth, adhering to the approved curriculum and pedagogical standards.

● Monitor trainer performance and provide immediate feedback to maintain high instructional quality and trainee engagement.

● Facilitate regular internal assessments of trainees to track skill acquisition progress and readiness for final certification by the DYD or relevant authorities.

● Provide on-site counseling and support to trainees, particularly female and marginalized participants, to minimize dropout rates and ensure a 100% completion rate.

Responsibility #3: Community Engagement, Mobilization, and Placement Support

● Work closely with the Upazilla Manager and community leaders to finalize the selection of eligible NEET youth from the surrounding catchment area.

● Maintain active communication with the parents/guardians of trainees and local community members to build long-term trust and support for the center's activities.

● Identify local apprenticeship opportunities and small-scale business linkages for trainees to bridge the gap between training and employment.

● Support the placement of graduates by maintaining a database of local employers and providing trainees with career guidance and interview preparation.

Responsibility #4: Reporting, Asset Management, and Compliance

● Prepare and submit daily and weekly operational reports to the Upazilla Manager, highlighting enrollment status, attendance, and any technical issues.

● Maintain an accurate inventory of all physical assets, machines, and tools within the center, ensuring they are used solely for project-related training.

● Ensure that all financial expenditures at the center level are supported by valid documentation and comply with the project’s financial management manual.

● Supervise the regular entry of trainee data into the project MIS at the center level, ensuring that information is current and verified.

Responsibility #5: Safeguarding;

● Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

● Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
